There are also liberations, which are arguably the most tangibly impactful one.

I seriously doubt that’s a possibility that’s ever been discussed. That would mean the website was dead and therefore it wouldn’t matter anyway. That being said, if I had to guess, it would fail.

Resolutions are defeated in ties (which I would imagine includes 0-0).

In addition to the actions that I see you' have already taken, you could remove their [absentee] Delegate from office. Otherwise, you now seem to have things sorted-out OK.

Why can’t the General Assembly (GA) be named in the Security Council (SC) and vice versa?
Except of course for commendations for GenSec members like Imperium Anglorum.

The General Assembly can be named in the Security Council and its proposals.

Why the Security Council cannot be named in General Assembly resolutions is a question you should direct at the General Assembly Secretariat (in the General Assembly forum), as it's them that made that decision.

Would a resolution codifying war crimes be a. a Security Council resolution and b. a Declaration? Also, is there a resolution that does that?

Probably no and no. Declaration are statements of opinion - if you want to codify something you most likely want the GA.

A declaration codifying various R/D practices as some sort of 'rules of engagement' which would then extend to 'war crimes' could be very interesting and would fit very well with the theme and intent of the SC.

A resolution codifying RP war crimes probably be written to make it legal but would fit much less well with the theme of the SC; the GA has probably already passed legislation on most RP war crimes, making it less unique/interesting of a proposal.

Either way, remember that declarations cannot be binding though.

It's considered good taste to ask the nominee whether they want a c/c. Does this apply to regions as well?

It's an idiotic "tradition" if you ask me. Why someone or something should be consulted as to whether they are being commended or condemned should have zero bearing on whether the international community believes they should be, and in my opinion shatters the fourth wall.

Looking at the sorry state that is the Security Council forum, with ten locked threads, why doesn't this forum have a thread for joke proposals like the GA? These proposals at best spam and at worst flamebait.

It's a deliberate choice. Some people genuinely try to pass proposals that are funny - they need their own thread. Some proposals that are joke ones and not intended to be passed are nonetheless funny and worthy enough to get appreciation in their own thread. Some are crappy and not really funny but not disruptive, so aren't really a problem if they have a thread. The SC has just has a spate of really shitty ones recently from Northumbria, his Watermelon fanboy, and some low-level Lardyland trolls. They're spammy, at times baity, and disruptive, and that's why they got locked. There's not a problem that requires a megathread - they'd still be spammy, disruptive and require mod action there - and it loses the benefits of actual funny proposals.

Or put another way - I don't want authors to feel humour in the SC has to be confined to one thread.

More to commends, people getting condemned sometimes do NOT want them, which is fine, good even.
