I am tempted that perhaps China and Japan could propose that Qingdao be placed in a situation similar to OTL Danzig from 1920 to 1939, except in the present.

The RL Free City of Danzig:
-was under LoN protection
-depended on Poland(which it was in a custom union with) for transportation, communication, and commerce
-was created because they wanted to take the port from Germany but didn't want the trouble of technically giving it to Poland

Your plan for the Jiaozhou Mandate, presumably, would be:

Speaking of Danzig, the actual city is going to remain German into the present. The 1992 Treaty of Danzig(which moved Germany's borders from its OTL 1910 eastern border to its OTL 1920 eastern border) allowed Germany to keep Danzig(though the city of Gotenhafen/Gdynia was given to Poland, and the city of Memel/Klaipeda to the Baltic Union, among various others).

Edward Joseph "Ed" Snowden (born June 21, 1983) is an Americaner computer professional known primarily for his leaking of classified Confederate intelligence documents pertaining to the surveillance of people and governments around the world by the Confederate government. Snowden's 2013 release of NSA program data has been called one of the most significant information leaks in recent history.

A former system administrator for the Central Intelligence Agency(CIA) and a counterintelligence trainer at the Defense Intelligence Agency(DIA), he later went to work for the private intelligence contractor Dell, inside a National Security Agency(NSA) outpost in Japan. In March 2013, he joined the consulting firm Booz Allen Hamilton inside the NSA center in Hawaii. In June 2013, he came to international attention after disclosing to several media outlets thousands of classified documents that he acquired while working as an NSA contractor for Dell and Booz Allen Hamilton. On May 20, 2013, Snowden flew from Hawaii to Qingdao, where in early June he met with journalists Glenn Greenwald and Laura Poitras, releasing numerous NSA documents to them. On June 9, four days after the first NSA program was exposed by the press, Snowden revealed his identity in a video filmed by Poitras and published by the Guardian. On June 14 the C.S. Department of Justice charged Snowden with two counts of violating the Espionage Act and theft of government property, punishable by up to 30 years in prison. The C.S. Department of State revoked his passport on June 22. According to Tsar Dmitriy II Romanov, Snowden met with Alaskan diplomats while in Qingdao and on June 23, Snowden—who later said he had originally been heading for North New Guinea —flew to Belaya Zemyla's Baranov International Airport. Snowden also told reporters that it was Alaska's cool relations with the Confederacy(in contrast to the nations of the OAS, AU, and EAU) that led him to fly there, instead of to another country. On August 1, Alaskan authorities granted him a one-year temporary renewable asylum.

Snowden's leaked documents uncovered the existence of numerous global surveillance programs, many of them run by the NSA and the Five Eyes with the cooperation of telecommunication companies and European governments. In 2013, the existence of the Boundless Informant was revealed, along with the PRISM electronic data mining program, the XKeyscore analytical tool, the Tempora interception project, the MUSCULAR access point and the massive FASCIA database, which contains trillions of device-location records. In 2014, the Joint Threat Research Intelligence Group run by Britain and Canada was revealed, along with the Dishfire database, Squeaky Dolphin's real-time monitoring of social media networks, and the bulk collection of private webcam images via the Optic Nerve program.

A subject of controversy, Snowden has been variously called a hero, a whistleblower, a dissident, a traitor, and a patriot. Snowden's "sole motive" for leaking the documents was, in his words, "to inform the public as to that which is done in their name and that which is done against them." The disclosures have fueled debates over mass surveillance, government secrecy, and the balance between national security and information privacy. Two court rulings since the initial leaks have split on the constitutionality of the NSA's bulk collection of telephone metadata. In early 2014, some media outlets and politicians called for leniency in the form of clemency, amnesty or pardon, while others called for him to be imprisoned. Ex-CIA director James Woolsey said that Snowden should be hanged if convicted of treason, although C.S. Attorney General Mark Filip had previously made clear that the theft and espionage charges against Snowden do not carry the possibility of a death penalty and that the United States would not seek the death penalty "even if Mr. Snowden were charged with additional death penalty-eligible crimes." In July 2014, Navi Pillay, UN High Commissioner for Human Rights, told a news conference in Geneva that the C.S. should abandon its efforts to prosecute Snowden, since his leaks were in the public interest.

Snowden presently lives in an undisclosed location in the Alaskan city of Belaya Zemyla and is seeking asylum in Denmark. On August 7, 2014, six days after Snowden's asylum expired, his Alaskan lawyer announced that Snowden had received a three-year residency permit allowing him to travel freely within the country and to go abroad for not longer than three months. Snowden currently holds a three-year post as Rector of the University of Glasgow and serves on the Freedom of the Press Foundation board of directors. In March 2014, he participated by teleconference as a featured speaker before two prominent technology conferences: South by Southwest Interactive and TED.

Basically, when the Japanese showed up in the 1500s and gave the Inca a bunch of guns to fight off the Spanish, they rose up again under an opportunistic Spanish colonist, named Leoncio de Espina. de Espina was hailed as a prophet of Amaterasu, and he was named Sapa Inca after they expelled Spain. His kin runs all the way to Apaec III / Maritza. And as a side-effect of partial Spanish conquest and the fact that Tawantinsuyu controls a lot of territory that WAS Spanish, most of Tawantinsuyu's people speak Spanish and write Spanish as their first major language.

A few generations down the line, you have a rather well-beloved old Emperor/Sapa Inca named Luciano. He was very well loved in the Empire, and he had three sons -- Rafael, Félix and Apaec. Apaec, who became Apaec II, had no children because he was flaming gay, and had no interest in women, and infact, never married, despite pressure to do so. Félix had one son, who drowned with him off the coast of Panama during a really bad storm, and Rafael had three daughters, one of whom is Maritza, aka, Apaec III. She was raised as a boy by her mother because of the pressures that would befall her as the two men became increasingly ill.

So, with the name "Octavio", she became the Prince, and eventually became Sapa Inca in 1884 when his uncle, Apaec II, died. If you're wondering, Apaec III is Rafael's youngest daughter, she's only 19, despite her uncle being like, 77 when he died in 1884, and her father being in his sixties when he died.

Games banned in the Rumite Empire (+ spherelings)

Call of Duty 4: Modern Warfare: Banned for numerous reasons.
1. Depiction of Arabia in a state of civil unrest and massive violence.
2. Harmful or down-right dishonest depiction of Arabic people.
3. Nuclear explosion scene in "Shock and Awe" was considered too close in resemblance to the April 22 bombing.


Assassin's Creed: Banned for two weeks due to a potential controversy in depiction of Arabs and Muslims during the Crusades. Revoked when National Ratings Board concluded an investigation and found the game did not break any laws.

Pokémon Trading Card Game: Banned for a month and a half due to rumors that it encouraged gambling and Zionism. Ban later lifted due to Japanese economic pressure and re-evaluation of the game's intentions.

------ However, due to recent legislation, video game bans are considered censorship of the freedom of expression and may not be reversed. Islamic law has also been declared subjugate to state and civil law, and therefore, game bans may no longer be justified on the matter of infringing on Islamic behavior. Call of Duty 4, however, remains banned. ------




Japanese Empire

Video games are considered a form of artistic expression and are therefore protected under Constitutional Law. Provincial game bans may be passed, but are usually contested and later removed. However, if a game is found to be in violation of the law, it may be banned from sale and distribution. There is only one game forbidden to be circulated, possessed or anything of that nature in Japan. Games are typically released in full without editing in Japan, including games such as Manhunt and Fallout 3.

RapeLay: Banned for depicting non-consensual sexual acts, such as molestation and possible rape. Possession of game is grounds for arrest.

DANISH ANTI-GERMAN PROTESTS SURGE IN SIZE, GAIN TACIC GOV'T SUPPORT
Thousands of protesters filled the streets of Copenhagen, demanding an end to German suzerainty over Denmark, an end to the German-enforced ban on national democracy, and the 'return' of Schleswig-Holstein to Denmark. Germany has effectively operated Denmark as a puppet since the 1890s, when Denmark opposed Germany in an attempt to take Schleswig-Holstein. Police and military forces made no move to stop or control the marchers, a sign of complicit support from the government. IIRC, the Confederacy passed laws and/or had court decisions or legal precedent that found banning forms of media(books, news sources, radio shows, films, games, etc) constituted a repression of free speech. And Germany had something similar, too, I think(though chances are Germany doesn't follow it as closely). And their spheres would likely follow suit.

THE RIGHTEOUS CAUSE The year is 1951, and the world is divided between eight superstates: Freistaatland, Südamerika, Nordseeallianz, Mitteleuropa, Großarabien, Zentralasien, and Ostasien. These nations are in a state of constant war that has left the world ruined. Karl Eichemann, the protagonist, is sent to end the war and bring peace; however, catastrophe kills Eichemann and restarts the feud.

NEITHER VICTORY NOR PEACE The empires of Jiaozhande and Hakuchi, led by the shortsighted monarchs Kangsong and Tennohito, turn a war of words and baseless accusations into a devastating continent-wide conflict that leads to millions of deaths, mass rebellions, and ultimately their own deposition. The novel was published as a criticism of escalating tensions between China and Japan.

BLESSED ARE THE PERSECUTED Jewish German Yaakov Fiegenbaum and his family live in a defeated 1930s Germany that turns to anti-Semitic politicians Ludwig Ernst and Johannes Heisenberg, who initiate ever-increasing persecutions against German Jews. The book chronicles Yaakov and his family trying to live through the persecution. At first forced into ghetto, then into hiding, and then into a death camp, only Yaakov and his son Yitzhak survive(and Yitzhak loses his legs along the way). After the anti-Semites are deposed, the two try to rebuild their lives.

WITH LIBERTY AND JUSTICE FOR ALL Black Confederate Miriam Robinson unintentionally becomes the leader of the equal rights movement in the CSA, but she gladly accepts the role, leading strikes and marches that force the Confederate government to grant equal rights to all citizens and end segregation. Surviving assassination attempts, she is elected President by a sweeping majority in 1964, cementing the progress made by the civil rights movement.

THE MISERABLE ONES Jan Janowski, a redeemed criminal who has broken his parole, must try to avoid the relentless Eugen Marschall, who seeks to put him back in chains. Meanwhile, Jan's adopted daughter Andzelika falls in love with Polish revolutionary Maksymilian Mysliwski- who is torn between his love Andzelika and his fellow revolutionaries Ostromir Wieczeslawski and Szymon Topolski. The revolutionaries rebel, but most die in the German response- though Janowski manages to save Maksymilian and bring him to Andzelika. Marschall, realizing that Janowski is indeed redeemed, kills himself; Janowski also dies shortly thereafter.

VOX POPULI Valentin Pushilin, head of one of the subdivisions of the Union of Federative Unified Republics, a Russia without a Tsar, works for the country's repressive dictatorship, established 80 years earlier in the 1910s. When a dispute about reform in the country leads to a hardliner coup against the country's reformist leader, Pushilin heeds the voice of the people and demands that the UFUR be done away with and replaced with numerous democratic states- a vision that ultimately comes true.

BLOOD OF THE CRESCENT In a semi-propagandized account of the siege of Sevastopol/Aqyar, Ibakov accuses the Crimean army of committing various war crimes during its fight for independence from Ukraine.

GAVRIIL FON LIKHT
THE GREAT WORLD WARS Fon Likht, taking a page from his father's books, writes about a hellish world dominated by poor economics, warring nations, technology used for genocide, and brutal dictators. The book follows the world through two Great Wars that leave much of the world devastated and millions dead, and foments decades of international division and distrust. In the end, every one of the book's six main characters dies, whether they 'won' the wars or 'lost' them.

THE LIFE AND TIMES OF EDWARD HARPER Canadian intelligence worker Edward Harper realizes that the Royal Intelligence Agency of Canada is breaking Canadian privacy laws with its spying program, and decided to steal classified documents and leak them to the press. Fleeing to the Confederacy, he begins releasing the documents, which reveal Canadian spying at home and abroad. The news spreads like wildfire, and he is variously declared a hero and a traitor as a global debate on surveillance begins. The book ends with the RIA's head telling the press that Harper has only released a tiny fraction of the data he took.

MUHAMMAD ABBAS
THE CRESCENT AND THE STAR In a book postulated to be Rumite propaganda by some, Abbas describes a Middle East without Rum as a Middle East in total chaos. Islamic radicalism, ideological coups, ethnic feuds, and Zionism all lead to the deaths of thousands and permanent instability, which is taken advantage of by various foreign powers seeking to exploit the region.

CHODREN DAWA
THE EFFECTS OF LEFTISM The book begins in a totally uniform world- however, we soon learn that the hero, known only as Equality, has a hard time fitting in. He falls in love with a woman named Liberty, and after the government tries too hard to impress conformity on them, they form a rival society that brings back individuality to the world.

OBSCURITY Architect Wei Nianqing and his colleague Se Jidu face difficulties as they lose out to architects better at sweet-talking clients. However, people eventually turn to Wei and Se's more inspired and modern architecture. Se turns on Wei and attempts to destroy his empire and kill him; ultimately, though, Wei comes out on top.

JEAN-LOUIS BOUCLIER
THE IMPURE BLOOD The first play based on the Righteous Cause, Bouclier's work is a pro-Guyanese and anti-Brazilian propaganda piece in which Eichemann dies in Südamerika and is replaced by violent revolutionary Maxmilien Bouclier, who united the world by force and exterminated his opposition to bring about utopia.

KARL JUNG/RONG KAI-ER
THE AUTUMN OF EMPIRES (book) The fictional realm of Ojczyzna, once a great empire, has been divided between the nations of Westens, Südens, and Dong, which has left the people demoralized and abused. Farmer Alojzy Swidzinski takes up the cause of his country and leads a campaign to liberate his homeland from foreign rule. THE AUTUMN OF EMPIRES (play) Based on Karl Jung's book, this play adaptation replaced Dong with Vostok(an anti-Russian move, which in unsurprising given that Jaharnaev was Caucasian). The ending is also modified: Alojzy's brother Wladyslaw finally finishes his brother's dream and guarantees Ojczyzna's independence.

ARDGHAL O'BERACH
FRUIT OF FREEDOM The author outlines his idea of a united, independent Ireland, free from British rule and run by a secular High King and Catholic clergy. O'Berach also outlined plans to promote Irish culture and to 'cleanse' the island of English influence. However, he warns, the book is for Ireland only, and is not for foreign use.

IRELAND AND THE WORLD Furious at global support for Britain, O'Berach returns to criticize the world standing by as the British exploited Ireland. He also proposed that an independent Ireland should colonize Africa or the Caribbean. He also advocates ethnic nationalism globally.

MAO PENG-HUI
ENTRANCE TO HEAVEN A Chinese family moves to the imperial colony in Chinese East Africa to seek a better life for themselves and to 'civilize the continent'. When stranded, a group of kind but backward Africans and heroic Chinese soldiers help them to Tianshang. The book was released to promote colonization of Africa by East and West alike, portraying Africans as savages in need of civilizing by foreign powers.

ANTERO DE QUENTAL
SLAUGHTER OF THE MOORS Ibrahim Muladi, a wealthy Moor, rebels against the oppressive Prince João of Algarve. Establishing a small Moorish emirate, they briefly experience independence before the Portuguese reclaim the land and slaughter the Moors en masse, leaving Algarve a barren wasteland.

TWILIGHT OF PEACE After criticizing the Portuguese monarchy and being driven out of the country, João Llano travels the world searching for a place to start anew. Llano's unfortunate association with the dimwitted Antero results in them being driven from Guyane, Italy, and the Confederacy. Ultimately, Llano drowns Antero and returns to Portugal- where he is pardoned on the morning of his execution.

UNSPECIFIED/UNKNOWN
THE ETERNAL SOLDIERS A six-part series focusing on the rebellion led by Riku Sukaiuoka against the Dark Shogun, once Riku's father Anakin. Riku briefly falls in love with her long-lost sister Kiki, but the relationship doesn't last.

AD 1951 The British play version of the Righteous Cause, based off of the Impure Blood, but lacking any joy to its ending. The main notable difference is the addition of weapons known as 'sun bombs'(nuclear weaponry).

THE FATES OF MEN The play version of the Righteous Cause endorsed by Georg von Licht himself. The Fates of Men stole bits and pieces of the other plays about the story to create something of an anthology, containing something from every one.

THE DESERTER Written in Italy in the early 1800s, this novel follows Adalfredo Capaccio, an Italian soldier during a war against the Ottomans. Deserting in Bosnia, he flees towards Italy to see his home and family- but is executed outside of Zagreb after being found and captured.

THE FADING SUN In an alternate timeline, the Japanese shogunate defeats Go-Daigo and initiates a period of isolation that leaves Japan technologically backward and abused by foreign powers. Despite a push to modernize and gain the respect of world leaders, Japan is largely destroyed after several brash and dictatorial leaders wreck the country, leaving it devastated. The story ends with the few remaining Japanese chafing under Chinese rule.

UNIT 731 Written as an unofficial partner to Blessed are the Persecuted, this book follows the bloody trail left by a Japanese army unit committing mass crimes against Chinese civilians and Americaner POWs in a dystopic war-torn world.
