The Citadel Tower is at the epicenter of the massive Citadel. Rising parallel to the station's Wards, the Tower is the most distinctive monument on the Citadel and is home to the Council. From here all Council decisions are made, decisions that shape the galaxy and the beings within its space. This is where the sharpening will began.

Current Law

The council has ruled in month 2 of galactic yea 2183 that the Vorcha clans shall be given permission to migrate 10,000 qualified vorcha to the citadel for skill training and education purpose. This Is a trial and will be back up for review in the future. (9 Months)

These diplomatic talks occurred in the wake of the Krogan Rebellions, as a response to the destruction of the conflict and an attempt to distance the Council from the brutal krogan warfare.
The Conventions regulate the use of Weapons of Mass Destruction. A WMD causes environmental alteration to a world. A bomb that produces a large crater is not considered a WMD; a bomb that causes a "nuclear winter" is.

Use of WMD is forbidden on "garden" worlds like Earth, with ecospheres that can readily support a population. If a habitable world is destroyed, it will not be replaced for millions of years. The Conventions do not forbid the use of WMD on hostile worlds or in sealed space-station environments. Many militaries continue to develop and maintain stockpiles.

The Conventions graded Weapons of Mass Destruction into tiers of concern. Tier I is the greatest threat to galactic peace.

TIER I: Large kinetic impacters, such as asteroid drops or de-orbited space stations. Effectively free and available in any system (in the form of debris left over from planetary accretion), kinetic impacters are the weapons of choice for terrorists and "third galaxy" nations.

TIER II: Uncontrolled self-replicating weapons, such as nanotechnology, viral or bacteriological organisms, "Von Neumann devices", and destructive computer viruses. These weapons can lie dormant for millennia, waiting for a careless visitor to carry them on to another world.

TIER III: Large energy-burst weapons such as nuclear or antimatter warheads.

TIER IV: Alien species deliberately introduced to crowd out native forms necessary for the health of an ecosystem. Ecological tampering can take years to bear fruit, making it difficult to prove.

The Council is an executive committee composed of representatives from the Asari Republics, the Turian Hierarchy, and the Salarian Union. Though they have no official power over the independent governments of other species, the Council's decisions carry great weight throughout the galaxy. No single Council race is strong enough to defy the other two, and all have a vested interest in compromise and cooperation.
Each of the Council species has general characteristics associated with the various aspects of governing the galaxy. The asari are typically seen as diplomats and mediators. The salarians gather intelligence and information. The turians provide the bulk of the military and peacekeeping forces.

Any species granted an embassy on the Citadel is considered an associate member, bound by the accords of the Citadel Conventions. Associate members may bring issues to the attention of the Council, though they have no input on the decision. The human Systems Alliance became an associate member of the Citadel in 2165.

C-Sec is a volunteer police service answering to the Citadel Council. The 200,000 constables of C-Sec are responsible for maintaining public order in the densely populated Citadel. They also provide pirate suppression, customs enforcements, and search-and-rescue throughout the Citadel cluster.
C-Sec has six divisions:

ENFORCEMENT - Uniformed officers who patrol the Citadel and respond to emergencies.
INVESTIGATION - Detectives who puzzle out the truth behind crimes and bring perpetrators to justice.
CUSTOMS - Screen the thousands of passengers and cargo containers that pass through the Citadel's ports every day.
NETWORK - Deals with "cybercrimes" like identity and copyright theft, hacking and viral attacks, and illegal artificial intelligence.
SPECIAL RESPONSE - Deals with hostage situations, bombs, and heavily armed criminals. In the unlikely event that attackers board the Citadel, they are also the front line of defense, armed with military grade equipment.
PATROL - Naval arm, with ships stationed throughout the Citadel cluster. Unlike the other divisions, they are rarely seen at the Citadel, nor do they stay in one place long.
Joining C-Sec is prestigious; applications must be sponsored by a Citadel Councilor or the ambassador of an associate Council race. Generally, applicants have many years of distinguished service in the military or police forces of their nations, but an inexperienced applicant with demonstrable talent will be fairly considered.
C-Sec and Spectres are often at odds. Many C-Sec members, notably the current Executor Venari Pallin, believe that allowing Spectres to be "above the law" is a dangerous practice, the actions of Saren Arterius lend credence to this position. The Spectres, in turn, are aggravated when C-Sec's dedication to procedure and due process hampers their investigations.

Due to the destructive potential of dreadnoughts, the Council races agreed at the Farixen Naval Conference to fix a ratio of dreadnought construction between themselves. At the top of pyramid is the peacekeeping turian fleet. Below the turians are the other Council races, currently the asari and the salarians. Council associate races are at the bottom. The human Systems Alliance is part of this last group.
The ratio of turian to Council to associate dreadnoughts is 5:3:1, for every dreadnought the humans are permitted to build, the asari have three, and the turians five.

Councilor Tevos submits the request of the Elcor to join the Council to the Council. They have cited the Elcor's long history of service to Galactic politics as an incentive to allow them to join. The details of the proposal by the Elcor Ambassador are as follows:

The Elcor has since played a small, but nonetheless, important part in contributing to the Council and to the world. In light of the recent attack on the Citadel, the Elcor has come to believe that the passiveness in our past policies can no longer benefit the Elcor people. For the first time in history, We wish to take a more active role and would like your helping gaining a full seat on the Council.

Sparatus grinned. "It is undeniable that they contribute but they offer little to the economy, and near nothing in defense."

[Celivaia]

"I'm of the same mind as Sparatus," states Valern. "They contribute, and have done so for some time, however, they do not have anything to contribute over time, or in an impactful way. The Turians were invited due to their service in the Krogan Rebellions, and now as they support this Council militarily. Asari serve as mediators, and initially discovered the Citadel, and we Salarians provide intelligence, and other such matters as that. What can the Elcor offer that carries the same impact as the service to the galaxy our ancestors performed, and that we now perform as well?"

[Elysian Kentarchy]

"I was merely bringing it to the council's attention." Tevos tells them. "And we invited the humans for saving the Citadel from Saren and his Geth. But at least admittedly they are more acceptable to place on the council than some species. In the end I agree though not much to contribute. Maybe at another time things will be much better. I do insist thought that we try not to crush their attempts to be more involved in Galactic politics too much. It is good to see them becoming more involved."

Sparatus crossed his arms and spoke in a firm tone, "On the matter of the Elcor Courts obtaining council status, I Vote deny."

[Celivaia]

"On the matter of the Elcor Courts obtaining Council Member status, I also vote deny."

"On the matter of the Elcor Courts obtaining Council Member status, I say deny but state maybe later would be a more opportune time." Tevos says.

"Agreed. The final ruling is 3 votes for any on the Elcor courts council candidacy, On to the next state of business?"

For the first time in their history, the homeworld of the Vorcha were united under a ruler. It was strange to have a Vorcha who wished to speak on the behalf of his Clan and his kind as a whole. Marwl walked in his armor that was custom made and had a cybernetic limbs reinforced by armor and he walked up to the Council Members.

" Members of Council. I am Marwl. Clan Leader of Heshtok. I come to Council. I speak for Vorcha. Vorcha have shown smartness outside Heshtok. I ask Council to allow smart Vorcha to live on Citadel. Do good for Citadel. Become good for Vorcha in galaxy. I also ask for young Vorcha to come for education. Become smart Vorcha. Become focused Vorcha.

Vorcha known to get smarter outside Heshtok. Smarter Vorcha mean better Vorcha. Perhaps make Vorcha no longer fight. Is this possible for Council?"

The tuian councilor look for a moment, and stayed silent. Slowly looking down the line at the other councilors.

Tevos slowly reaches for the button to call security.

Giving a sigh, the turian grabs the asari councilors hand. Then faces the Vorcha, What could you possibly offer that you kind have not offered before?

Tevos adds. "What exactly is it that you want anyway? It isn't like we have banned Vorcha from the Citadel or something. So Vorcha should be able to live here."

[Archangelskl Oblast]

Sparatus turned and scowled at the asari. "They are Vorcha, they dont belong here, they are unstable. I would however allow Vorcha permits, to assure only a small amount of vorcha are permitted on the station. How dose this sound?"

[Elysian Kentarchy]

"That is a compromise I will agree with. Consider this as a trial period."

[Archangelskl Oblast]

"Vorcha, How do you plea to this?"

[Dixmix]

"Vorcha, How do you plea to this?"

"Clan Heshtok has acquired shipbuilding industry. Vorcha now spacefaring. Allow civilian Vorcha ships to transport smart Vorcha to Citadel. They get proper papers. They ferry across stars to make smarter Vorcha."

[Celivaia]

"Apologies for the lateness. I too will accept a trial period for Vorcha on the Citadel. I would prefer these new Vorcha be limited to the Citadel, to allow us the opportunity to observe these new Vorcha, before deciding on whether or not to allow expansion across Citadel Space."

[Dixmix]

"Hm, that was actually the number I was thinking of. In the matter of allowing 10,000 Vorcha onto the Citadel for special education, I vote aye, on the stipulation that the Vorcha remain at least somewhat close to that number until this issue arises later on and we readress the number. With Vorcha breeding habits, I don't want 10,000 Vorcha to suddenly turn into several hundred thousand."

"Seconded." Tevos adds. "Consider this a trial period. Lets say... 9 months and then it will be brought up for assessment. Any objections to that time span?"
