For five hundred years the war has raged, countless men and beasts left on the battlefields of Alaga, the Bloody Continent. The temple graveyards are too full of statues of martyrs to fit more; unsung heroes of generations past, weathered to mere lumps of granite, stand as silent sentinels to the endless burials and cremations of the honored dead. Upon one side the Imperium of Rivar stands, fierce, proud, indomitable. She was forged in steel and fire a thousand years ago by the great Emperor, Sartius the Rampant, bestriding the face of the world as a titan. He threw aside the barbarians, the uncivilized, even the ancestral foes of the warriors of the Midnight City, Riva. His hosts beat down their enemies on every side, ushering in an order that would stand for four centuries, the rule of order and law spreading to every corner of the craggy moorlands of Alaga. Sixteen Emperors have followed Sartius, some good, some bad, but all reinforced by the monolithic force that is the state of the Imperium. Where rebellions rose, they were quashed, and where savagery flourished in the eyes of the Imperials, it was snuffed out. The reign of the Emperors continued, until that of Glatus the Mad, Usurper of Reason. His predecessor met an unfortunate fate ten days after he appointed Glatus his heir, and then the cracks that had been forming at the edges of the Imperium were shattered asunder, plain for all to see. In rivers of blood the Imperium shook itself apart, a spasm of slaughter and chaos unknown since the elder days; brother fought brother, husband against son, some fighting to return to half-remembered ways, some fighting to maintain the light of civilization that was the Imperium. The anarchy that followed lasted for four generations, each commander of hosts carving out his own fiefdom. A hundred Imperiums lived, and died by the day, cut short by the constant warfare that ravened across the face of the Continent. Only after many men knew not but battle and death did the waves of disorder peter out. In the west the warlord Heraxion forged an ever growing kingdom with his conscript levies, sweeping all the little tribes and petty fiefdoms before his masses of soldiers. In the east, from the ashes of the once great city of Riva, came the Elector Ytterian, wielding the remnants of the nearly vanished imperial might. His rule was harsh, draconian, but his hosts in their disciplined Great Companies brought order back to a land that for so long had only known fear and darkness. The two juggernauts clashed along the line of the Strait of Valmar, and harsh was their meeting. Thousands perished in days, tens of thousands in a month. Neither side would give way for the other, and the bodies that have been thrown upon the pyre of conflict are now countless innumerable. The Emperor Reborn and the Lord of War, and their children, and their children's children, fought on; the Endless War it is known, for none now remember its beginning, nor can foresee its end. Five hundred years it has raved, a beast of its own creation, devouring man and horse and metal with the unquenchable appetite only war has. Will you fight for the Lord of War, Mightiest of the Federations Princes, who seeks to stamp out the last vestiges of the old oppressive empire and usher in a new era of freedom? Will you ride to battle with the praises of the Emperor Reborn on your lips, bringing order and reason to a world steeped in ignorance and savagery? In the end, one shall stand, one shall fall.

And the victors shall be the Lords of War.

Strategic Mechanics

All Heroes start out with skills, determined by their backgrounds, assigned by the OP. These skills feed into their ability in combat, and ability outside the battlefield. These skills may be increased with skill points as their caps increase. Cap increase are assigned after several uses, which increase in number as the cap increases. This is only a subset of all skills, and there may be more.

Aggressiveness: -1 Turn to Capture Strategic Points/2 Levels
Athleticism: +2 Carry Weight and +1 Move/Level
Charisma: Increases Chance of Fief Assignment and Charge Rewards every Level

Regions

Each region, as denoted by the black lines on the map, can contain a city and some number of fortresses, as well as many lesser villages that don't show up on the map. Trade, recruitment, and control of the region and its bonuses are dictated by control of the city and fortresses in the region. Heroes may raise personal Retinues (which cost twice the Gold to purchase, but cost no upkeep), and levy troops for their kingdom (which cost normal amounts of money, but require upkeep) in cities. They may also trade for weapons, trade goods, and construct Structures in Fiefs they own or if instructed to do so by their liege lords.

Battles

On the strategic level, battles are initiated when an army from one faction enters a region owned by a different faction, or a neutral army declares an attack against another army. There are four types of battle; Border Skirmishes, Open Battles, Sieges, and City-Sieges. Border Skirmishes occur when an army first attacks a region. They generally consist of the invading force against whatever Heroes are stationed along the border, and a small border force. Open Battles can happen at any time, if two armies meet in the field, or if a besieged defender sallies against their attackers. Sieges occur when invaders attack a castle; all castles must be reduced and captured before a City-Siege can occur. A City-Siege is the final battle for any region; if the attackers are victorious, the region changes hands. Any captured castles or cities or regions will be assigned as personal Fiefs, potentially to the victorious heroes, potentially to someone who was nobody near the battle, as determined by the ruler of the victorious kingdom. Any battle is joined on the Tactical Level, as outlined below.

Charges

Most unlanded Heroes have no form of income, and therefore no way to support soldiers that are not part of their limited Retinue. As such, if they wish to raise armies, they may ask for Charges from their lords, or other powerful individuals. These Charges generally come in the form of orders to defend a region or patrol for enemies, but may be as bold as to root out brigands or assail an enemy fortress, depending on the power of the Hero requesting the Charge. All Charges come with some form of material award attached to them, be it a stipend to support a small force, or even the reward of a Fief for success. Charisma affects the value of the reward from a Charge.

Movement

Movement on the world map is simple; to travel between places in one region takes a week, to travel between two regions takes two weeks. During the first week a band traveling from one region to another is considered to be on the border.

Goods

Goods are tradeable items available in different areas; by default your Hero can carry two Goods at once, and any horses can carry an additional two unless otherwise stated. Goods have a variable price, and can have their prices bartered down with a good Trade skill, so one way to make money is to purchase goods in one area and sell them in another. In general terms, the farther one goes from where the good was purchased, the more likely it is to be worth a decent profit if sold.

Control of a Fief or a Charge allows a Hero to construct various edifices in Cities and Regions, to aid with the control and prosperity of that region. These cost a lot of Gold, but can be handy if built wisely.

Field: Increases the Supply Limit of your Faction in the Fief affected by 5. 500 Gold.
Farm: Increases the Requisition Rate of your Faction in the Fief affected by 1. 600 Gold.
Highway: Allows all Heroes in a region to participate in any Battles. Movement between two Regions with Highways is reduced to one week. 800 Gold.
Pallisade: Spawns a weak wooden pallisade in the Fief. 800 Gold.
Mill: Increase Fief Income by 50. 1000 Gold
Guard Post: Provides 20 free Man-at-Arms units if the region is attacked. 1000 Gold
Stone Ramparts: A small stone fortress, grants +1 Armor to friendly units on or behind its walls. 1100 Gold
Supply Caches: Increases the Supply Limit of your Faction in the Fief by 15. 1200 Gold
Marshaling Field: Ensures there are always at least 5 recruits in the Fief equivalent to your least expensive unit. 1300 Gold
Marketplace: Increases Fief Income by 100. 1500 Gold.
Farming Village: Spawns 2 free Peasants if attacked every 5 Tactical Turns. 1500 Gold.
Keep: A thick stone wall with towers and a bastion inside, grants +2 Armor to friendly units on or behind its walls. 2000 Gold.
Library: Allows the creation of customized units, buildings, and tactical structures for a large gold sum. 3000 Gold.


Units

These men of war spawn in Fiefs, and may be recruited by any neutral party or party of the same faction as either part of a personal retinue or as soldiers. Units spawned in a Fief owned by a Hero can only be recruited by that Hero, or by a formally allied Hero. Units recruited in a Fief you own are half cost; if you allow another Hero to recruit in your Fief, his recruits are regular cost. Experience is gained in battle. Every two Damage done in Health damage generates one experience, rounded up. The Supply Limit, governed by the Efficiency Skill, indicates how many soldiers may be within a host; the initial limit is 10, and is increased by 10 for every level.

Leveling

With every point of damage done, your Hero gains Experience. Every Hero starts at level one, but for every fifty Experience they accumulate they gain a level, giving them one Skill Point to spend and one Attribute Point, both of which must be assigned immediately. No Skill may exceed half the Hero's level, so in order to assign a Skill II the Hero must be at least level 4. Experience is also awarded based on battle performance, one point for every enemy unit killed. For every level the amount of Experience required to level increases by 25. Attributes may not be higher than 1/2 of Health, and Armor may not be higher than 1/4th of Health. Named companions also level, but have their stat increases assigned randomly, and only take 10 Xp to level, increasing by 10 for every level.

Naval Combat

Ships are sailed into combat by both sides. Purchasing them is only half the battle; they must also be sailed, and fight in combat based on the units they carry. Not a bad way to move a long way rapidly. Each solider takes 2 space to transport, and each mounted unit four spaces. Battles are started with all ships and carried units deployed, and are ended when one side retreats or is destroyed. Ships may be captured if their crew and any carried soldiers are slain, and sunk if their hull points are reduced to zero. Ramming is done by moving a ship into contact with another ship; if the ship moves over half its full movement straight forward into contact with an enemy vessel, it is considered to have rammed, and inflicts the distance it moved to contact in damage to the enemy ship's hull points. Ships may back up at half Speed, rounded down. Porters may not move off map to resupply in naval battles; rather supply ships may carry repair supplies and munitions for archers and mounted weapons. Crew do not count towards the space of a vessel, and only fight if their ship is boarded and no more regular soldiers remain. If any part of the crew is engaged in battle, the speed of the ship is reduced by half.

Tactical Level

All battles are conducted on the tactical level; that is, where soldiers fight, instead of where armies move. All faction battles will be conducted with all players; only those RPers who actually have their Heroes on-site will be allowed to fight with their characters and various weapons and retinues, but those who are not actually in the battle will instead take control of NPC commanders. Victory in battle can be achieved in two ways; destroying the enemy force, or causing them to retreat. Retreating happens when units move off of the battle grid map, and example of which is found here. Note the various things you may find on a battle map; capture points, which give your faction +1 Reinforcement/Turn when held, Buildings which can deploy units and obstruct movements, and Tactical Buildings. In this case, the Tactical Buildings are a Ballista and some Barricades, but things such as ditches, Trebuchets, etc. are possible, as listed below.

Each side deploys ten units per Hero to start with, and 5 units per Hero who isn't in the region in the form of government forces, which will be placed on the map by the OP. Equal numbers of units must be deployed, unless the number of present Heros is different. Then gameplay begins.

Turns

A Turn is a very simple unit of time, consisting of three Phases; Movement, Attack, and Resolution. The Movement Phase is the simplest. The faction moving at the time takes turns declaring where their units are moving, a rate equal to one square per one swiftness of the unit; charges may be declared as well. If a unit moves in a straight line for its entire movement phase, for at least 1/2th its total Swiftness, it may charge, gaining +1 Strength for its first attack. Then, once all units have been moved, Attacks may be declared. A unit must have one Swiftness remaining in their movepool in order to attack an adjacent enemy unit. Abilities that are attacks or relevant to attacking are also declared now. Then Resolution occurs; melee attacks are resolved against Armor and Defense, whereas Ranged attacks are resolved solely against Armor. Therefore, let's discuss the relevant stats, and then show an example.

Strength: This is how much damage an attack might do, representing both the skill of the attacker and the power of the weapon. It is the maximum amount of damage a unit is capable of inflicting.
Defense: This is how good a unit is at deflecting attacks and not getting hurt in the melee of war. It is subtracted from Strength to find Damage in melee combat. It can only reduce Damage to 1.
Health: This represents how much of a beating a unit can take. If it hits zero, the unit is slain.
Armor: This is a measure of how good of protection the unit is wearing. Subtract this directly from the strength of Ranged attacks to determine Damage. Also, if a melee attack has a Strength less than the Armor rating of the defender, it cannot do more than 1 Damage.
Swiftness: This a straightforward measure of the speed of the unit. Each point of Swiftness represents a square the unit can cross in the Movement Phase.

The 3 Men-at-Arms attack the Peasants, each inflicting 5 damage and killing the Peasants.
The Bowman fires an arrow, killing the Man-at-Arms.

Turn 5
The 2 Men-at-Arms advance 4 spaces.
The Bowman fires at point-blank range, taking one of the Men-at-Arms down to 3 Health. He is out of Shots.

Turn 6
The 2 Men-at-Arms attack the Bowman, each inflicting 4 damage, slaying the Bowman.


Finally, at the end of each turn, the faction in play may deploy their Reinforcements. Reinforcements are drawn from total forces in a region that weren't deployed in the initial wave. Each Player starts with 5 Reinforcements, and gains an additional 1 every Turn for every capture point they hold. Every Reinforcement is worth 20 Gold purchase price equivalent; for instance, a Hero can deploy four Peasants from their Reserves for only 1 Reinforcement, but needs 3 Reinforcement to deploy the same amount of Men-at-Arms. For the purposes of Reinforcements, Levies cost 5 Gold. Reinforcements may be deployed up to two spaces away from the map edge of your faction, either top or bottom. Taking a capture point is simple; having a soldier on the point counts as capturing it if you stand on it for 5 turns unopposed, or having five soldiers stand on the point for one turn will also capture it. This is true as long as there are no enemy units within 5 spaces, and once taken capture points remain in your faction unless the enemy captures them from you, even if your units are moved away.

Player characters will be assigned stats to start with, but are far and away the most powerful units on any battlefield. Use them wisely though; if they are defeated by having their health reduced to zero, they will receive no experience from the battle despite any wins that may occur, and if they are defeated and lose they may be captured. Captured Heros may be ransomed, or escape automatically after five overworld weeks. Player characters strike at 1/2th strength when mounted.

Tactical Structures

These are the province of the Peasant, and can make or break a battle easily. They are your defenses, your traps, your siege equipment. Each is constructed using Build Points, or BP, and some use Gold. Ones marked [Secret] do not have to be declared ICly; instead TG the OP about what your Peasants are up to, and their location will be secretly recorded. A high Logistics skill can allow the shrewd commander to win a battle without even clashing swords with his foe. Tactical structures marked Engineer can only be created by Engineers, and only Engineer BPs are contributed towards them. Note that tactical structures persist between battles.

Barricade: 1 BP/tile. Blocks movement across the tile, can absorb 10 points of Damage before being destroyed.
Ditch: 3 BP/tile. Blocks movement to enemy units across the tile, takes 3 Turns to fill in.
Spiked Log Wall: 5 BP/tile. Blocks movement across the tile; absorbs 20 points of Damage before being destroyed. Cannot be destroyed by ranged attacks.
Legbreakers: 10 BP/tile. [Secret] If an enemy moves across this tile, they take 1 Damage and cannot move for a Turn.
Pitch Trap: 5 BP/tile, 5 Gold/tile. [Secret] May be lit by any friendly unit within 1 Tile, or via a ranged attack. Deals 1 Damage per Turn to any units on this tile or any adjacent Pitch Traps. Burns for 10 Turns.
Tar: 8 BP/tile, 1 Gold/tile. Enemy units moving through this tile move at half speed. Cavalry cannot move through these tiles.
Mangonel: 10 BP/unit. Immobile. Range 15, Strength 3, 5 Shots. Destroyed if enemy unit enters tile. Cannot be built within seven tiles of another Mangonel, or shot at enemies within 5 tiles.
Hoardings: 20 BP/unit. Mobile arrow defense, can absorb 50 Strength worth of damage before breaking. Units within fight at 0 Defense, but cannot be harmed by ranged attacks. Two units wide, can be fired from by archers. Can be positioned on walls.
Skorpion: 40 BP/unit. Mobile man-killer, movespeed 2. Attacks at 30 Range, 5 Strength, 2 Shots. Destroyed if an enemy unit enters the tile. Must be operated by a ranged unit.

Physical Description: At age 22, tall (6'2) and well built Constantinus is. His complexion is Caucasian, his eyes a deep brown and his hair a most noble blonde. He is muscular as his constant training has allowed him to keep a strong and robust physique. He is generally always seen in his typical armour, that of which we would call a Centurion's Armour, the standard issue of the Imperium's Commanders.
Backstory: Born and raised in Melcar, Constantinus always had a knack for command and fighting. In his father's (A rather minor noble) castle he would practice his combat with swords on dummies, until he eventually saw his calling to be that of great war hammers that required both hands to hold. This continued for quite some time, where he also practised his riding and metalworking skills. During a battle of this great conflict, Constantinus' father was killed by a great bombardment of archers of the Federation's Peasant levy. This infuriated and deeply saddened the 15 year old boy whom grew a great distaste for these weapons of range which he subsequently branded as unhonourable. A month after this tragedy, Constantinus left his noble abode and rode for Riva where he enlisted in the armed forces of the Imperium. Soon he rose up the ranks, proving his worth in many battles before he was branded a hero by the standard soldiers.

In general terms, Federate soldiers are better in close combat due to higher attack and Health, while Imperial soldiers have better luck at ranged combat. Imperial soldiers are also more expensive, but cost less upkeep, so its a tradeoff.

Backstory:Ælfred was born in Ytters, a younger son of a nobleman. He had three older brothers, so he did not expect to inherit. Perhaps partially due to this, he was not particularly warlike, but was noted for his precocious intellect, skill at listening, and strong memory. Once, his mother offered a book of poetry to whichever of her children could memorize it first. He memorized it quickly, returned to her, and recited it, thereby winning. He was trained in war, it is true, but was not as skilled in the arts of direct combat as his brothers. His skill at arms was basic at best. He took much better to the study of tactics and strategy, and studied politics, poetry, and theology. For a while, he was contented with his life. But when the Empire was reborn, he chose to fight against the tyranny of the ancients. Now he fights for the Federation, unwilling to hand his sovereignty to an authoritarian Empire.
RP Sample: This is exactly the sort of authoritarian measure the Empire would put into place. Brothers, we must fight against the tyranny!

Physical Description: Young man on his 23, with medium height and medium weight. He has green eyes and pointy nose, and a brown hair inherited from his father. His white skin are covered with war paints in his face and hands.
Backstory: Palagos was a son of lesser nobleman if the Imperium. His father used to be a brave commander and its inherited to Paligos. He already train with fake wooden sword and scarecrow since he was 14 years old and master the longbow at the age of 15. He also learn many other things such as science and maths. When his father fight in battlefield, young Paligos spent his time training and stay with the blacksmiths and poleturner to learn the science behind it and trying to create newcinventions. He join the Imperium Army a few months before his father death who died in battle againts The Federation. He became furious man in battle field, fueled by his anger and hatred towards the federation. Despite his agresive attitude in battle, he is known by Fief as great help in need, well known scientist, and respected as commander and tactician. Ever since his father death, her revenge hasn't been enough for him and would do anything to destroy the Lord of War army.

I'd love a description of how he was trained in war; also, I won't be starting anyone with Fiefs, so it might be best if you altered your noble slightly so that isn't out of place. Other than those two points, it looks excellent.

Physical Description: A short, relatively dark-skinned stout man. While fairly diminutive, his neatly kept black hair and beard add to his silent confidence, with a pretty decent sense of presence lent to by his calculated gait and his subtle, over-formal way of holding himself. Whilst not particularly handsome, he is also not particularly unattractive, and he tends to be considered magnetic as a result of the less appearance-based aspects of his physique, such as the aforementioned gait and mannerisms.
Backstory: From a family that was historically a wealthy benefactor of the Federation, Felix's family branch has almost entirely renounced its roots, returning to the simple professions of book binding, research, and teaching various crafts. While now in traditionally low-paying professions, compared to the glories of governance and war, Felix d'Vendetta was particularly intelligent. While all of his family have served in some capacity at the local, reputable institution of higher learning, due to their historic roots in funding the institution, most of them have either opted to remain in the family trades, or been unable to fund their own way.

At age 16, Felix d'Vendetta showed an extraordinary penchant for philosophy, assisting a notable but eccentric professor in teaching aspiring government officials. When he proved his worth as a philosopher, his professor quickly noted his potential as a future public servant. However, his skill as a tutor in managing those not just older, but sometimes more intelligent than him, quickly paid off as he fostered networks of academics.

Eventually, at age 19, one of them put his name forward to organize a hastily built militia of students and professors in repelling a suspected Imperium raid. While the raid never materialized, he was careful to study the basics of military life to prepare himself, although he quickly adopted the old academic strategy of "building on other people's work", effectively subordinating almost every aspect of combat leadership to those more experienced than he, so that he could concentrate on keeping his main interest alive - the continued functions of the scholarly world. It was in this capacity that he taught himself the fundamentals of engineering and other aspects of management, in a bid to keep his intellect alive.

At 20, he was advised to become a Hero, to help fund his ailing institution as it struggled under the weight of organizing both the good work of its academia in the social and natural sciences, and also trying to act as a recruitment center and headquarters of the Federation's military machine.
