To be honest, I doubt that China would be able to partake in any case, because the UK and Canada would probably vote no, Japan, Rum, and the Incans certainly would veto that. I don't know about the others, but it's about half of the ten members.

As for why I'm inactive, since China's fate is predetermined, it doesn't seem to matter whether I do anything or not: China will always be defeated. I am still keeping an eye on this thread, and I may post soon: I need to detail China's colonial expansion after all.
