The USA is willing to sell weaponry and give industrial help to nations that request it. However, in return, that nation must sign a non-aggression pact against the USA. If it is done, various positive things will be done for the country in question; help industrializing, the allowance to purchase weaponry, investment opportunities, lowered tariffs and various others things are among the offered.

We do not "own" the Philippines, so we cannot sell them to you. We do, however, have a lot of influence over them. In any case, we are unwilling to part with them and regret to inform you that the deal is not possible.
