This RP will take place in Coltifornia (or, for those not well versed in horse puns, pony California) and the neighboring area. As some of you might have gathered from the title, a significant amount of the places and factions in this RP are going to be Fallout 1 and Fallout 2 inspired, although, obviously, ponified. Now, some of you might be thinking, why the fuck is this asshole not basing his RP in Manehatten, and the places where the Fallout Equestria fanfic took place, and to those people, the reason for me setting this RP in a place that (to my knowledge) wasn't in the original fanfic is both for the sake of having something new and because I had a fancy for making something Fallout 2 inspired. If you got a problem with that, bub, then feel free to make your own Fallout Equestria RP (which I'll probably join, because my own RPs always fucking suck).
Now, I can already hear you people getting impatient, and wondering well, when the fuck are you going to get to the God damn motherfucking actual fucking RP already you motherfucking motherfucker?!?! Don't worry, I'm not going to keep you waiting in (a lack of) suspense any longer; with due diligence, I present to you, Fallout Equestria: Stable City. Enjoy; or, enjoy insulting my terrible writing skills. Either way, enjoy.
Everyone already knows about eastern Equestria, and all the drama they go through on a regular basis, with their slavers, angry Goddesses, and, of course, let's not forget the toaster repair ponies. This story, though, takes place way in the west, in Coltifornia and the surrounding area, as part of a completely different drama. Like every other slice of hell in Equestria, Coltifornia was completely and utterly devastated by the megaspells, with death, destruction, and radiation turning a once beautiful land into a radioactive wasteland, most ponies only surviving by hiding in underground shelters. Most of those unlucky enough to be above the surface, and unlucky enough not to be instantly killed by the explosions (freeing them from having to live a miserable life where slavery and mass murder are around every corner), were turned into hideous monsters, ghouls, tainted by the radiation, some retaining their intelligence and others being reduced to nothing more than feral monsters, attacking anything and everything on sight. In the few places where radiation didn't completely decimate everything, society massively devolved, with the ideals of greed, wrath, selfishness, slavery, and killing taking hold in every corner of the wasteland, raiding bands stealing everything they could get their hooves on and slavers selling their own grandmothers into slavery just to make a quick buck.
For those fortunate enough to have escaped to the underground shelters, though, the stables, life for them was significantly different. They would live in (by wasteland standards) luxury, without having to worry about going hungry, about running out of water, about being attacked by raiders or slavers, or any of the above world's problems. Life was good in the stables, although all good things eventually come to an end. Most of the stables had something go catastrophically wrong, whether it be killer robots wiping out the stable's population, mutated monsters killing everypony, or the stable's water chip breaking and causing everyone to have to either leave or die of dehydration. There were, of course, though, stables that thrived, with few if any problems. One perfect example of a thriving, prosperous stable is Stable Eight, which would grow to become one of the most enviable and wealthy settlements in all of Coltifornia.
As with most stables, Stable Eight was an experiment by Stable-Tec; specifically, an experiment in fermenting revolutions. Stable Eight was filled with a handful of the wealthy elite of Coltifornia and a great number of poor farmers, the homeless, and other low class ponies, with one of the wealthy elites being made into the Overstallion. In addition, the stable was also full to the brim with weapons, far more so than most of the other stables. The idea was to see how far the lower class could be pushed before they decided enough was enough and use the weapons of the stable to force change. Surprise surprise, Stable Eight was very heavily class oriented, with the stable's society being segregated by rich/poor divisions, the wealthy having a much bigger role in the stable's society than the poor. Contrary to Stable-Tec's predictions, however, there was no revolution; as a matter of fact, harmony ruled supreme in Stable Eight. United under the charismatic leadership of the Overstallion, who was an elite from Canterlot who was on vacation in Coltifornia when the megaspells hit and was sheltered in Stable Eight, a charming stallion by the name of Fancy Pants, everyone in the stable lived in harmony, content with their roles in life, and all was well.
Decades after the megaspells fell, when the radiation levels on the surface had gone back down to non-lethal levels, Stable Eight opened up its doors for the first time by order of the Overstallion. As you might imagine, most of the population was shocked to find how much the Equestria they knew and love had changed, but that didn't stop them from working to rebuild society. Under the leadership of the late Fancy Pants, the stable dwellers built a grand city above the ground around their stable, being named Stable City. Their settlement, fueled by the vast amounts of technology in the stable, quickly grew prosperous, attracting traders and merchants from all across Coltifornia, and they rapidly became one of the wealthiest cities in the wasteland. Having access to the technology in their stable allowed Stable City to become a great bastion of civilization in the wasteland, with all kinds of ponies immigrating to their city.
After the death of Fancy Pants, a couple years after the founding of Stable City, a new Overstallion took power, the son of Fancy Pants and his wife Fleur-de-lis, a gentlecolt by the name of Jackpot. Overstallion Jackpot took Stable City in a slightly different direction, turning the settlement from an open and welcoming trading town into an elitist and racial supremacist settlement. Jackpot was a massive ghoul hater, and rallied Stable City's population around pony supremacist rhetoric, calling ghouls monsters and abominations. A new system of class division, also, was created, with actual stable dwellers and those born in the stable having far more social status than outsiders, outsiders only being allowed in a small part of the city to trade and do business. From that point onward, Stable City would become a beacon of social elitism, racial supremacy, and the old world idea of the wealthy elite. It would continue to grow in prosperity, but it's real wealth would be reserved for so called pure ponies, only stable dwellers (and those born inside Stable City's walls) being allowed to share in the wealth.
Decades later still, and Stable City had emerged as one of the great powerhouses of the west, right up there with the New Coltifornia Republic and the western branch of the Steel Rangers. As time progressed, Stable City gradually adopted a more and more militaristic outlook towards their neighbors, and the third Overstallion (who, by that point, had renamed the title to Autocrat of Stable City) had decided to go on a bit of an annexation spree. The many tribes and minor villages near Stable City were invaded by the stable dwellers and annexed, their populations enslaved and their resources dedicated towards fueling further expansion for Stable City. Stable City had grown to be not only a great economic powerhouse, but a great military power as well.
South of Stable City, a great power of a much different caliber had fermented. The New Coltifornia Republic, based on the ideals of democracy and liberty, had thrived, though, of course, like all good things, it was eventually corrupted as well. The NCR would, much like Stable City, grow to rely on expansionism and militaristic conquests to fuel their growing nation, and, while on paper a nation which cared about freedom and prosperity for everyone, would ultimately grow to care more about their own self interest than anything else. Still, while it was in practice not unlike Stable City, it would grow to become SC's greatest rival, with the two nations competing for dominance across Coltifornia. Where Stable City represented autocracy, rule of the rich, and elitism, the NCR represented false democracy, bureaucracy, and corruption; both had their flaws, and both had their appeals.
Then, there were the Steel Rangers, essentially a glorified raider organization which was even more exclusive than Stable City. They had no issues with butchering an entire village just to get their hooves on one single laser pistol. They were terrorists, hated across the entirety of the wasteland, and, considering the massive stockpiles of technology Stable City had inside its original stable, you can probably guess what their relationship was. Where Stable City viewed the NCR as a rival, they viewed the Steel Rangers with open hostility, as did the Steel Rangers towards Stable City in turn. Their first ever interaction was a Steel Ranger attack on Stable City, the Rangers wanting to take the technology in their stable. What the Steel Rangers failed to realize, though, was that the stable dwellers had one of the biggest weapon stockpiles in the entire wasteland, having virtually bottomless pools of energy weapons, grenades, guns, and bullets. While the Rangers did manage to do a fair bit of damage to the stable dwellers, they failed in their attack, and, discovering the true strength of Stable City, didn't come back. Still, while the Steel Rangers haven't been bold enough to launch a second invasion of Stable City, they are still SC's biggest enemy, and they constantly get into territorial clashes and skirmishes.
Alright, now that that boring-ass, terribly written backstory bullshit is over and done with, it's time to get to the even more boring bullshit.
This RP will take place slightly before the events of the Fallout Equestria fanfic by Kkat, if anyone's wondering.

Biography: Moneybags is the great, great, great grandson of Fancy Pants, the sixth pony to rule over Stable City. Surprise surprise, he was born into a life of luxury, being the heir to the throne of Stable City and being born part of one of the wasteland's wealthiest and most powerful families. As you might expect, he, like all born in Stable City, was taught to be an elitist and a racial supremacist, with his father personally teaching him how to be a perfect aristocrat and to rule over the peasants. Moneybags was taught how to be a great autocrat, as well as being taught how to run a business and overall be a successful leader. With a name like Moneybags, you can probably guess already that he was naturally talented at the art of barter, and he had already opened up his own successful business in Stable City by the time he had turned thirteen, becoming a successful entrepreneur before he had even hit puberty, proving himself one of Stable City's best businessponies at a remarkably young age.
Of course, one of the primary components of what makes a good businesspony is just having a natural talent at suckering other ponies into buying your garbage, but, at a very early age, Moneybags figured out the real trick to getting rich; that was, manipulation, and exploitation of other ponies for your own gain. It was when he opened up a plantation using slave labor that he knew without a doubt what his natural talent was, and he got his cutiemark; a pyramid of money bags, with a golden crown on top, representing his abilities at business management and exploitation. With the use of both shrewd negotiation abilities and slightly underhooved business tactics, Moneybags built one of the most successful business enterprises in all of Coltifornia, using slave labor to get raw materials and using cheap labor from outsiders (most of whom were desperate for money and who couldn't find many jobs elsewhere) to refine those raw materials into valuable products. He was one of the richest ponies in Coltifornia even before he inherited the family business and treasury.
His father died when Moneybags was twenty four, and the latter assumed control as the new Autocrat, Stable City politics being essentially a monarchy. Moneybags had built up quite a reputation amongst the elite of Stable City, with all the aristocrats and even a significant portion of the peasantry admiring him for his moneymaking abilities. Upon ascending to the throne, Moneybags proved that not only was he an economic visionary, but an extraordinarily competent administrator as well; Stable City absolutely flourished under his watch, with Moneybags using his prior business experience to great effect managing the city's economy. Not only that, but he was also a quite charming speaker, able to easily win over his city's population, being both an economic visionary and a beloved political leader; he was, by every stretch of the imagination, an enlightened monarch, becoming known as the best ruler of Stable City since Fancy Pants was in power.
Of course, though, nopony is perfect; everypony has flaws. For Moneybags, his flaw came from the fact that not only was he a terrible fighter, but also a completely incompetent tactician. His only skills as a leader came from his economic prowess and his charm; when it came to leading the military, he had no skill whatsoever. His three predecessors had all been great military leaders, able to valiantly lead the armies of Stable City in slaving raids and even outright invasions of the neighboring settlements, which had contributed greatly to the city's prosperity. Moneybags knew as much, and, breaking tradition, appointed somepony else to be chief of Stable City's military. While it was the best move tactically speaking, a lot of soldiers were a little less than happy with the move, thinking Moneybags as a coward for not leading his own troops into battle, and Moneybag's lack of military prowess alienated a significant portion of his support amongst the soldiers of Stable City.
In spite of that fact, however, Stable City continued to expand and grow under Moneybag's leadership, with the settlement constantly growing. Slaves were continuously being brought in, new villages were continuously being annexed, and, above all, money continued to pour in. Still, Stable City had problems; in particular, the New Coltifornia Republic and the Steel Rangers, problems that Moneybags worked tirelessly to find a solution to. To deal with the NCR, Moneybags simply tried to economically strangle them by enticing traders to come and spend their caps in Stable City rather than in the NCR; tax breaks for merchants, cheaper prices than what the NCR could offer, and, of course, better security than what the NCR could offer. His plan for dealing with the NCR was essentially to massively undermine their trade capacity and eliminate their ability to compete with Stable City on the market, a plan which has been moderately successful in enticing merchant houses to move up north to Stable City. The Steel Rangers, however, would prove a much tougher nut to crack, with nopony in Stable City being able to come up with a plan to get rid of the SR without a massive, resource-draining war.
Then, there was also the issue of the ghouls. Filthy creatures, freaks, barely deserving of being allowed to live as slaves. There were a couple of settlements made exclusively for ghouls nearby Stable City, and, unsurprisingly, Stable City has been eying them up. Hatred of ghouls was extremely common in Stable City, and there was widespread support for wiping out the ghouls and purifying the wasteland. At the moment, however, Stable City hasn't quite gotten around to their campaigns against the ghouls, though it's certainly only a matter of time.
