Copenhagen, Denmark
1773

Christian VII died on his deathbed around 6 days following his assassination plot. That was it. Case closed. The man responsible for the assassination, who had only given them his first name Diedrich, was painfully tortured, until finally they made him believe, or admit, to being a trained assassin for the Norwegian Ministers of the High Council, all of which, after finding out the news from informants, went in hiding outside of Oslo, because they feared the scapegoating and refused to be unfairly blamed. They had not actually committed the crime. Or had they?
Not if the twisted story of Field Marshall Felix Alzurgay was true. He had twisted Diedrich's arm so much in his interrogation and torture procedures, albeit under the eyes of the man in supreme control of the military; Alfred Barindotz. At once, he had finalized Alzurgay's order to send a Fleet to blockade Norway, and a Fleet of some 4 frigates, and a Ship of the Line to make sure that no ships unless checked left the major Norwegian Ports; specifically Bergen and Stavanger. As well as this, they sent 2 Frigates with 4 Regiments down the Oslofjord and into the Port of Oslo. When they arrived, they supported the already substantial Garrison of one Danish Legion there. However, 2 Norwegian Platoons were also stationed in Oslo and they were, after receiving the news that the Ministers were fleeing from Oslo, the Platoons were instructed by their Field Commanders to just act normal and not create a problem for the Regiments. The Regiments were each comprised of 1,000 troops each and they quickly unloaded from their Frigates onto the docks and took up search positions for the Ministers, storming the Council Hall in central Oslo. When they found nothing but low ranking officials of the Administration, they arrested all of them, and proceeded to search for the Ministers throughout Oslo, despite it being Norway's largest city. The Oslo-Danish Royal Guard Legion, assigned to defend Oslo for the Danish Crown and comprising of 4,000 men itself, also assisted in this hunt, albeit to no avail. The Royal Palace of the Norwegian Ceremonial Monarchy, which had no power compared to that of the Danish thrown in contrast, was then raided. However, in this instance, the entire family was still found to be residing here.
Captain Adam Jensen, of a Regiment numbering 1,000 strong which was part of the Royal Guard Legion of Oslo, entered the castle, shooting his musket at the first guard he saw and then proceeding into the main hall, where the staircases to either side led to the giant infrastructure that was the Oslo Royal Castle. The other 1,000 men or so either entered with him or fought the Royal Guard of the Monarchy, which numbered around 500 men just for the Castle's protection. At this point, the two Norwegian Army Platoons, the only Armed Forces that the Norwegians occupied, were making a stand in the center of town against the other 4,000 troops of the 4 Foreign Regiments sent from Denmark itself.
As Jensen continued his entry into the castle, one of his soldiers yelled from down a hall, claiming that the King had committed suicide. At this point Jensen ran in, only to find that the King had the soldier at gunpoint, and now the Captain as well.
"You bastards believe you can actually get away with this little genocide experiment don't you? I bet they pay you a pretty penny back in Copenhagen to commit such misery among your own people." The King said, as he spit on the Captain's shoe and held him at gunpoint with the Flintlock Pistol. "You scum will not get away with this," He said, as he noticed the stripes on the Captain's uniform. "Oh what do we have here? An officer? Well now I can definitely get out of here." He said, as he rammed the pistol against the soldier's head knocking him cold, grabbing the Captain, and wrapping his arm around the Captain's neck. As they made their way to the open centerpiece between the stairwells, dozens of soldiers traced the King at gunpoint, none willing to fire on their beloved Captain however. The old King, holding the Captain tightly yelled to the soldiers "If you kill me, may anarchy rain upon you!" As a gunshot was heard and a ball bearing cut through the back of the King's chest and he fell, albeit forward, as Jensen did as well, although he held onto the railing in front of him, and the King's half-stunned and paralyzed body went tumbling over from a story above, and he fell, straight on his neck. If the bullet hadn't of killed him the fall did. As the guards lowered their weapons, they wondered who had taken the shot. Only Jensen, as he got back up, realized the shot had come from behind, not forward. He looked back to see a beautiful young woman, brown hair flowing straight to her chest and with the most seductive of attire she was was wearing. Only before, Jensen had witnessed that kind of attire at a Prostitution House. She walked up to him, heeled boots clicking against the floor, and kissing him straight on the lips. As she released, she looked into his eyes, as his soldiers aimed their weapons at here and said: "I can be your best accomplice, or your worst nightmare."

Schönbrunn Palace, Vienna, the Austrian Empire

Wenzel Anton nodded, pleased but surprised at the response of the Frenchmen. Apparently his misgivings had been too suspicious and paranoid. If the Franco-Austrian alliance remained Austria remained the dominant German power and Prussian control of Silesia no certainty. "So you are ready to renew the official support of the Kingdom of France for both the first and especially the second Treaty of Versailles, monsieur?" Wenzel Anton asked one last time, just to be sure.

Wenzel Anton chuckled slightly, not a condescending or arrogant but rather bemused chuckle, at the words of the cossack. "Honor, monsieur? By God your country truly is young." The foreign minister declared, none the less pleased with the response. "Given that her father spent his entire life fighting to prevent a woman from ruling German lands it might seem a tad hypocritical that his daughter now claim the right to do just that. Hence Austria shall neither accept her right nor refrain, if it suits us, to back the true king of Prussia, Frederick William II." Wenzel Anton declared.

"That said." He continued. "If the Cossack alliance with Prussia is merely one geared towards the suppression of rebels within the Kingdom of Prussia itself I shall not let the alliance come between us. If you can guarantee that your hetman's alliance of honor with the queen does not obligate the Cossack Hetmanate to go to war against Austria in the event of any war between Prussia and Austria, then I see no cause for enmity and may even support Cossack interest vis-à-vis the Russian Empire." Wenzel Anton said, hesitating only a moment before implying an Austrian willingness to back the Cossacks against Russia. A dangerous move perhaps but Wenzel Anton was not ready to trust the Russians. Yet.

"Well now," Konstantin began. He was truly surprised by the boldness of the Austrians offering Cossack support against Russia should war break out. If Konstantin accepted, the Cossacks would be effectively invincible. If any of the three powers went to war with the Cossacks, it would invoke the anger of the other two. "Gospodin Anton, you make a very good case. Truth be told I am not entirely sure of the nature of the Prusso-Cossack alliance, whether it is only against the Queen's pretenders or against foreign powers, but I have more faith in it being the former, as the Hetman does not want a war with any of the powers surrounding him."

Comte eyed Wenzel critically. "The Kingdom of France remains committed to the terms of the First Treaty of Versailles, but we do not feel that the Second Treaty is conductive to general peace on the European continent. We maintain our friendship with Austria as per the terms of the Third Treaty of Versailles, signed in 1758, but we cannot upset the balance of power by backing a military campaign in Silesia."

Comte frowned and folded his arms, "We understand Their Majesties desires to reclaim the lost territory of Silesia, seized by the King Frederick; but we feel that yet another Silesian War would be unconductive to the affairs of Europe. The Russians and the Turk remain a more serious hegmeonic threat to both our nation and yours."

13 June 1773

Queen Catherine drew up a message to the Hetman of the Cossacks, requesting the establishment of an embassy in Berlin, to be a permanent testament to the "long-standing defensive alliance between the Hetmanate and the mighty Kingdom of Prussia".

Meanwhile, Ludwig von Licht's manuscript calling for the foundation of a North German Empire spread into the Electorate of Brunswick-Luneburg as well as neighboring princedoms, drawing the attention of many.

The foreign minister froze for a moment as Comte spoke the treason of his country. A quarter of a century's hard work and now it was undone in a heartbeat by the words of the ambassador. Perfidious French. But Wenzel Anton did not allow his distaste to show. "I see." The minister declared. "Well, I must say that that is a most disappointing stance and not at all what Their Imperial Majesties government had hoped for." Wenzel Anton said. "Will France at the very least commit to neutrality in the event of a Franco-Prussian War, or shall we be forced to align ourselves with the British?" The minister asked.

Wenzel Anton nodded ponderously. "I am pleased to hear it." The minister spoke, rising from his seat. "Provided that the Cossack Hetmanate will guarantee the Habsburg Monarchy that no treaty between Prussia and the Hetmanate contains provisions whereby the Hetmanate commit to involving itself in a conflict between Prussia and Austria I am sure our two countries shall get along just fine." The minister declared. "Please convey to your hetman the Austrian request that the Hetmanate become party to no treaty that would commit it to war with Austria. And do assure him that if he would comply with this request Austria shall offer the Hetmanate nothing but friendship." Said the foreign minister.

Comte gave a brief smile, "I don't particularly find your threats to cower off to London very intimidating, Herr Anton. The British are known for their less than open minds towards Catholic nations, especially ones that can threaten their ambition. Our nation knows those in London well -- you are unlikely to find friends there." Comte stated, "The Kingdom of France operates on maintaining the balance of power. Should Prussia be the aggressor in a war, France would be completely disinclined to support them, and inclined to support the Habsburg domain."

The French ambassador stated, "the Kingdom of France seeks balance of power, regardless of alliances."

Comte sighed, "The French nation would love nothing more than a steadfast alliance between Austria and France, but if the Empire insists on pursuing a hostile posture against Prussia, the Archduchy may have to go it alone."

Konstantin also rose from his seat and was at eye-level with the Austrian. "I will be sure your message is relayed to the Hetman, but I can offer no assurance as to his response." Konstantin said his farewells to the Austrian chancellor and promptly left along with his delegation. Upon entering the carriage, he was unsure of what to think. It seemed that the intentions of the Austrians only complicated things for the Cossacks, as now they were looked upon by three of the worlds Great Powers as possible friends but he knew that the Cossacks could not try to hold friendships with all three nations. These thoughts circulated in his head as he began riding back to Kyiv.

Hanover, Brunswick-Lüneburg

After some time, Von Licht's manuscript reached the streets of Hanover and across the Electorate. The work caused a large rise in support for a 'Greater German Union', though whether it was through the Austrian-dominated Holy Roman Empire or the proposed North German Federation was the topic of much debate among scholars and nobles alike, even to the point where local newspapers begun supporting the ideas of a North German Federation.

London, United Kingdom

The Korean message reached London with very positive feedback. King George wrote back personally to the Korean King and stated his interests in a British trade mission to Incheon. King George himself was happy that the Koreans had decided to open up to the West, and only hoped that their Chinese neighbors would follow...

Beijing, Ming China

"They did what?!" The Dabouhu Emperor exclaimed. He was shocked that the Koreans had made such a move towards trading with the Barbarians without so much as a notice to Beijing of such an action. Such defiance would normally warrant the army marching into Korea and removing the King from power, but the Emperor digressed. "Would you please remind the Koreans that they are our subjects and therefore actions like this must be checked with us prior?" He sighed and put a hand to his temple. "Allow the trade, but keep a close watch on any Europeans coming in and out of the country. We do not want barbarian influences poisoning the minds of the Koreans." The Emperor's assistant bowed and quietly left, leaving the Emperor to his thoughts.

Cairo
4 June 1773

The Egyptian army had made great headway, but all was not well. Ali Bey Al-Kabir, the Sultan of Egypt in revolt against his Ottoman masters, was a de facto ally of the Russian Empire during their war against the Crimean Khanate and the Ottoman Empire. In 1772, he had avoided deposition by his most trusty general Abu al-Dahab, after it was discovered he was talking with the enemy near Damascus, which was now under Egyptian occupation. Capturing and beheading Abu al-Dahab, Sultan Ali Bey Al-Kabir had restored order to his own house, but his reign was still very weak. The Sultanate had pushed into the Hedjaz, Sudan and into the Levant, pushing the Ottomans back on all fronts. Now was the time to find diplomatic sanction as so to prevent a large hammer fall -- with Yunan in revolt, and the Russians plotting military offensives again, after the ceasefire had fallen through, the Sultan was sure that they could win victory.

From Cairo, he issued a couple letters.

From: Sultan Ali Bey Al-Kabir, Sultan of al-Miṣr, as-Sūdān, Sharīf al-Ḥiǧāz, Sultan of Al-ʿArabiyya

To the esteemed Empress of all Russians, greetings.

The Egyptian people extend their warmest diplomatic conveyances to you and your people, and their righteous struggle against the infidel Turks, who have warped and mistaken the name of Allah for their own devilish actions. I wish to further consolidate the relationship between al-Rūsiyā and al-Miṣr, to establish a standing alliance, and an embassy agreement in both Cairo and Moscow -- I wish you all the best health, and eternal victory over the Osman pigs.

Best wishes, and Allah's grace upon you,
Ali Bey Al-Kabir

From: Sultan Ali Bey Al-Kabir, Sultan of al-Miṣr, as-Sūdān, Sharīf al-Ḥiǧāz, Sultan of Al-ʿArabiyya

Greetings, esteemed soldiers, warriors, and citizens of al-Yūnān, heirs of the mighty Byzantine Empire.

The Sultanate of Egypt extends a mutual alliance against Ottoman tyranny and oppression. While our religions differ from each other, and we are naturally disposed to be enemies of faith, I do not believe in throwing away an ally over religion. You have God, and we have Allah -- they are one and the same. I propose to whomever your leaders are, that we form a common alliance to break the Turkish hold on our lands.

In both the Duchy of Mecklenburg and the Electorate of Brunswick-Lüneburg, Prussian intelligence agents, as well as printers paid by third-parties, continued to circulate these pamphlets supporting the North German Federation. Some philosophers in the Duchy of Mecklenburg joined in, and began to gather support for such a concept -- the North German Federation. The pamphlets stated that the "princes of the Federation would remain in power, and be able to conduct affairs between themselves, and would submit delegates to the Reichstag in the capital," -- as well as "recognizing the pre-existing status of all personal unions between foreign monarchs and German princedoms."

The pamphlets that circulated outlined the plans for the North German Federation, a federalized form of the Holy Roman Empire, which focused more on the establishment of "order, prosperity, peace and unity", rather than on "frivolous court gestures, grand pomp and circumstance, and the ancient order" -- directly attacking the long-time traditions of the Holy Roman Empire.

Hanseong, Korea
As King Jeongjo made the decision, there was some controversy. Conservative officials felt that the decision would risk destroying Korean culture and that it would upset the natural balance in Korea that has been for centuries.

Receiving a reply from Britain, Jeongjo sent a message, saying "The Kingdom of Korea accepts your offer for a trade mission in Incheon." He also issued an order for the officials in Incheon to cordon off an area near the harbor to serve as the European town. A similar order was issued for Nampo.

Queen Catherine dispatched a letter to London for His Majesty, King George III. The contents were very diplomatic and friendly, with the Queen giving good tidings and well-wishes to her second cousin, and then launching into a proposal about the North German Federation that had been "spreading through Hanover" in the recent days. Her proposal earmarked a strong German ally for Britain, and a counterweight against the Habsburg Monarchy, which dominated the political scene of the Holy Roman Empire.

Enclosed in the letter were the pamphlets that had been circulating in Hanover and Mecklenburg. She asked the King of his opinion on the potential union, and how he felt about Brunswick's inclusion in this new Federation. She continued in stating that Prussia would remain supportive and in an alliance with Britain for "the foreseeable future".

Oslo, Norway, Denmark-Norway
1773

Captain Adam Jensen was mesmerized by this young woman. He guessed that she could not be aged more than maybe 19 or 20 years old, at most. His soldiers lowered their weapons, as they went to recover the deceased Norwegian King's body. "Why would you murder your own blood?" She paused for a second, realizing she had just kissed a random stranger, and dealing with her own internal problems for the wanting of passionate things, as she was just a young, immature woman. She redacted the motion. "I apologize for that." She said. "What, the murder of your own father?" He said. "No, not that. The kiss," She replied, humble. "Oh?" He said while also asking in a way. "Yes. I shouldn't have started our business relationship out this was, as someday I'll be commanding you." She said. "Is that so?" He said, quite hesitant, and blatant, also trying to act tough. "How do you figure, you're now officially a prisoner of war!" He said. "I don't have to be." She said. "The information I possess and the knowledge I've been taught could help win you this civil war." She said. "Civil War you say?" Jensen replied. "Why this be a mock-up. We're simply destroying the last lines of rebellion. All for the late Christian." He said. "No, you have no idea." she replied. "The Ministers have escaped. Persuasions with the rest of the Norwegian independent Army have been made. They will no longer fly the flag of Denmark-Norway. They will fly the flag of Denmark." She said. "This is nonsense." "It's true." She replied. As she handed him a document in concealed in her boot. "Well, I'll be." He said, skimming it over, realizing it entailed multiple clauses that included many Norwegian Army Divisions and other branches signing over with this rebellious Minister group. "I can tell you one thing that is the truth." She said. "If you'll believe me." "And that would be?" Jensen asked. "We didn't kill the King. The man who committed the crime was a member of a Nationalist Organization for Norway but independent of our efforts. Our original intention was diplomacy, but now they've decided on war, as they knew that we'd be accused for the treachery." She said. "Then why do you think we're going to be business partners?" He asked. "Because I'm shedding ties to the Norwegian Royalty. I don't agree with my people, or their request for war. For the longest time despite my Norwegian-like education, I have believed Denmark to be superior, and that it should reign supreme and on top of the Combined-Kingdom, as it has for years." She said. "I want to join the new lineage, of whoever successes Christian VII." She said. "And the reason you killed your father?" He asked. "I put him out of his misery." She said. "While the Ministers are smart for going to war, even though I personally don't agree with it, my father chose to stay and fight, while they strategically left Oslo and went Northeast. Do you know why?" She asked, getting a shaking of the head from Jensen.
"Because he's crazy. He has been since a few years ago. His loss of power killed his livelihood over time. And that's why I want to see to it Norway is unified fully with Denmark, but, under a Danish Crown." She said.
"And I never got your name?" He said. "I'm Eli, Eli Olhouser, of the House of Olhouser... formerly." She said.

Krung Thep, Siam

June 26, 1773

Taksin Thonburi sat along the bank of the Chao Phraya river, overlooking the city of Krung Thep, the capital of Siam. Siam ruled not just the Thai, but also the Lao and Khmer, all united under Taksin. He was truly proud that his subjects called him Taksin the Great.

Taksin had heard of Korea's recent actions regarding foreigners. He had also heard that the King of Korea had managed to convince the Chinese Emperor to let these programs be carried out. Taksin had little fondness for Chinese overlordship, but was also distrustful of these Westerners and their strange ways. He would have to chart a course whereby Siam was free of both.

For now, though, Taksin took no action. All was well in Siam for the time being. He would stay to his current course until the future of the Thais depended upon it.

July 13, 1773

The collection of individuals who had been gathered at Corinth was a strange mixture of religious officials, Greek militants, and once-exiles. Among the present were Konstantinos Mavrikios, once Patriarch Callinicus IV of Constantinople; the monk Giorgios Angelopoulos; thinker and philosopher Rigas Feraios, born Antonis Kyriazis; scholar and cartographer, Anastasios Anthimos Gazis; author and humanist Adamantios Korais; monk and itinerant preacher Kosmas Aitolos; the heroes of Karpenisi, Ioannis Giorgiou, Petros Oikonomou, and Filippos Nevrakis; and a selection of other Greek thinkers and soldiers, among them Demetrios Xanthopolous, Emmanouil Michelakakis, Filippos Antoniou, Alexandros Mouskos, Lavrentios Vasiliou, Karolos Stefanopolous, Stavros Chalkias, and Antonis Sakellaridis.

This collection of individuals formed what was being called the First Congress of the Greek Nation, colloquially known as the Congress of Corinth. The goal of the Congress of Corinth was to establish a unified Greek government that would rule in the interim period of the revolution and guarantee alliances against the Turkish hordes. Konstantinos Mavrikios, as the former Patriarch of Constantinople, had been named the President of this First Congress. They had first met on the 3rd of July, and had since established several basic necessities. Mavrikios, Angelopolous, Feraios, Aitolos, Gazis, and Korais would form an interim government called the National Council of the Hellenic State, chaired by Mavrikios. A unified military hierarchy had been established, though it was more a collection of militias and resistance groups than a coherent and organized military force. Furthermore, after several days of debate, the monarchists(led by Mavrikios) and republicans(led by Korais) had come to an agreement on whether Greece would be led by a King or by the people. The end solution was to create a system whereby legislative power was vested in an elected Parliament and it's Prime Minister while ultimate executive authority was held by a hereditary monarch.

These results and agreements had not yet been published, but now the Greeks intended to make themselves and their hopes and ideas known to the world. They began sending out letters to foreign governments and rulers, to explore the possibility of alliance against the Ottoman Turks.

First, a general communique went out to the crowned heads of Russia, the Hetmanate, France, the Two Sicilies, Prussia, and Great Britain. In the letter, signed by every member of the council, a general message was sent, with only pronouns and phrasing changed to accommodate the numerous monarchs they were contacting. The letter briefly summarized the goal of the Hellenic State to establish itself as a free and sovereign nation. It emphasized the religious aspect of the rebellion- fighting against heathen Turks in the name of Christendom- and largely ignored the populist aspect. They expressed that they had already won great triumphs against the Turkish forces, but that more needed to be accomplished- and, with the assistance of the crowned heads of Christendom, they might very well strike down the Turks and liberate the pious and God-fearing Greeks.

Next, a more personal response was written to the Sultan of the Egyptians, whose valiant attempt at Greek had brought his proposal of cooperation attention. Though the many monks in the council were hesitant, it was ultimately decided that Greece could not afford to lose any potential allies.

Your Royal Majesty,

On behalf of the people and nation of Greece, we have written you to accept your offer of mutual cooperation against the rule of the barbaric Turks over the sovereign lands of Greece and Egypt. While it is true that much differs between our nations and peoples, we both seek to end the disgrace of Ottoman rule over the lands of civilized men. We are confident that an alliance between Greece and Turkey could only be beneficial to our peoples in spite of our differences.

The lands of Greece and Egypt are the hearts of civilization, and their histories have been intertwined for centuries. It is our hope that this mutual struggle against Turkish rule will benefit both our nations.

Finally, a letter was written to Maria Theresa, ruler of the Austrians. The letter to her was written and delivered separately from the letters headed for the other foreign capitals, as the Greek proposal to her was far different than anything else Greece had sent out.

to the Archduchess of Austria, Maria Theresa

Your Royal Majesty and Imperial Highness,

On behalf of the people and nation of Greece, we have come to ask a great favor of Your Royal Highness, pertaining to the future of the righteous and God-fearing Greek people. We are presently engaged in a mighty struggle against the heathen Turks who have ruled over us unjustly and unfairly since their conquest and sack of the city of Constantinople. It is our goal to end the rule of the Turkish yoke over the Greek people, and reestablish ourselves as an independent and sovereign nation, based in righteousness and in the way of our Lord. We have beseeched You and the other crowned heads of Europe, in the hope that Your wisdom, piety, and knowledge will aid us in our struggle.

Furthermore, Your Highness's Archduchy of Austria is in a very advantageous and strategic position regarding potential strategies for fighting the heathen Turks. If Austria, under Your wise and august direction, were to move into the Ottoman territories in Northern Rumelia- such as Serbia and Bosnia- it would force Turkish soldiers away from Greece, which would greatly improve our chances in reestablishing Christian Greek rule here.

However, we would like to make a special proposal to Your Highness on behalf of the Greek people- one that we have not made to any other. This council has agreed that any future Greek state would seek the will of the people in its decision making- however, we have also come to the realization that for a Greek state to truly thrive it needs a wise and just ruler of noble lineage if the will of the people is to be translated into effective policy, fair judgment, and good rule. We have looked into the history of Greece and looked at her great leaders, among them Alexander, Constantine, and Justinian, and have decided that there must be a King of the Hellenes if Greece is to truly thrive. We have drafted a system of government whereby the people will elect a legislative body, but where ultimate executive authority shall be vested in a monarch. This will guarantee that the people are heard and also that Greece is ruled by the capable and the intelligent.

Unfortunately, many of the great Greek lineages of Roman and Byzantine times have been sullied by commoner blood and have faded into obscurity. Thus, we have not been able to find a Greek individual who is truly of noble lineage and thus have not been able to name a king. However, we have discussed extensively the best foreign royal and noble lines in the hope that they might provide one of their own to rule as King of the Hellenes. Many times, we have observed and mentioned the great successes of members of the most serene and noble House of Hapsburg in Spain and Austria. It has become obvious to us that the Hapsburg lineage is one of the purest and finest in Europe, and that those fortunate enough to belong to it are gifted with all the skills needed by a ruler. As such, we would like to formally propose that Your Royal Majesty and Imperial Highness allow for one of her relatives in the noble and prestigious House of Hapsburg to rule as King of the Hellenes; we will allow Your Highness to decide who will be best for Greece.

It is our sincere hope that Your Highness will consider and accept our offer, which we hope will bring Austria and Greece into a cordial relationship and which we think would do much good for the people and nation of Greece.

Signed,

Vrijestad, Dutch Formosa

News of the Korea opening its borders to foreign traders came as a boon for the Dutch nation. The United Provinces had already achieved trade control over Japan, being the only foreign nation permitted to trade in the court of the Shogun and Emperor.

In a letter, the Dutch requested the openings of a trade port in Korea, to facilitate trade with the East.

Egypt

Sultan Ali of Egypt debated on a course to take -- while his armies were guaranteeing unrivaled Egyptian control of Egypt, Levant, and the relevant parts of Arabia, the Egyptian Sultan felt that Egypt's natural ambition was to be a true secular empire. As Sharif of Mecca, he was basically the largest guarantor of the Islamic world; and he could, theoretically, claim the right of Caliph away from the Ottoman Turks -- he was the steward of the Holy Cities, Mecca, Medina and Jerusalem.

He thought about Egypt's natural right to tame the Africans, and unite the Maghreb -- it was their right!

He also thought about rebuilding some old wonders -- the Great Library of Alexandria, which was a legacy of Egyptian glory, had been ransacked by Caesar. A similarly pious library in Baghdad had ceased to exist some five centuries prior, a mighty source of shame for the House of Islam.

Under the guidance of his advisors, Sultan Ali began planning projects to rebuild a Great Library in Alexandria, a source of pride and economic prosperity for Egypt -- and he continued to await news of the war against the Turk.

Recieving the letter from the Greeks, he graciously thanked them for their alliance, and vowed that "victory shall be ours."

Madrid, Spain
1773

Ferdinand Capello, Monarch of Spain since the Spanish Restoration Period took place in 1771. The Restoration Period was a time when people became unhappy with the current Spanish regime under Charles III. Feeling that it put too much quality to the High Class including the Nobility and the Aristocracy, an up-and-coming Middle Class from various breakthroughs in Economic reform and social chance. Though this would become a precursor to the French Revolution, the Spanish Restoration took much shorter of a time. The war between the Monarchy of the Bourbon Dynasty and Charles III, and the Capello Monarchy, which was favored by the reformists who ordered for the Restoration of a promised benefitted Middle Class, whose rights would be respected. The Capellos ideally won the fight, stormed Madrid, and imprisoned Charles III and his Royal Court, while being able to effectively be supported by the Military and without having Spain falling apart economically and socially further than it had.

Furthermore, Spain became a more powerful power because its colonies were able to be held onto more effectively. Plus the Capellos had a mentality to turn Spain back into the 1500's power it had been before the defeat of the Spanish Armada by the British during Elizabeth I's rule. Ferdinand had developed a strong lineage in Spain unquestionably deep in depth and that would survive history. He had 7 sons, 3 daughters, 4 nephews, and 3 nieces, as well as 2 Brothers, a Sister, a Wife, and various in-laws who could take the crown should all else fail. Essentially, Ferdinand had built a Dynasty. The Capello Dynasty, which clustered into the gaping hole left by the crumbling Bourbons behind them. The Bourbons were unsuccessful in their dominance, and within a years time, ties with France were effectively all but nothing. Spain had been able to become more pre-Bourbon Spanish then ever before within a 75 year period since the Spanish Succession.

Now Spain, under this new Capello Dynasty wished to expand its influence in Europe, after losing most of its European Territories after the fall of the Habsburg House. Capello decided to contact the Court of Kingdom of the Two Sicilies. In essence, he laid his strategy out effectively and simply:

A Message From the First King of the Capello Dynasty of Spain, His Majesty King Capello I

To: The Esteemed Court of the Kingdom of the Two Sicilies
From: His Majesty King Capello I and His Court

Dear Friends,
I send this message not to impose my rule on you, or to threaten you, I send it to extend my hand in friendship. With the re-culturization of Spain in full swing and progress following the fall of the Bourbons in Spain just a year ago in 1772 following the Restoration's closure and the famous Taking of Madrid of my Imperial forces, I would like to personally introduce myself to his majesty and your colleagues of the Royal Court. I am aware of the Two Sicilies' increasing power, and your desire to expand your power and land in Europe. Similarly, as do I. I have dreamed of a powerful Spain matching that of my Habsburg idols. As such, I would like to request an official alliance be sought, as we begin to pick apart the various small Kingdoms of Upper Italy in a hope to split territory and effectively expand both of our realms and indulge in conquest and victory.

Please reply should this request fill your needs,

Sincerely,

Fernando Capello

Ile-de-France, France

Ever since the fall of the Bourbon monarchy in Spain in the year prior, France had granted their cousins from Madrid refuge in the court of King Louis XV. The "Restoration" was not something Louis XV liked, and worried him deeply -- with the southern dynasty gone, France no longer had that security. Still upset over the exile of his cousins, Louis XV drafted a decree expelling Spanish merchants from French ports, and ordering the seizure of all Spanish goods in the country to be given as a compensation to British and Bourbonnaise interests; much of the mercantile goods were to be distributed amongst the people of the port cities, namely Marseilles, Bordeaux, and Calais.

Louis XV also issued a letter to New Mexico and New Granada's pro-independence factions, in the heart of the Spanish Empire, offering French support in the event of their "rebellion" against Spain. He outlined that France had interests in knocking Spain down about six notches.

Turning north at the advice of heir, he issued a letter to King George III of Britain.

To: George III, Roi de Grande-Bretagne, Roi de Irlande
From: Louis XV, Roi de France et de Navarre

Greetings, my old enemy.

I come to you as a friend in a time where we both may now have a common enemy. I look to my east and to my south, and I see Spain and Austria -- two nations, alike in darkness, alike in pitiful character. I look northeast and see the Prussians, proud and strong, despite their faith in contrast to mine, fighting valiantly for their freedom. I know our two nations have centuries of bad blood, but I believe that the interests of the world today may mean that we shall find ourselves stronger as allies, than as enemies.

I do hope you and your kin are in good health and good fortune. No doubt you have heard of my eldest grandson's recent demise, alas, such is the price we pay for dangerous, risky games. I hope this letter conveys unto you the utmost friendship and respect.

God be with you,
Louis XV
King of France and Navarre, by Grace of God, Defender of the Catholic Faith

Madrid, Spain
1773

Whilst Capello anxiously awaited the reply from the King of Two Sicilies, he focused his primary attention on his other important scheme: Framing Portugal for some type of plot to go to war with Spain in an attempt to have a casus belli for an invasion and full on war with the weak fellow Empire. There was no question the Spanish would eventually dominate them in any long term conflict. As such, he held a meeting with his highest military and political officials as part of his Court. These included the Supreme General Augustus Arriola, who took on a very Latin perspective of things in his own Army and was beginning to order and structure things as neatly in place as that of the Roman Army of Ancient times. Additionally, Generals Hajden Bujalt, one of few Arabs remaining on the peninsula, Farnak Foulard, Victor Ariza, Isaac Dominguez, and Franz Loyola; a man of mixed Spanish-Germanic descent, made up Arriola's and seats in the Court. In contrast, High Admiral Jacoby Rocha kept his seats short and sweet; with three members as part of his advisory board. These included Alberto Sierra, Henry Rubio, and Pierre-Dean Valencia. The King's advisors included Foreign Minister Altorio Zapatero, Trade Minister Gulipio Martell, Viceroy of the Colonial Exchange Hernando Salamanca, and Defense Minister Alejandro Jimenez.
The essential Court met in Capello's private chambers, albeit in the part that featured comfortable silk chairs for all of the likes of them. Some of these men had committed terrible crimes during the Restoration. Others, were just new to the business of Capello's dirty administration, recently promoted by their veteran leaders like the Supreme General and High Admiral. Arriola was one of the men who had committed terrible misfortunes. He had beheaded and executed many of the lower Bourbon Monarchs not given the privilege of exile back to France a year ago. He had given the men who begged for mercy no mercy. He had basically stooped to the lowest of the low, given the worst of the worst, and committed the most foul of all deeds in that one year alone. He was a hardened man, not one to be messed with questioned, or subject to insubordination. Additionally, his new techniques for the Army and Roman-like discipline, came at a time he claimed "was necessary for change in the Army portion of the administration". Jacoby Rocha, the High Admiral similarly, committed similar risky deeds, albeit on the High Seas, he had raided and destroyed many innocent merchant vessels and civilian ships during the Restoration to delay the Spanish Loyalists at the time their exercises and troop deployments.
With all of this though, the question needed to be answered: Why did the Spanish love their new King so much? All because of the combined work of this crafty group of fellows. However much the Restoration had taken some havoc on Spain, the damage was not permanent. Within a year's time, the economy and social structure were on a better rise than they had been within the last 10 years. This rising Middle Class would possibly give way to new change in France and Western Europe later on; a time when there would be no such thing as just High and Low Class. Spain was the first country, albeit one with a corrupt government, that had an effective Middle Class System, and ultimately non-restrictive clauses on trading and goods internally as well as some externally. Additionally however, Spain had one common problem; they now as a whole majority hated France. And for good reason, the French were punishing the civilian population of Spain for something the majority of them had wanted. Gone was the nobility in Spain, now only the Royalty ruled. This was the greatest definition to date in Western Europe of an Absolute Monarchy if there ever was one.
As Capello called the Court into his office, he sat down at his normal seat at his desk, the multiple men; 16, because two of Capello's sons were attending; Lorenzo and Dominique, took their seats, and the meeting took form. Capello started in on the subject: "The message has been sent to the Kingdom of Two Sicilies. Hopefully, they can support us in our endeavors for a brighter and larger conquest of Upper Italy and Western Europe, including Nice." He said. "However, my previous ideas for Austrian reintegration are of no use. The country is too Germanic for their own good now, and the Prussians, by god the Prussians, no matter how much they hate the Austrians, they'd side with them against us in a heartbeat, and then the whole of the Germanic people and the Rhine would be knocking on our door and the Francs would be getting a free casus-belli courtesy of ourselves." He continued. "So, as to no such luck are we, that I have called you all here today to request your help in a new plot as we turn to a new order of business of completing my grand plan. My newest scheme: the invasion of Portugal," he said as he pulled down a map hanging wrapped up from the top of the wall, which showed Portugal and Spain together, a close-up. "The Portuguese have long been a nuisance to us, ever since they were able to gain independence during the fall of our once great ancestors." He said, his Court respecting his authority as they eyed him square, even though some were older than His Majesty himself. "I need you all to converge on this project, respective also of your current workloads and schedules and pressing issues in your respective departments, in order to find me a way we can find a casus-belli ourselves to engage the Portuguese on all fronts, and that way France will have no reason to have a granted or approved motion to get involved, if it's an Iberian problem." He said. Victor Ariza, longtime officer of the Army even before the Restoration, but recently promoted General raised his hand. "Yes General." The King said, motioning to him. "May I suggest a fake or intentional assassination of a semi-important replaceable official?" He said, in a monotone, respective voice for the King. "Elaborate please, Mister Ariza. If you would be so kind to do so." The King said. "Well your majesty, we could find a somewhat important but generic and expendable official to intentionally assassinate with one of our prisoners for life or someone in our military we can 'supposedly' jail for life after the fact they kill that generic official. He said. Sure we'll be taking the life of that official but we could even use a prisoner for that, a stand-in if you will, build up a non-contradicting and smooth-sounding resume of his accomplishments, make him seem like he's been part of our administration high up for years. After all, who really has access to all of our classified records and information than everyone sitting in this room?" He said. "That's a good idea, General." The King said. "One I will certainly consider and ask you all to attempt. However, I believe that two plans should be working hand-in-hand while this goes into the developmental planning stage. I mean, in retrospect, if something were to be found terribly insufficient with one plan, it'd be better to already have a second one at the same stage ready to use, then have to start back at step one, you know?" He said. Arriola, the defiant evil bastard of a man, raised his hand. He was a nobody to the Spanish military before the prior year, but his military expertise as a mercenary, and his keen support for the Imperial movement in Spain and its entitlements to total governmental control of the nation got him his Supreme General position rather quickly, especially since during the Restoration he had been more than willing to do anything for the King and was one of the most loyal soldiers to him, as well as now as part of his Supreme General role, the trainer and leader of the King's Royal Guard, unless giving the position to one of the others. "Well sir, we could always handcraft some fine documents that have linked the Portuguese to plotting against us, get a few of our allies like Two Sicilies, or some other of our close-nations to verify the documents and claim they received similar copies attempting to plot against us from the Portuguese and use it as a Grand-Scapegoat to commit the mass-invasion, and genocide of the people." He said, rubbing his hands together, while staying contempt, serious, and relatively in a keen, sensible state of mind. It wasn't that he was crazy, just devilish. The King eyed his most loyal and compassionate partner, the man there for him since day one of his formation of his own Monarchist House. "We'll follow up on that secondary idea as well, at the same pace and rate of development." The King said, clasping his hands together.
"Any other pressing issues needing to be attended to?" He said. Foreign Minister, somewhat of a Prime Minister figure in- Altorio Zapatero stood up. "Your Majesty, the education system you asked me to put in place on a National Scale for the Empire is up and running, and the funds from the departments and collections feeds you asked are all set up, the money is pouring in." He said. "Good, now I want you and Alejandro," He said, gesturing to Defense Minister Alejandro Jimenez. "To start finding the best and effective ways we can get some of those payments under the table into the military to help begin cutting it to there as well. That was part of my idea for that. We need education. It is vital. But you know what else is vital Mister Zapatero? Weaponry. And every country in Europe at this exact moment that we speak is rushing to do the same thing we are doing right now, albeit they don't want to cross certain lines to ultimately help their people more than they could by not crossing those lines."
"Anything else?" He asked, eyeing all of the men in the chambers. The Viceroy of the Colonial Exchange Hernando Salamanca, stood. "Sir, the colonies are running in good order, however, I checked into your issue with some of the pressing matters in New Spain, and [Viceroy] Shapiro reports there are heightening tensions there. He expressed interest in deploying a Grand Army, or at least a Task Force to Mexico City to help spread out among the land we currently own." He finished. "I suppose deploying a Task Force wouldn't hurt problems. After all, our people here may love us, but the colonists, as it seems with all the European powers in unison, will continue to repel against their masters." He turned to Arriola. "Send a Task Force of 3,000 soldiers there at once." He then turned back to Salamanca. "Should we hear from Shapiro before the Task Force gets there from a ship that arrives already en-route than the one we're just sending now, I want to know, as soon as you do." He said. "In that case I will send more than just a Task Force, if escalation becomes a problem." He said. "Hopefully, it will not be."
He eyed the sunlight outside. "Alright, it is getting late, I have other pressing issues to attend to today. You are all dismissed, we will all report back here in two days for a status report and to get what I need. Additionally, as we've been doing for the past year now, if a matter is pressing, come see me either here in my chambers, or contact Master Juarez (The King's Royal Attendant) to see where I am. Looking ahead at things, I will be taking a trip to Zaragoza to visit the Governor there in a couple of weeks. And in the future, I might have to leave for Two Sicilies, if they want to discuss the terms to our Italian-dominance alliance in person." He said. "My daughter we also need to find a heir for, my second to oldest- Adriana, and my youngest wants to join the military and become the leader of an Army or something." He said, chuckling as he eyed Arriola and they exchanged a glance.
As the Court members exited, Capello did as well, albeit with his two Royal Guardsmen in tow and his two sons also in check. "Father, is what you said about Sabina [The King's youngest daughter] true?" His son Dominique asked. "Why yes." The King replied. "Why does it concern you?" He said, looking puzzled. "Because she's breaking the laws of code for our culture papa." He said. He stopped in the hallway, eyeing Dominique and looking at Lorenzo, and then back at Dominique as he said to him: "Boy, you should know by now everything in this damn nation is not going by traditional culture anymore." He said, becoming less serious, and beginning to chuckle as him and the Guardsmen, leaving Lorenzo in front of Dominique, who became increasingly puzzled. "Why would Sabina want to join the military?" He said to Lorenzo. "I don't know." Lorenzo said. "Maybe Arriola has rubbed off on her and he's been telling her of the Roman Goddesses and how some of them were warlike or something. She's never been much of a woman anyway. Besides, combat wouldn't do her badly. She's the most physique of the three. Adriana and Isabella aren't much for fighters. And Sabina has always been a little too comfortable with holding a sword. She's also obsessed with watching the executions and stuff." He said. "Oh lord, do not tell me she's going to turn into Arriola, that crazy old bastard, he's older than papa yet he still can kick ass." Dominique said. Finalized Lorenzo. Dominique eyed Lorenzo intensely. "True. But I predict you die of bad health by 40." He said to his older brother. "Yeah? And I predict you lose to a fight with the Portuguese and get your ass shot." Lorenzo joked. "You're the middle kid." He continued. "You always get screwed the worst." He finalized. "No you're the middle kid." Dominique said. "You're the 3rd oldest." "No," Lorenzo said. "And I will say this and you cannot come back to it. There are 7 of us and, and 4th is higher than 3 and 3.5 if half of seven so you are the Middle Child. You dumb Cerdo enfrentó Boy Medio!" He retaliated, jokingly laughing as Dominique playfully punched him in the shoulder. At that point Sabina approached. "What are you guys doing?" She inquired. "Nothing. What are you doing huh? Planning on joining the military huh?" Dominique said. Lorenzo punched him instantly, as he wasn't supposed to claim he was told. "Who told you that?" She said, becoming apprehensive and anxious. "What!? No one." Dominique responded, realizing the error he had just performed. "I just... I just assumed so because you've been apprenticing under Arriola for the last few weeks instead of helping the nieces and aunts." He said. "Well, if you must no, I am actually intrigued to join." She said. "And, I am going to be the best damn female soldier this country ever damn did see!" She exclaimed, as she was confident, daughter of a King of a powerful Imperial Empire. "You're going to break so many codes by doing that you know that right?" Dominique said. "I'm aware," Sabina said, as Dominique noticed her clothing much less covered her upper chest than her lower body wore a very short skirt, out-of-character just the same. "She noticed this attention to detail, and as she planned to finish the conversation she spinned, revealing her backside and how her rear exterior was clearly visible and showing from the indentation of the very tight, and short for that matter of a skirt. As she did this she said "I'm going to shock the country in more ways than one." As she slowly walked back down the hallway and out of sight. At the same time, Lorenzo and Dominique, both turning into eachother's direct view, dropped their jaws in painstaking agony and shock.

Korea

King Jeonjo had received news of the Dutch accepting the offer: not wishing to piss off Beijing any further, he decided to only permit Britain and the Netherlands to trade with Korea: the former to trade in Incheon, close to Seoul, and the latter in the northern town of Nampo. He felt that it would be beneficial for Korea to adopt European technology in the long run.

Kyiv, The Cossack Hetmanate

Konstantin returned a week ago from his diplomatic mission in Vienna, and this only further perplexed Ivan as before him was a letter from the Prussian Queen asking for Cossack commitment. On one had he risked dragging the Hetmanate into a war it possibly could not win should the Russians leap to the side of the Austrians, and on the other he risked dishonoring the hetmanate and himself by betraying Catherine. He would muse for hours over the simple question of yes or no, when the answer had finally reached him. He decided to accept the Prussian requests, as the Cossacks were no longer a tool of the outside powers and would not see its will bent to Austrian or Russian interests.

Another letter had reached him, this time from Greece. With this, Ivan wrote a letter in response:

Сообщение от Ивана, гетмана казачества

Greetings to you,

I write here to say that the Cossack Hetmanate would be more than willing to assist the Greek people in their war of Liberation from the Turkic yoke. Long have we wished to see the Osmanli weakened and all that we ask in return is that we are granted Moldova and eastern Wallachia in the concluding peace deals.

Signed,
Ivan Melnikov, Hetman of the Zaporozyan Host

London, United Kingdom

King George had also decided to assist the Greeks, as he too saw gains to be gotten from a crumbling Ottoman Empire. But his mind was more concerned with northern Europe. French and Cossacks likely claiming support for the Prussian Queen and the Russians and Austrians moving closer together threatened to throw all of Europe into a war. With this in mind, he wrote to Queen Catherine of Prussia over what he and the Parliament referred to as "The German Question", this was mostly a debate over the fate of the duchy Brunswick-Lüneburg in the greater realm of German affairs. Long it was considered simply an affair of the Holy Romans, as they were long considered the only masters of Germania, but the ideas of a Prussian dominated union circulated its way back to London and interested King George.

Had he supported the Prussian union, he would likely have the undivided loyalty of this new power and Britain would finally have its means of containing the powers of Austria and Russia. He had written to Catherine over his wishes to meet and discuss the fate of the England-controlled Duchy should this German power form.

Arabia

The Egyptian army had swung from the Hedjaz into the interior of the Arabian Peninsula, pushing as far as Riyadh, crushing the standing Arabic tribes, convincing them to join into the Egyptian Sultanate, or to surrender before the advancing armies. At Riyadh, the title "Sultan of Arabia" was formalized and decreed to be the eternal right of the great Egyptian Sultan. At this end, the Sultan promulgated a series of edicts of necessity.

Number one; the Hajj Road Edict. The creation of a road for Hajj pilgrims to traverse on. Minor tolls incurred along the path to contribute to the state, but otherwise, the roads would be free for access. This would also interconnect the major cities in the planned territory of the Egyptian Sultanate after the war. Alexandria, Cairo, Jerusalem, Damascus, Aleppo, Beirut, Mecca and Medina would all be interconnected with future road plans in the future.

Number two; the Library of Alexandria Edict. The construction of a new Library of Alexandria, a grand library of knowledge to spread to the world and to raise literacy of the Egyptian people.

Number three, which tied into the previous act. The Literacy Reform Edict issued the need to build an education system for the children of Egypt, as well as the creation of university programs that would benefit the state. The edict not only did that, but it instituted a system of bureaucracy mandated by civics examinations and other educational high water-marks.

While this was undertaken, Ali dispatched an ambassador to Moscow.

Berlin

Catherine wrote a return letter to George III accepting a diplomatic meeting over the German question -- she requested it be held in Prussia as she stated that, "My reign is not the strongest, I recently put down a rebellion, and Austria and Russia form Damocles' sword over my head."

Vienna

Because the negotiations were to largely be secret, this caravan was not showing of their pomp; its members had the look of weary travelers, covered in dust and mud with bags under their eyes from lack of sleep. Though, perhaps there was another reason for this: this lot had just arrived from a great trek from Sankt Petersburg to Vienna. Near the front of this caravan, there was a rather sullen figure, he had a look about him as if to say that he was about to do something he did not agree with. This was Nikita Ivanovich Panin, the Foreign Minister of the Russian Empire. It seemed that he had been ineffectual as of late, having opposed the partition of Poland; however, he still had pull. The Austrian negotiator would have a hard time with him, as he had for a long time been a proponent of closer Russo-Prussian relations; however, he had a mission to attend to: secure Russian influence in the continent. It was early morning when they rode into the city, as they hoped to make it to the Foreign Ministry before many people were about. At the foreign ministry, they were shown to their accommodations; here, they washed off and dressed into more formal attire for the upcoming negotiations. About an hour & a half after they had arrived, they were told Minister Anton would be able to see them within the hour fore the beginning of the negotiations. Panin had much to contemplate in that time, mentally preparing himself for the questions he most expected, as well as his own questions to pierce the Austrian's armor. He had been so enthralled by himself that he had hardly noticed that most of the hour had gone by.

Schönbrunn Palace, Vienna, the Austrian Empire

Wenzel Anton nodded slowly. Good enough, he determined rising from his seat, his disgust at the French betrayal concealed behind a mask of polite manners. "Ver well, monsieur. Then please do consult Paris and obtain clarification that indeed your king would prefer neutrality." The minister said.

Submerging himself in his bathtub in preparation for what would no doubt be very difficult negotiations with the Russian foreign minister, a man not exactly known for his anti-Prussian stance to put it mildly, that would determine the future of Austrian foreign policy in the aftermath of the disappointing French betrayal, Wenzel Anton was mentally preparing himself with the almost ritualistic cleansing. Afterwards a series of servants, each with his own unique function, helped the chancellor to his fine robes and powdered wig, garbing him in finery and pomp befitting a man of his station.

Admiring his appearance in a large gilded mirror the state chancellor gave himself a polite nod. "Have the russians shown into my private salon." He ordered a servant, donning his Order of the Golden Fleece and a flamboyant velvet sash before walking to the luxurious chambers where the meeting was to be held. Ready and fit for the task of resurrecting the Austro-Russian alliance, armed with a piece of paper that he perceived to be worth more for Austria then forty thousand soldiers in its struggle against the Prussians.

"Minister Panin." Wenzel Anton greeted the prussophile foreign minister of the Russian Empire. "Welcome to Vienna. Please have a seat."

Wenzel Anton rolled his eyes discreetly as Emperor Joseph expounded on the import and meaning of the missive from the greek rebels as best he could. Which in Wenzel Anton's mind was not well at all. "... Too distant and too lacking in strategic value for Austria ... Hardly worth the effort ... May incite rebellious sentiments elsewhere in Europe." The emperor spoke against giving much aid to the Greeks. Not for the first time Wenzel Anton wished that the Empress would assign her progeny another role then that of foreign affairs decision maker.

Fortunately it seemed Maria Theresa shared the same sentiments, waving her hand dismissively at her son's remarks. "We quite concur with His Majesty the Emperor on the question of an Austrian War against the Ottomans. Too such a course of action We should not readily give Our imperial assent. Still when we contemplate these poor wretched Greeks, slaves under the vile yoke of the Heathens We are moved to such sympathy with them that We shall not, upon such generous terms, refrain in entirety from committing some of Our might to the restoration of an independent Greece." The Dowager Empress proclaimed.

Taking the Empress's words as his cue Wenzel Anton nodded. "With our foreign policy elsewhere failing to deliver the desired results I believe that an Austrian diplomatic victory in Greece is just what the Empire needs, Your Majesties." Wenzel Anton declared. "If Archduke Ferdinand or Maximillian Francis where to ascend to a Greek throne and Austria gain some territory in the Balkans it would be ample compensation for our diplomatic defeats in northern Europe." The minister said. "With Your Majesty's permission I would offer a favorable reply to the Greeks, and recommend that diplomatic pressure is levied against the Ottomans to accept the independency of Greece." Wenzel Anton declared.

With the slightest of regal nods the Dowager Empress granted her permission. For a moment the Emperor did not. Then he slowly nodded his head.

Distinguished Gentlemen of the National Council of the Hellenic State,

Having given much thought to the plight of the Hellenes their Imperial and Royal Apostolic Majesties, Dowager Empress Maria Theresa and Holy Roman Emperor Joseph II does hereby give their assent to permit a member of the illustrious House of Habsburg to accept the crown of a future greek state and provide their assurances of their support for the cause of the Hellenic nation.

To be particular; Her Imperial and Royal Apostolic Majesty the Dowager Empress of the Romans will elect from amongst the ranks of her sons a worthy holder of the Greek throne, to reign as king under such terms and requirements as shall be determined in negotiation between him and the National Council of the Hellenic State in the future. He shall be excluded from the line of succession to the Habsburg Monarchy and his children may be brought up in a manner that would be deemed acceptable to the Hellenic nation.

Pertaining to the support of Their Imperial and Royal Apostolic Majesties for the Hellenic cause they shall send at once military advisors and experts to assist in the training of a Hellenic army, and issue to the High Porte its insistence on the establishment of a free greek state. Further, with regards to such Ottoman territories on its borders over which the Habsburg Monarchy can exert influence and threaten to invade, the Habsburg Monarchy shall take such steps as it deem necessary to impose upon the Ottoman Empire an acceptable solution to the Greek question.

May the almighty Lord God preserve the Greek people in their righteous struggle against the Turkish Horde.

Vienna

"Thank you, Your Eminence", Panin said, taking note of the Austrian's courtesy, "Now, as I am sure you know, the current war with the Turk is the most pressing matter in the mind of Yekaterina; thus, any pact regarding Silesia will have to come into effect after the war is over." Panin paused here, hoping to gauge the reaction, but the Austrian clearly expected this revelation. "In terms of Prussia; her Excellency has caught wind of rumors of certain ambitions on the part of the Queen there; she and her advisers are, understandably concerned about the implications of these rumors (of which you have no doubt heard) upon the balance of power in the continent. As we already are bound by treaty to guarantee the territory of Prussia, we would like to so with Austria as well. To put it simply, Russia desires the right to prevent Prussia from taking further Austrian land in the same way we already prevent Austria from taking Prussian land." Panin was unsure if this was what the Minister desired, so he stopped and waited for the reaction.
