The Great War is over, the bodies finally being buried, and the world is quiet again. The Powers of Europe, all near collapse after the 6 year conflict, came together in 1920 in Bern. It was here that the Peace of Bern would be made. The Germans had made many gains during the war, but the invention and subsequent mass-production of the Tanks by Britain and France saw these gains reversed. The Tank, did not however, end the war in an Entente victory, as the Germans made up for their sudden lack of technology with large amounts of troops from the Eastern front. These veterans were able to stop the Entente from entering Germany proper and forced a stalemate. That was in 1918. It would be two more years 'til the Peace of Bern, and these two years ended the war not with the Germans in Paris, or the French in Berlin, but with both sides sitting on their pre-War borders.

So on July 28, 1920 - a full six years since the war had begun - the Powers of Europe convened in Bern, to end the war that was quickly destroying both their homelands and empires. The first topic of debate, of course, was the border between Germany and France. The French longed to see Alsace-Lorraine returned to them, but the territory was cut in half by the battle lines. The debate over the fate of Alsace-Lorraine lasted for two days, and almost ended the Peace of Bern before it started. In the end, the British and Austrians came up with a solution - Alsace would stay with Germany, who had prevented the French from re-occupying Alsace-Lorraine. France agreed to this, in exchange for Cameroon and Togoland. This set the tone for the Bern Meeting, as the Powers slowly worked out a compromise that would re-establish order in Europe.

Next on the table was Austria, who relinquished her lands in the Balkans, and was reduced to Austria Proper, Bohemia-Moravia, Slovakia and Hungary. They did partition South Tyrol and Istria with Italy. The British were left alone for the most part, transferring Namibia to South Africa, and releasing India and Ireland as Dominions of the Crown. The Germans, in turn, handed over their Pacific possessions to the Japanese.

On the last day of the Meeting, the Serbian Question was answered - Serbia would exist, but it would not have Bosnia, Croatia, or Vojvodina - which along with other Balkan nations - would become their own nation. The Turks were left alone for the most part, as the Powers saw the successful Arab Revolt as enough punishment for the Sick Man of Europe.

The Peace of Bern was signed on June 1, 1920, finally ending the Great War, and ending the struggles in Europe. These struggles had brought great profits for the Americans, who shipped food and supplies to both the Entente and the Central Powers. With the War's end, America was already in a massive economic boom, what they called the Roaring Teens and Twenties - and their Politicians asserted American Hegemony, intervening in the Caribbean and Latin America, supporting American business by either making or propping up puppet governments.

After the Peace of Bern, Austria and Germany came together to stabilize the situation in Eastern Europe. The Treaty of Brest-Litovsk granted the Germans vast amounts of land that they couldn't hope to govern, and Austria's remaining Slavs began to protest for their own states. So out of this need for stability, the United Baltic Duchy, the Kingdom of Poland, and Kieven Ruthenia were born. These puppet governments would also form a shield against the rapidly growing Soviet Union.

The Soviets had grown from their heartland in Moscow and St. Petersburg to encompass all land west of the Urals. East of the Urals, their rapid advances were halted by the White forces, who had united the rest of Russia against the Communists. The Far Eastern district belongs to neither, however. It is the State of Vladivostok, a regime propped up and essentially controlled by Japan.

And this is the stage for our play, America surging as the rest of the world recovers. Tensions are still high, as the Peace of Bern left many unhappy. Europe is at peace and America is high but no sane man would say that this will persist.

Military Organization: The French Armed Forces are divided into the Army and the Navy. The Air Force is still part of the Army Service Branch.
Army Size: The French Army is composed of approximately 900,000 active personnel. Although the recent war ended in a stalemate, the French Army is still considered one of the best in Europe as well as one of the leading forces in technology development. The experiences of the war led the French Generals to review, change, and modernize the tactics of the force. In response to the war, the French Armed Forces built a line of defense with the hopes of halting a German invasion long enough to give the French Army time to prepare. The stalemate in the war made many believe that even an intervention from Britain was not enough to defeat the German army, thus this line of defense was extended all the way into the coasts of the Atlantic Ocean.

Military Organization: At the beginning of its existence, the Red Army functioned as a voluntary formation, without ranks or insignia. Democratic elections selected the officers. However, the decree of 29 May 1918 imposed obligatory military service for men of ages 18 to 40. To service the massive draft, the Bolsheviks formed regional military commissariats.
In late 1919, the territorial principle of manning the Red Army was introduced. In each region able-bodied men were called up for a limited period of active duty in territorial units, each year. The call-up period is for three months, with one month a year thereafter.
The Revolutionary Military Council is the supreme military authority of the Red Army, under supervision of the Narkom (ministry) of War Affairs. The People's Commissar of War Affairs is also Chairman of the Revolutionary Military Council.

Army Size: 3,000,000 soldiers in standing army, a combination of World War I veterans, new volunteers and conscripts. Due to the sizeable population of Russia, however, several millions could be mobilised in a matter of months, should the need arise.
The Red Army uses World War I artillery and employs only a few dozen tanks.
Fleet Size: The Red Fleet is not of much importance, consisting mostly of leftovers of the Imperial Russian Navy in the Baltic and the Black Sea. The RSFSR was declared on 7th November, 1917, as the world's first Socialist state of workers and peasants. The Bolsheviks, as the members of the Russian Communist Party were known, succeeded in their Revolution against the Provisional Government, which itself had been in power after the February Revolution earlier that year. The Soviets immediately declared an end to Russia's participation in World War I, and the redistribution of the farmlands amongst the peasants. The Treaty of Brest-Litovsk ended the war for Russia that same year, at the cost of significant land loss.
Almost immediately, a bloody civil war broke out against the supporters of both the Provisional Government and the czar. This destructive conflict saw the formation of the Red Army to defend the new state against the counterrevolutionaries, first in the Don region and later in the Caucasus and the Russian Northwest. They were, however, unable to stop General Kolchak's White Army from taking over Siberia.

Enter 1920. European Russia has been almost completely pacified, the White forces that were still in RSFSR territories mostly crushed. However, the economy of the young country is still very fragile, and the redistribution of agricultural land is still a work in progress. Even more pressing is the urgent need of industrialisation, electrification and all-around modernisation of Russia.

Military Organization: Premier Ru Da is Commander of all the armed force, but as one person he obviously cannot handle every single aspect of war, even though he is rightful ruler of all under heaven. His Generals are those who lead the individual armies, his "Head General" (literal translation) is Da, a man from Beijing who has lived through and served in several wars and commanded armies several times. In fact, should Da had wanted to do so, he could have become leader of China instead of Ru at the beginning. Luckily he remained a loyal friend to Ru. The large armies are split into Field Armies, which are split into Batallions, which are split into Regiments, Companies, Platoons, and squads.
Army Size: Due to the Civil War, every man is expected to train at least three months in a militia-type force. The professional army is about 3,150,000 strong.

Brief Description of your nation's history: Let's see, well, Capitalist China was the first to secede from the Qing in 1911, since then the other states have done so too, but being "first" and holding most of the Chinese agricultural, urban, and industrial heartland gave them a considerable advantage over their inferiors (they claim to be China, so the other warlords aren't peers, but rebellious inferiors). Having had time to organize their military while the Qing fought (and lost to) other secessionist movements allowed the Capitalists to grow their industrial capacity in preparation for the massive civil war that would soon ensue. Now that they have a somewhat stable economy and an army larger than any on earth, they look to make alliances with their nearby major powers, continue their economic growth, and finally fully unify all of the Middle Kingdom.

Also they are still rightful owner of all under heaven.

Brief (Paragraph) Description of your nation's history: Having fought in the Balkan Wars of the early 1910s, Serbia and it's allies defeated the Ottoman Empire and liberated large swathes of territory, the Old Serbia regions of Kosovo and Metohija, as well as Sandžak and Makedonija were reunited with the Kindom of Serbia. Following the assassination of the Austrian Archduke Franz Ferdinand by a (Bosnian-)Serb revolutionary in Sarajevo, Serbia found itself at war with Austria-Hungary, the opening days of the war were promising, with Serbian armies defeating several Austrian forces decisively. This did not last however, eventually the Austro-Hungarian armies began to push back the Serbo-Montenegrin armies and with the help of Bulgaria and the Ottoman Empire, as well as Albanian rebels and little aid from it's supposed allies in Greece and abroad, Serbia was destroyed, a quarter of it's people killed and many of it's cities in ruins.

In 1917, with the King, his ministers and most of the army away in hiding in Greece, the Central Powers had effectively defeated Serbia and Montenegro, and a puppet government was set up with Austrian support to attempt to win the support of the war-weary Serbian people. To head this government they found Đorđe Obrenovic, the bastard son of a former Serbian king living in poverty in Hungary, installing him as both King of Serbia and Montenegro, although in reality all power lay with the leader of the Austrian armies garrisoned in the area. While the Serbian army ended up fighting the rest of the war on the side of the Entente, Serbia itself did not, but instead focused on rebuilding somewhat (mostly in vain, the nation was very much destroyed and the Austrians didn't want it to get better any time soon) and trying not to anger the Central Powers.

The average Serb in this period hated the occupiers, but had better opinions of the Serb lead puppet state, which unlike the previous government had not gotten them into any bloody wars and was focused on keeping alive rather than fighting, like the King and his men abroad, which only resulted in more Serbian dead. They also hated the Entente, for not doing enough to defend Serbia and letting it fall to the enemies, France, Britain, Russia and Greece had all given Serbia promises of aid but none had delivered (Greece had done a little bit more than the others, but never too much because of their leadership), Montenegro as a mere extension of Serbia had of course shared the fate of Serbia proper, and was viewed as either a province of, or brother nation to Serbia.

With the peace treaties that ended the war, Serbia insisted upon keeping it's puppet government, which kicked out the Austrian occupiers and instead instituted a council based government, somewhat similar to the old French estate system, with the puppet king, now styling himself as the Tsar on top. The military council deciding upon matters of external affairs, foreign relations, imports, exports and the military, the religious council ruling on anything related to religion and morality and the peoples council deciding on internal affairs, though any council may vote to challenge the rulings of another. The military council was composed of all officers over the rank of General, the religious of the Patriarch and a dozen other high ranking priests, and the people's council is made of officials elected by the people. The Emperor has the power to veto or press for new laws, and has obvious influence over the councils, but should two councils vote to veto something passed by the Emperor, they should outrank him.

The former King and many high ranking government officials and officers went into exile abroad, but the majority of the Serbian forces returned to Serbia and pledged their allegiance to the new state. The peace treaty unfortunately decided to split Serbia and Montenegro, and also failed to hand over rightfully Serbian provinces (Vojvodina, the Serbian regions of Bosnia and Croatia), this left the leadership of Serbia mad, though somewhat understanding, because the allies would not reward the government that had been put in power by their enemy, even if the state they governed had been an ally, and suffered greatly in the war. Still, this maddened the faction that had been most strongly Entente, such as the officers and officials who had left with the army following the defeat of Serbia by Austria-Hungary and it's allies, and caused Serbian politics as a whole to be more anti-Entente.

Now, the Serbian Empire (self declared) rules over Serbia and Montenegro, they dislike the Central Powers for the devastation caused during the war (even if they put the government in place, the Emperor has to pander to the people, who hate the Austrians, Bulgarians and others), as well as the Entente for the lack of support during the war and perceived snubbing in the peace treaties. With the country in ruins, there are no plans for immediate revenge, the government being more focused on rebuilding (especially the army and cities) and repopulating (the religious and people's councils are working on a 'breeding bill', that would encourage reproduction), but there are militant factions in the councils that encourage attacking and annexing Serbia's neighbours (especially Vojvodina) and for the most part diplomatic relations with other states are strained, the only nations that the Serbs really like are White Russia (and they are of little use) and Greece (though not the Greek government), and there are no attempts to even be civil with Croatia, Bosnia and Vojvodina, which are all regarded as being part of Greater Serbia.

tl;dr - Austrians put a puppet in Serbia/Montenegro, people like the puppet, puppet becomes the new government. Serbia hates everyone. Montenegro is officially it's own state, though the people there declare themselves Serbian and support the Serbian Empire. Croatia, Bosnia and Vojvodina are also their own states, and the Serbian populations in these regions might support Serbia in some way, although it's not total as in Montenegro, and these regions will instead have to be eventually taken by force.

OP - I hope you are alright with me having Montenegro, for pretty much all of history it's pretty much just been another Serbia, does whatever Serbia does, considers itself and is considered Serbian, etc. I reckon it would be cool if nobody recognises Serbia's control of Montenegro and there's a western-backed government somewhere in exile, though I do think I should have de facto control over it...
