I think you need to read the rules of the forum. The Security Council can't shut down any region or group. We can only commend/condemn nations and regions as well as liberate (remove delegate-imposed passwords) regions.

I noticed that you haven't changed your wfe back yet. If you check out this dispatch, you'll find a few tools to help you recover your wfe and flag, as well as an explanation of how to restore your region to its pre-tag raid form.

Hydra has a forum embassy with TCB, we wouldn't raid it.

1) TCB is a raider region. No raider region in the current climate is going to touch it.

2) HYDRA is going to be absorbed by The Black Hawks. They're going to shut down without our help.

The Security Council does not shut regions down. It commends, condemns and liberates. First two get a shiny badge, third gets delegate imposed passwords removed and a shiny badge.
