Well write up an app for whoever you want to be. You can be a governor of an independent island, a trader, smuggler, fleet captain or admiral for the Empire or Republic (which ironically isn't a republic), a pirate, a nobleman or whatever you want. The only two roles that are locked are Emperor and Prime Ministers

I guess this is sort of a WIP, if there is anything to improve I will do it.

They are independent but remain in good relations with one another as they fear being eaten up by the larger two. While no formal military alliances is there they are expected to back each other up when facing down the Empire or Republic. Conflicts can often break out between them however in terms of business or even war.
Each island is different (if you choose to be in charge of one you can decide what it is like) but some are ruled by nobles, others democracies, others businesses and merchants, others people's communes.
