I understand the humor of his actions, and feel this adds to the humor,inform anyone who didn't already know, and serve as a nice reminder of this hilarious day in NS history. I am not really angry at Durkadurkiranistan, and asked him if he would be opposed to this prior to writing. He indicated he was not. With this in mind...

Recognizing Durkadurkiranistan’s five month reign as World Assembly Delegate of The North Pacific,

Acknowledging that Durkadurkiranistan represented and lead The North Pacific in a democratic and fair way,

Asserting that World Assembly Delegates have the right to use their power to eject nations from a region,

Further asserting that Delegates have the responsibility to use that power sparingly and when the target deserves ejection,

Observing Durkadurkiranistan’s term as delegate was coming to an end on March 2, 2010,

Shocked by Durkadurkiranistan’s ejection of @@@@ nations from The North Pacific, the largest mass ejection in NationStates history,

All the while giggling immaturely at the hilarity of Durkadurkiranistan’s actions,

Hereby condemns Durkadurkiranistan

It seems to me to be more fitting to propose a less serious condemnation than a commendation. Though yes, a commendation is possible. If public opinion appears to favor a commendation it can be reworded fairly easily. And as I said, I asked Durk first.
