Typically, delegates are sent. Heads of state or government are not present for usual meetings, though on special occasions they may show up to make speeches and such.

Pakistan is also developing it's first Nuclear Submarine, which will take about half a decade to see operational. It is likely to be a direct response to the Indian development of a Nuclear Sub.

Describe the Government system: Pakistan is a democratic parliamentary Islamic republic, with a notably divided government. The President of Pakistan serves in an almost entirely ceremonial role, to the point where the Prime Minister serves as chief Executive of the government. The Prime Minister holds very significant sway over the government of Pakistan, including even military appointments. The Prime Minister is elected every five years by the National Assembly, which itself is elected by popular vote. While the Prime Minister holds significant sway, the military and the PIC (Pakistan Intelligence Community) tend to drift in their own directions.
Describe the economy: Pakistan is a rapidly developing country and is one of the Next Eleven, the eleven countries that, along with the BRICs, have a high potential to become the world's largest economies in the 21st century. However, after decades of war and social instability, as of 2013, serious deficiencies in basic services such as railway transportation and electric power generation had developed. The economy is semi-industrialized, with centres of growth along the Indus River. The diversified economies of Karachi and Punjab's urban centres coexist with less developed areas in other parts of the country. Pakistan's estimated nominal GDP as of 2011 is US$202 billion. The GDP by PPP is US$488.6 billion. The estimated nominal per capita GDP is US$1,197, GDP (PPP) per capita is US$2,851 (international dollars), and debt-to-GDP ratio is 55.5%. A 2010 report by RAD-AID positioned Pakistan's economy at 27th largest in the world by purchasing power and 45th largest in absolute dollars. It is South Asia's second largest economy, representing about 15 percent of regional GDP.
Describe the state of Foreign Affairs: Pakistan is the second largest Muslim country (after Indonesia), and its status as a declared nuclear power, being the only Islamic nation to have that status, plays a part in its international role. Pakistan has a fierce independent foreign policy, especially when it comes to issues such as development of nuclear weapons, construction of nuclear reactors, foreign military purchases and other issues that are vital to its national interests. Pakistan has managed to maintain great relations with China and at the same time friendly ones with the United States. The US declared Pakistan a Non-NATO ally in the war on terror.

However, relations with India are very sour. There have been four past wars, the most recent in 1999. China has historically gladly supported Pakistan, perhaps as a way to fight India's rise to power in Asia. The western world has typically sided with India. The largest dispute between India and Pakistan is the control of Jammu and Kashmir. Both nations administer a portion of the land, both claim all of it. Three of the four wars between India and Pakistan have reportedly regarded to Jammu and Kashmir. Along with Pakistani and Indian influences, China controls a portion of the province which was ceeded to it in 1969, however Chinese administration of the territory isn't recognized. To make things even more complicated, there are rebel factions in Kashmir that seek independence from all other nations.
Describe the state of the nation internally: Pakistan is developing quickly, and is one of the more stable nations of West Asia. However, Islamist Organizations have strong footholds in Pakistan and threaten the safety of the nation. The population is strongly nationalist, as is the government. The internal division of the government causes many problems for Pakistan and creates holes for external threats to succeed. In short, Pakistan is a nation with huge potential, it simply isn't achieving it.

Just saying, Iran was the first country to recognise Pakistan. Pakistan supported Iran in the Iran-Iraq war. Iran supported Pakistan in its conflicts.
