After some time, Von Licht's manuscript reached the streets of Hanover and across the Electorate. The work caused a large rise in support for a 'Greater German Union', though whether it was through the Austrian-dominated Holy Roman Empire or the proposed North German Federation was the topic of much debate among scholars and nobles alike, even to the point where local newspapers begun supporting the ideas of a North German Federation.

Your Royal Majesty and Imperial Highness,
On behalf of the people and nation of Greece, we have come to ask a great favor of Your Royal Highness, pertaining to the future of the righteous and God-fearing Greek people. We are presently engaged in a mighty struggle against the heathen Turks who have ruled over us unjustly and unfairly since their conquest and sack of the city of Constantinople. It is our goal to end the rule of the Turkish yoke over the Greek people, and reestablish ourselves as an independent and sovereign nation, based in righteousness and in the way of our Lord. We have beseeched You and the other crowned heads of Europe, in the hope that Your wisdom, piety, and knowledge will aid us in our struggle.
Furthermore, Your Highness's Archduchy of Austria is in a very advantageous and strategic position regarding potential strategies for fighting the heathen Turks. If Austria, under Your wise and august direction, were to move into the Ottoman territories in Northern Rumelia- such as Serbia and Bosnia- it would force Turkish soldiers away from Greece, which would greatly improve our chances in reestablishing Christian Greek rule here.
However, we would like to make a special proposal to Your Highness on behalf of the Greek people- one that we have not made to any other. This council has agreed that any future Greek state would seek the will of the people in its decision making- however, we have also come to the realization that for a Greek state to truly thrive it needs a wise and just ruler of noble lineage if the will of the people is to be translated into effective policy, fair judgment, and good rule. We have looked into the history of Greece and looked at her great leaders, among them Alexander, Constantine, and Justinian, and have decided that there must be a King of the Hellenes if Greece is to truly thrive. We have drafted a system of government whereby the people will elect a legislative body, but where ultimate executive authority shall be vested in a monarch. This will guarantee that the people are heard and also that Greece is ruled by the capable and the intelligent.
Unfortunately, many of the great Greek lineages of Roman and Byzantine times have been sullied by commoner blood and have faded into obscurity. Thus, we have not been able to find a Greek individual who is truly of noble lineage and thus have not been able to name a king. However, we have discussed extensively the best foreign royal and noble lines in the hope that they might provide one of their own to rule as King of the Hellenes. Many times, we have observed and mentioned the great successes of members of the most serene and noble House of Hapsburg in Spain and Austria. It has become obvious to us that the Hapsburg lineage is one of the purest and finest in Europe, and that those fortunate enough to belong to it are gifted with all the skills needed by a ruler. As such, we would like to formally propose that Your Royal Majesty and Imperial Highness allow for one of her relatives in the noble and prestigious House of Hapsburg to rule as King of the Hellenes; we will allow Your Highness to decide who will be best for Greece.
It is our sincere hope that Your Highness will consider and accept our offer, which we hope will bring Austria and Greece into a cordial relationship and which we think would do much good for the people and nation of Greece.

I know our two nations have centuries of bad blood, but I believe that the interests of the world today may mean that we shall find ourselves stronger as allies, than as enemies.

Having given much thought to the plight of the Hellenes their Imperial and Royal Apostolic Majesties, Dowager Empress Maria Theresa and Holy Roman Emperor Joseph II does hereby give their assent to permit a member of the illustrious House of Habsburg to accept the crown of a future greek state and provide their assurances of their support for the cause of the Hellenic nation.
To be particular; Her Imperial and Royal Apostolic Majesty the Dowager Empress of the Romans will elect from amongst the ranks of her sons a worthy holder of the Greek throne, to reign as king under such terms and requirements as shall be determined in negotiation between him and the National Council of the Hellenic State in the future. He shall be excluded from the line of succession to the Habsburg Monarchy and his children may be brought up in a manner that would be deemed acceptable to the Hellenic nation.
Pertaining to the support of Their Imperial and Royal Apostolic Majesties for the Hellenic cause they shall send at once military advisors and experts to assist in the training of a Hellenic army, and issue to the High Porte its insistence on the establishment of a free greek state. Further, with regards to such Ottoman territories on its borders over which the Habsburg Monarchy can exert influence and threaten to invade, the Habsburg Monarchy shall take such steps as it deem necessary to impose upon the Ottoman Empire an acceptable solution to the Greek question.
