Don't worry. The largest city of ATL Portugal in 1970 will be Tangiers (at the time, Cidade de Cristo, renamed in 1932 by the Estado Novo) at 1.2 million (83% Portuguese, 17% Arab), ahead of Lisbon at around 900,000 (virtually all Portuguese) and Porto (about 450,000). But since the independence of Portuguese Morocco, Lisbon is the largest city at around 3.5 million. Tangiers remains the largest city in Maroccos (and in 1974 became the capital), at 1.2 million (about 90% Arab), with Rabat being at only 0.6 million (in 1970, it was the forth largest in Portugal at around 300,000 people, with 60% Portuguese, 40% Arab, now, it is about 100% Arab).
Then again, Tangiers/Cidade de Cristo was the capital of one of five provinces that made up the former "Southern Provinces" (Esperanca Province, to be precise) during the Estado Novo. Add to that Madeira and Canaries, the Azores, as well as the OTL 11 provinces established by the Estado Novo plus Galicia, and basically, Portugal has 19 provinces from 1936 to 1974.
So yeah, I won't mind a colonial city larger than the largest city in the metropole.
