Act 1: Sympathy for the Devil


The year is 2048, and in the span of 7 years, Asia has gone to shite in just about as spectacular a means as possible.

A decade ago, violence exploded between India and China, and since USA and Russia had ties to both, they really couldn't do much to help, though they eventually both sided with India. Just in time for the two nations to really start going at it and unleash nuclear hellfire at each other. This hurt everyone equally, even Japan, which remained neutral in the war even up to its end in 2045, when Beijing fell. Huge regions of India and China are either destroyed or irradiated, Pakistan and Taiwan are gone, and the United Korean economy has been severely damaged in trying to repair both the damage from its involvement in the war [on India's side] and trying to repair the empty husk that its northern half had been transformed to by almost a century of Juche. Piracy, too, is on the rise in the South China Sea, though they haven't made much ground on Japanese shores.

Now, several years later, Japan remains in an economic slump as the rest of Asia licks its wounds. Activity from nationalists, communists, and Republicanism is at an all-time high, and terrorism going up with them, especially in the capital of Tokyo. As a result, the Tokyo Metropolitan Police has authorized the creation of an elite division of officers, who will work with the most state-of-the-art equipment, including a set of four mechs - the only ones in any police force in the world, and to be used exclusively when shit truly hits the fan. Which is entirely possible from both sides of the political spectrum, with the Imperial Diet planning to pass a bill to repeal Article 9 of the constitution by the end of the year - which would finally make the Japanese Military more than just a self-defense force.

SLED 5 is the only police force in the world to use the 2046 Nissan Nismo GTR as its main vehicle.

Special Law Enforcement Division 5 is the Japanese government's response to rising crime rates in Tokyo. Created in 2046, it consists solely of the best of the best, the greatest of the greatest, the elitest of the elite of Tokyo's police. Officers planning to enter go through a similar training regimen to Brazil's B.O.P.E, or America's Navy SEALS, especially in urban warfare, which is the setting for the overwhelming majority of SLED 5's missions.

SLED 5 is officially no more than an antiterror branch of the Tokyo Metropolitan Police, however it deals with numerous other types of crime, including serial violent crime, busting up drug trafficking rings [which have popped up since the war], and high crimes within the government of Japan itself.

The unit used by SLED 5 is the Type-R, which is similar but slightly taller and leaner, with no letter markings and a painted, low-visibility version of the Tokyo Metro Police Crest. The lights are also retractable.

Named after the Greek titan of law, Mitsubishi Heavy Industry's THERMIS line of mecha are among the most advanced in the world, with the Mk VI being the latest. They range in size from the base model [THEMIS Mk VI] of 18 metres in height, to the massive, military-spec ones that tower over most buildings at 80 metres in height. The inherent weakness of a mecha [its joints] have also largely been corrected as of Mk III; force field generators mounted around the knees and other large joints provide the same amount of protection as the body armor on other portions. Sure, they could use tanks, but mechs are simply more nimble. Also unlike tanks, there are numerous companies producing mechs for the civilian market, even if they are purely rich boy toys.

The current version used by SLED 5 is the Type R variant, which is roughly 35 metres in height. While not nimble enough to maneuver down narrow alleys, there has never been a situation in either SLED 5's or the Tokyo Metropolitan Police's history where a mecha running down a narrow alley is needed. SLED 5 currently only operates four THERMIS VIs, due largely to the extreme price of operation and maintenance. The Japanese government is also still not entirely sure whether to trust a police force -even if they are a primarily anti-terror anti-serial crime unit - with what equates to military weapons.

One of the latest and greatest companies in robotics, the Cambridgeshire-based Lilliputian Systems plc is a company at the forefront of artificial intelligence, and was the first to create a robot with 'near-human' intelligence in 2031. It succeeded in becoming the first company to reach 'human-level' less than six months later. And that kind of achievement can buy you some good publicity.

The company now makes the bulk of its money from four things: Manufacturing robots, mecha parts, cybernetic human augmentation, and its line of personal-use AIs, known as the Lilimarleen line, stock model pictured above. These small robots have human intelligence and thanks to a set of small electric thrusters, are capable of hovering for up to 30 minutes at a time. A clever design team has insured that they have crossed to the human side of the uncanny valley [for most people].

  4. No godmodding. At all. Ever.
  5. This RP has a three-strike policy. Three strikes and I boot you from the force, and therefore the RP.
  6. If you are inactive for a week or more, I may request that you make a new character. May. It isn't a 100% guarantee you'll need to make a new character.
  7. Not everyone will be permitted to pilot a mech, and the mechs will be used sparingly. I will require an RP sample for mech-licensed characters.
  8. You can create a criminal, though if you want to last more than a page I suggest you go for a big-time criminal, one with very high skills, and a lot of background. Apart from ones I create. Do realize that you can't do crazy stuff if you want to last [for now]. Be subtle, be skilled at covering your tracks. Also, TG me your criminal application.

She was raised immersed in the black mire of organized crime. She at first accepted it as her lot in life, but once she started hearing of all the violence her family's way of life was causing, she grew to hate it. At age 15, she ran away from home while in San Francisco. She intended to simply disappear and return to Japan after her parents gave up the search. When several weeks passed with the search not abating, she committed her first and only crime - She brutally beat and killed a girl similar in appearance to herself, disguised her with her clothing, and dumped her in the Bay, recording it on a snuff film site anonymously and through several dozen proxies. She wasn't caught, and the body was too severely decayed by the Bay to get a reliable DNA sample by the time it was recovered. She moved back to Japan six weeks later, with a new name. She joined the Tokyo Metropolitan Police as soon as she was able. Her ruthlessness in pursuit, determination in upholding the law, and prowess in combat led to her being recruited by name for SLED 5.

Miscellaneous information: Half-Russian on her mother's side. Owns a Lilimarleen Mk V, latest model. Very skilled in working with Lilimarleen. Has a severe case of HSDD, despite this, isn't asexual; she simply prefers her relationships to be purely platonic. VA'd by Ami Koshimizu / Emily Deschanel depending on region. Ha! I'll forward you the screenplay, how about that? But I do have a problem.

Here is my concern: I do not know that much about Japanese culture and society, and I am profoundly dubious about my ability as a writer to do justice to those aspects of Japan that I do understand. So writing from the perspective of a Japanese character is a disturbing issue for me. The key point is that I do not feel confident in my ability to write about Japan from the perspective of a Japanese person; I feel confident only in writing about it from the perspective of an outsider, since that is what I am.

Now, I understand that you want this RP to be about Japanese cops, and so if you do not want to allow me to RP as a foreigner, then I understand and respect that. But I would like you to consider whether or not there might be a place for an American or Canadian on the team, acting as a visitor and as an observer. Such arrangements are not uncommon among elite law-enforcement units IRL; they allow for cross-training and closer international partnerships. If you could see your way clear to allowing such a role for my character, then I would be very much obliged.

Hmm... perhaps.

But if you want a crash-course on Japanese culture, that link I provided on Japanese police has an impressive amount of information. The 'Japanese Culture' section is a good starting point.

It's not that I am unwilling to do the research. Rather, it is that I do not understand the underlying mentality that produces the cultural phenomena in question. I don't understand what it means to be Japanese, in other words; I do not understand what it feels like, or what the world looks like seen through Japanese eyes. And that is why I am deeply reluctant to write from the perspective of a character who is Japanese: I would not understand the character's experience, and so I would not be able to write him/her well.

I would be fine with you having a foreigner observer character, I would simply prefer a Japanese character.

I understand; you wouldn't want an RP set in Tokyo to be full of Americans, now would you? Thank you for making the exception.
