After-World: A Post-Nuclear Nation Simulator (OOC, Open)

In short, this thread will be a post-nuclear role play centred around the varied and unique governments that would arise after a global nuclear apocalypse.
Introduction
The year is 2428. For the last 300 years, humanity has crawled from its bunkers and began to rebuild itself after a global nuclear apocalypse. After the initial century in hiding and the long struggle to re-conquer the surface in the face of radiation, mutants and tribals, has ended, and in parts of the world were man still lives, and the land is still liveable, governing bodies have grown from smaller organisations into true rulers of their domains. Now, the governments of this new world will explore, expand and conquer the lands around them, to expand resources and power.
So essentially, you will have to form a post-nuclear government of your own design. The world is filled with advanced, retro-futuristic technology and mutated men and creatures. Whilst your government can be a continuation of a pre-war organisation, you will not be allowed to play as a surviving pre-war government. The geographical setting will be in the continental United States, Canada, Alaska and Mexico. Each government should only have an area equivalent to 1-3 states. Bigger governments will generally be harder to run as the government will be more stretched in its operations against internal threats.

The total population of the map is 2.5 million, considering the pre-war population would be ~500 million. Only at most 15% would be eligible for military service unless under special circumstances. Populations will be fairly level geographically, considering cities would be hit hardest by the bombs.

Territory does not have to strictly follow state lines. Rivers and mountains can make good boundaries. Please keep territory reasonable.
