I might recommend Tuscany or maybe even some Native American tribe. Maybe the Maori or a Kingdom of Hawaii (to be formed).

I would be down for developing Hawaii. However, it depends, would they have had any exposure to firearms or modern technology at this point?

Not much at all yet, but, OTL, they didn't get conquered until the 1890's, so it would be really hard for any power to do it.

Which gives me a limited access to firearms. Although we won't know how to produce them or manufacture them, or find more ammo to them. I suppose that's a start. Perhaps we could argue after seeing the advanced designs of Cook's ships, we might be able to produce more advanced naval vessels, if we even had the economic output to afford such things.

Yeah, no, if you play as Hawaii, you won't be able to copy stuff like that right away. You'll have to industrialize or build up anything that isn't agriculture, which is pretty much what Hawaii is good for... in a small scale.

OP Mandate on the Oregon Territory and American Northwest

Basically, the powers that border the region (Mexico, Great Britain + her little Free States, Russia) can colonize the area by sending settlers in and making settlements. Inevitably, settlers from those nations are gonna start clashing, and disputed territory will arise, with Mexicans demanding 54'40 or Fight, Britain demanding full control, Russians wanting to expand despite the Empire saying "lol, no, not interested" -- you can either fight a war to take the whole shebang, or negotiate an international settlement, or completely withdraw from the fight all together, and simply sign it off... at the expense of domestic turbulence and anger at the reigning government for it's cowardice and backing down from "rightful territory".

It's all up to you, lads.

That Constitution is just a draft of a future one, of a Mexican Republic, the actual and current one of the Mexican Empire is as follows. My apologies for confusion.


1. The Mexican nation is sovereign and free from the Spanish government and any other nation.
3. The religion of the nation is the Roman Catholic Church and is protected by law, and does not endorse, yet does not prohibit other religion whatever
4. The Mexican nation adopts as its form of government a Constitutional Monarchy.
6. The supreme power of the federation is divided into Legislative power, Executive power and Judiciary power.
7. Legislative power is deposited in a Congress of two chambers—a Chamber of Deputies and a Chamber of Senators.
50. Political freedom of press and speech in the federation and the states (paragraph 1).
74. Executive power is vested in the Emperor of Mexico
123. Judiciary power lies in a Supreme Court, the Circuit Courts and the District Courts.
124. The Supreme Court consists of eleven members divided into three rooms and a prosecutor.
157. The individual provincial governments will be formed by the same three powers.
