could we post an app for a Group of Batman villains that only ever act as a group, or would we have to choose only one and just role with it?
Because sometimes even national leaders just want to hang out

Then again when we see it in Arkham Knight when a group of villains lead by Scarecrow tries to take down both the Batman and Gotham. It's arguable that villains will try to kill Batman as a group when they're pressured into a corner together. The only issue is each villain is going to have a certain goal. Unless they find common ground, it will be difficult to form a group together and it'll come down to killing each other off.
Possibly a plausible solution, is something similar to the Injustice Syndicate that appears in alternative realities where the Justice League is Evil and the Villains are the good guys.

Born in America, as a child all until his adulthood before entering military service he acts normal in front of his family when in truth he is a ruthless person with the sense of justice, which served to be modified when he entered military service. As part of the military, he went into Iraq and Afghanistan as part of the US military, before returning to the soil of America as a Lieutenant Colonel. His backgrounds of occasionally enacted justice and order as he saw as fit.
He was approached by Amanda Waller, and began to worked for her on black ops operations, usually with squads. He also one of the people who was involved in overseeing the creation of Suicide Squad, and he himself was part of the Squad once, before enduring experiment which increased his strength and durability. After the experiment finished, his new task is to oversee the government's attempt to reform Gotham into a safe haven for civilians and to do that, the extreme sense of order will be established under the guidance of the government of USA.

Probably. Even though Zero knows Suicide Squad and his members and he's only joining for one operation, he should knows about all of the members but not very close, and then after the operation he joined for once ended he acted alongside Waller as the overseers, assisting her.

While other kids in his home town were either becoming sharpshooter's with guns or cruising in amazing cars, Michael was practicing with his bow. He was a prodigy, winning adult competitions at the age of 10. Michael joined the military at the age of 18, becoming an assassin for the US Armed Forces. He took the codename "Dark Valor" and fought until his 30th birthday, when he retired. He recently moved to Gotham.
