I disagree with this motion. This august body should avoid popular movements, arguments based in pathos, and knee-jerk reactions. Bills should remain in their queue as is.
However, should I be overruled, I propose the number of Senators required for this be pushed to 15, to avoid a party attempting to rush a bill through.

An abstention vote is a mild nay, because it dilutes the vote and makes it more difficult for things to pass but doesn't specifically count against. It's more of a "I don't know/I'm not sure what to vote" while not voting at all is "I don't care."
