Regardless of when we start, we won't be getting anywhere without advertisement. I suggest starting after Novemeber so the ad can be published in the Fall NS Improviser, and furthermore that other efforts be made to engage people in the interest of the Senate. English Common Law makes a lot more sense if the location is say, Vestmark. Aurentina on the other hand, Civil Law made more sense due to it's history.

Regardless, the law type should reflect the location and culture of the nation we will be using.
