I still haven't figured out where my character would come from. Anyplace cold still exist? Siberia, for example?

Finland is cold. So is Canada. Norway. Ukraine.

Description: The UK is where a lot of the world's culture has come from. They tend to note this. Often. And sarcastically. Of course, they feel guilty whenever they go read a history book, so there's that. The United Kingdom has been drastically affected and changed by the age of magic.

Changes since magic was revealed: The UK is the country that houses Elfen High, which is located in Norfolk. The UK tended to be ambivalent or mildly supportive of the school...then the Abrahamic War happened. London was teleported straight to Hell, whereupon it suffered the fate of Cairo but at an even greater level. London was absolutely destroyed and the royal family was nearly slaughtered. William dropped his line to the throne out of trauma, his wife and son agreeing. Prince Harry became King Harry and the government decided to move out of the rubble of London to Edinburgh, which is now the capitol of the UK and the financial centre.

The United Kingdom is nowhere near as powerful or influential as it once was, the destruction of London causing widespread poverty and anger against the supernatural and magical world. The media also began to take a negative stance on Elfen High, until Taka-Jameson and the ISSR started to fund the UK back to a suitable state.

Today, the UK remains a shadow of its former power, but is still a notable voice in European affairs and holds a sizeable colony in Hell.
