An Age of Imperialism
While Europe begins to feel the last tremors of radicalism die down, a report arrives from a trading vessel on a far-flung voyage. Across the briny foam, the riches of Asia and Africa beckon. Nationalism is on the rise, as long-oppressed minorities witness for the first time that their masters have weaknesses. The world's leaders, equipped with the deadliest weaponry mankind has been able to produce thus far, prepare to forge a grand legacy for their people, and establish everlasting fame, while other nations prepare to take their place on the world stage. Maestro, choose your instrument carefully, and play on.
Guidelines
1. No godmodding, metagaming, or otherwise exploiting unfair advantages to establish total dominance in IC.
2. Respect other people, and solve issues peacefully.
3. Stay active, and enjoy. Just don't be a douche, basically.
How this is going to go down:
In Birth of Empires, the basis of diplomacy and policy will be based off of a ranking system that will categorize players in accordance to their colonial and industrial strength. Military strength is not factored in on your category, but will play a part later on. There will be four categories that nations will be fit in to: Great Powers, Secondary Powers, Civilized, and Uncivilized nations. These categories are not permanent, and nations may shift from one category to another throughout its existence.
Great Powers: Great Powers are the strongest industrial and colonial powers on the earth. Great Powers have either established a world-wide influence via a strong network of colonies, or have created total hegemony over their geographical area. Through territorial dominance, these nations have been able to draw in enough resources to build an unrivaled industrial base that makes them the highest exporter of manufactured goods. Great Powers generally come from Europe and Western Asia, and may have Spheres of Influence (see below) and colonies. Maximum of three/four.
Secondary Powers: Secondary Powers have distinguished themselves as nations worthy of merit, and through territorial expansion or colonization, have become rather self-sufficient. Industry is on the up, and things couldn't be looking better. Unless you are a Great power turned second-rate nation-state. In that case, things are probably quite bleak. Secondary Powers are often regional powerhouses, and can come from anywhere in the globe, but primarily come from Europe and the New World, possibly East Asia. May have colonies, and smaller spheres of influence. Maximum of five/six.
Civilized Nations: Civilized Nations are the bulk of the world's sovereign states. Perhaps they were once-great empires now fallen into obscurity, or only recently escaped from the yolk of foreign oppression. Either way, civilized nations are generally dependent on their larger, stronger neighbors for industrial goods and raw materials they may lack access to. Civilized nations can be subject to spheres of influence, and can only possess minor, closer-to-home colonies and cannot establish large overseas empires on their own.
Uncivilized Nations: These barbarous collection of "governments" can barely be called nations by any refined, civilized state. Lacking any major industry or modern military technology, uncivilized nations are in a constant struggle to survive against the tidal wave of imperialism and Western influences. Uncivilized nations must Westernize, or modernize, in order to build a modern industrial base and establish a modern army. Most Asian, African, and Middle-eastern states will begin as uncivilized nations, and will have to Westernize.
Spheres of Influence
An important part of maintaining your position on the world stage as a Great Power, or ensuring your sovereignty as a civilized or uncivilized state, is the Spheres of Influence. Each Great Power will be able to establish a Sphere, in which a country influences other less-powerful governments to support its senior country in foreign affairs, and trade within its senior country's market. Spheres of Influence can be expanded diplomatically, or by force/intimidation. If two countries both contest the same country for their respective Spheres, it is very possible for conflict to break out. Nations within a sphere of a parent country are not obligated to form alliances with said country, but the senior country is expected to defend the nations within its Sphere from aggression. If it does not, then this will be seen as a dishonorable act, and nations within said country's sphere can leave if they choose to.
In order for an uncivilized nation to Westernize, it will need to be within the sphere of a Great Power, steadily import foreign goods, and make the decision to accept Western influence within their nation. This can have a disastrous effect, as a period of severe instability will always follow. If an uncivilized nation is not careful, it could collapse in its attempt to Westernize and become a de-facto puppet state of its Sphere owner. Also, civilized and uncivilized nations in spheres will most likely import the large bulk of its military arms from its Sphere owner, and will be less enabled to produce weapon designs of their own.
Point System
You get 55 points. Spend them however you like in any of the following categories. If your population is over 100 million, you only get 50 points. If it's over 150 million, you only get 45; if it's over 200 million, you only get 40; and if it's any higher than 300 million, you only get 30 points. For the love of god, people, be reasonable with your populations.
-Industry: Your nation's capacity to produce important things like cars, ships, and airplanes. Out of 20 max.
-Agriculture: Your nation's capacity to grow food. Environment determines growing options. Out of 18 max.
-Infrastructure: Your nation's level of development, including highways, railroads, telephone service, etc. Out of 15 max.
-Happiness: Your citizens' satisfaction with your government. Is not affected by government type. Out of 10 max.
-Corruption: Your government's level of efficiency. Contributes to whether or not you can have a coup d'etat. Out of 5 max.
-Conscription: Your military's size. Each point in this category is +0.25% of your population. Out of 12 max.
-Training: Your military's level of training. Out of 15 max.
-Equipment: Your standard equipment (helmets, boots, winter gear, etc.) quality for your military. Out of 5 max.
