We will sell the requested planes to you, however, first, we require a non-aggression pact as we are requiring with all other nations purchasing materiel from us. If this is agreed to, we will sell the airplanes at a more discounter price than normal as well as provide transportation. Otherwise, we will be unwilling to part with them.

To Japan,
The pact seems a bit loose. We will agree to aid Japan in any situation where mainland Japan is threatened, but not any of the oversea colonies and territories, as they are a bit unstable and some are in active conflict or rebellion. In return, we will only expect the same; that Japan aids in any situation where the mainland USA is threatened, or any of its states, but not protectorates or external territories.

Germans threatening Poles war Danzig. Soviet troops moving to border. Molotov-Ribbentrop pact may have had an extra clause. Soviet and Germans v Poles. Yugoslavians Neutral, British trying to maintain Neutrality, Norwegians trying to be ((hipsters)) neutral but condemning Germans. How should we proceed?
We will try to maintain our neutrality for the moment, but we must make sure that neutrality is not ignored.
