I recommend fortifiing cities and food/water and electricity sources as well as factories and other major things in your nation to avoid major loss of life and to keep your zombie population levels down.

Also get volunteers to serve as area militias when soldiers are needed somewhere else.
Try to restrict access to your nation as much as possible without damaging your economy like scanning merchant ships for the infection.
I have already took these steps and hope the will work.

P.S You may have to exacuate some of your people to nations with smaller populations if you think you can't protect all your people.
