ARTICLE 29: KALININGRAD

Image

"...the guarantee of perpetual peace is nothing less than that great artist, nature... In her mechanical course we see that her aim is to produce a harmony among men, against their will, and indeed through their discord. As a necessity working according to laws we do not know, we call it destiny. But, considering its designs in universal history, we call it "providence," inasmuch as we discern in it the profound wisdom of a higher cause which predetermines the course of nature and directs it to the objective final end of the human race."

Perpetual Peace: A Philosophical Sketch - Immanuel Kant

IC Thread
Theme

Kaliningrad, March 2016. Founded in the year 1255 by the Teutonic Order, the city of Königsberg, now the Russian exclave of Kaliningrad, had seen its fair share of violence. After the fall of Marienburg Castle, it had served as the Order's headquarters. In 1944, it was bombed by the British Royal Airforce during two nighttime raids, and the city burned for days without end. What was left of it was almost completely wiped off the Earth in as Stalin's Red Army did battle to it, capturing it after three long days of battle. In July 2007, it was threatened that the Russian Federation would place nuclear weaponry in Kaliningrad Oblast if the United States were to place missile defense systems in Poland, although these plans were officially suspended early 2009. The city has known its fair share of conflict, and nowadays it is no different, the natural guarantee of peace Immanuel Kant wrote of long gone.

Vampires, the supposedly immortal lords of the night, are real - they always have been. Presumed but stories by the majority of the people on Earth, they reside hidden among us in society. Many of the myths told about them contain the truth, from their thirst for blood to their weakness for anything made of silver. One of these myths has been proven false. We know that they are not immortal. From a stake to the heart to a 12-gauge shotshell to the face, vampires can die and they can die messily. That is where we come in.

On Thursday the 12th of June, 2008, an agreement was signed in secret between most of the governments of the world through the United Nations. It was kept secret from the public, the information it dealt with considered to be too big a threat to public order. Dealing with the treatment of the supernatural, it was Article 29 of the accord that called for an international unit to be formed to deal with the vampiric menace. Two months later, on the 23rd of August, the Boiling Suns were founded, a unit made up of operators from throughout the world to combat the vampires throughout the world. Bases of operations were set up around known hotspots, and hidden from the eyes of the public, our war began.

Enter Kaliningrad. The ancient city of Königsberg has been unveiled to have a heavy vampiric presence, and as such it is here that the Boiling Suns Special Operations Group has now established a presence. That is where you come in - be you an new recruit or a veteran of several years, you have just arrived at our base of operations for Kaliningrad Oblast. You have been selected because we know you've got what it takes. Don't disappoint us.

'sup! In this roleplay, you'll find yourself as the member of a Rainbow Six-esque unit fighting a shadow war against the vampiric menace in the city of Königsberg Kaliningrad. The introduction above should give you a bit of an idea on what's going on and what this is all about. I'm going for a semi-realistic "feel" for the RP, which means that things should be acted out realistic, although I won't push it too much (ie, "you can't run that far in that amount of time, someone wearing 20kg of equipment can only run [x] km/h!"). The roleplay will be made up of different missions, with time in between for some more character interactions and 'casual' activities to allow for some more character development and all-round fun.

I've planned a storyline for the events that'll happen in Kaliningrad during the RP that should see for some diversity in scenes, missions, enemies, and so forth to keep things interesting for everyone participating. I can't spoil anything, of course, but the setting allows for plenty of interesting and different locations, be it from medieval ruins to the industrial complexes of the Soviets. To prevent the OP from getting too cluttered, I've opted to place the lore and various other information in the posts below, so please read there as well before you decide to apply - you'll probably want to, anyway, and it might save us all some time. If you're interested please, do read on!

Rules & Application

I. Please follow the site's rules. That means PG13, no flaming other players, no trolling, and so forth. Don't fret, fun is allowed, and feel free to post on the OOC about whatever.

II. No godmodding, metagaming, etc.

III. For your In-Character posts, they should be at least one paragraph composing of four lines, and use correct spelling, grammar, etc. We're here to help! I've been told that what I consider to be four lines is around 12 to 16 lines on a tablet, so use that for a reference if you're using one of those to post.

IV. You're allowed one character for now, although that may change in the future.

Below you'll find the code for the app for you to copy/paste and fill in! Please remove everything in parenthesis, makes it all look much neater. If you need any help, feel free to ask, I'll reply to you as soon as I can. Below the code, I've hidden a more detailed explanation of everything in the app underneath a spoiler for your convenience.

Article 29 "The Boiling Suns"

“There are darknesses in life and there are lights, and you are one of the lights, the light of all lights.”
- Bram Stoker, Dracula

Founded on the 23rd of August, The Boiling Suns is an international task force created for the purpose of hunting down vampires, wherever they may reside. The organisation's existence is kept secret to all but the highest levels of government and intelligence agencies, and is even then mostly referred to as Article 29, the meaning of what that exactly is supposed to be known only by even higher levels of governance. The high level of secrecy means that members of the Boiling Suns will often dress out in the field in gear belonging, or at least looking like, that of the local forces.

Operators are drawn from special forces and other assorted units, and are selected by their respective officers to be contributed to the task force. Selected for their skill in a specific area, all-round capabilities, and personality they are slowly informed on the existence of vampires, before being officially inducted into The Boiling Suns or, should they respond to the information they are given in a non-desirable way (such as threatening to publish this information), put down.

Dealing with the supernatural, the task force's operators are expected to be at the peak of their capabilities at all times, lest they be found lacking when everything counts on them. Bases are established throughout the world, put there where the threat of vampires is at its largest. The task force's headquarters are located in the Hague, chosen for its relatively neutral position as the seat of the International Court of Justice, with additional more local headquarters located in New York and Moscow. Money is funneled through using NATO and, in the case of non-members, through other military budgets kept secret from the public to prevent them from ever finding out the existence of the Boiling Suns, and their adversaries.

Article 29 has authorized the execution of any and all vampires or their accomplices on the spot at the hands of the Task Force, and as such its short history is already a bloody one. The Boiling Suns have launched raids on locations known to be harboring vampires, leaving hardly any survivors, and many a self-titled lord of the night has been assassinated by the unit's operators. They are dedicated to turning the tide, changing vampires from predators in the night to prey, and eventually to not even a footnote in history. The first steps have already been taken, and all that is left is to make it finally happen.

Vampires

"Denn die Todten reiten Schnell."

It is unknown where vampires originated, and how they did. Be it a Faustian pact with a devil, an ancient disease transmitted by blood, or something else entirely, we have yet to find out. Research has not yet shown its origin, but many of the secrets of the vampires have been revealed, so gather round and listen well, for night approaches fast and none may know what it will hold...

Vampires: How to recognize

A well-fed vampire is hard to recognize. Contrary to the stories, they are able to walk about in the sun, despite a strong dislike for it. Vampires are pale of skin, although this too can be hard to notice. A common distinguishing feature are the two sharper teeth, straight from the fairy tails, used to pierce the skin before consuming the blood of their victims. A vampire that has been deprived of blood will become much more easier to notice. Alongside their desperate hunger for blood, these vampires will become more feral than their kin and as such will often no longer manage to blend in with society as well. Their eyes will take on a red-ish tint, and moving into the sunlight will begin to hurt ever so slightly, only furthering the decline of their already waning sanity.

Vampires: Strengths

A vampire is faster than a regular human being, and stronger, too, making them formidable adversaries indeed. A well-fed vampire's wounds have the ability to heal themselves at an incredibly fast pace, only struggling with major injuries. As such, a seemingly dead vampire may very well be alive and just be acting, and as such it is always advised to make sure they are truly dead, lest they return when one might least expect them to...

Vampires: Weaknesses

However, wounds caused by silver are unable to be healed as quickly as those caused by other materials, and as such these are actively used as the anti-vampire weapon. Merely touching the metal will hurt one of the undead lords of the night, and because of this vampires will often avoid silver altogether. For unknown reasons, so too does so-called "holy" water hurt a vampire, irritating the skin as if it were an acid. Like any other thing living on this planet, vampires too will not survive being torn into shreds by an explosion - if you need to be absolutely sure one is dead, you blow their body up.

Kaliningrad Oblast

Image

Kaliningrad

Kaliningrad, formerly called Königsberg, is a seaport city and the administrative center of Kaliningrad Oblast, the Russian exclave between Poland and Lithuania on the Baltic Sea. The locality was a site of the ancient Old Prussian settlement/fort Twangste. In 1255, a new fortress was built on this site by the Teutonic Knights during the Northern Crusades, and was named "Königsberg" in honor of King Ottokar II of Bohemia. The town was part of the State of the Teutonic Order, the Polish–Lithuanian Commonwealth, Prussia and Germany (until 1945). Until the end of World War II, the area formed the northern part of the former East Prussia. The city was largely destroyed during World War II; its ruins were captured by the Red Army on 9 April 1945 and its German population fled or was removed by force. It was renamed Kaliningrad on July 4, 1946 in honor of Bolshevik Mikhail Kalinin. In 2005 Kaliningrad celebrated its 750 years of existence. According to the 2010 Census, its population was 431,902[8]—an increase from 430,003 recorded in the 2002 Census.

Kaliningrad is at the mouth of the navigable Pregolya River, which empties into the Vistula Lagoon, an inlet of the Baltic Sea, and sea vessels can access Gdańsk Bay/Bay of Danzig and the Baltic Sea by way of the Vistula Lagoon and the Strait of Baltiysk. Until around 1900 ships drawing more than 2 meters (6 ft 7 in) of water could not pass the bar and come into town; larger vessels had to anchor at Pillau (now Baltiysk), where merchandise was moved onto smaller vessels. In 1901 a ship canal between Königsberg and Pillau, completed at a cost of 13 million German marks, enabled vessels of a 6.5 meters (21 ft) draught to moor alongside the town (see also Ports of the Baltic Sea).

Khrabrovo Airport, 24 kilometers north of Kaliningrad, has a few scheduled and charter services to several destinations throughout Europe. There is the smaller Kaliningrad Devau Airport for general aviation. Kaliningrad is also home to Kaliningrad Chkalovsk naval air base.

not going to copy/paste everything

Chernyakhovsk Air Base

The Taskforce is currently stationed at the Chernyakhovsk Air Base, 9 kilometers to the northwest of Kaliningrad itself.

The base is outfitted with several hangars in which civilian cars as well as two Mil Mi-24 Attack Helicopters, two Mil Mi-26 Heavy Transport Helicopters, and four Kamov Ka-60K Kasatka transport helicopters. There are an indoor- and an outdoor shooting range, an extensive armory, and a hospital. There are both outdoor and indoor training facilities ready for use at any given time. There are two buildings serving as barracks, divided by sex and equipped with shared showers and restrooms, with separate quarters for the few officers, administrative personnel, and other assorted base personnel present. A central building is home to a cafe/restaurant and a lounge on the first floor to be used for recreational purposes, for which a table tennis table has been brought in. The second floor has several offices, as well as a couple of briefing rooms. The base is surrounded by fences and barbed wire.

Anyway. Are we going with the traditional vampire weaknesses like UV Light, Silver, Holy water and that stuff or something more modern?

Stoker's traditional "can go into daylight but doesn't like it at all" with less transformation. Definitely a weakness to silver and all.
