It is an emergency meeting called by a member in which the community (the Commonwealth in this case) gathers to study the crisis and take decisions. Also, as I mentioned before, a precedent in Real Life is for instance the EU meeting called to decide if Russia would get sanctions or not. Russia was not invited, only member nations were present.
