Ok, first things first go and read the rules about SC proposals. You have one glaring illegality for a start. Then go and read some successful commendations and see the amount of detail that is in them.

Following that do a rewrite top to bottom.

The good thing is that you posted here before submitting.

Someone wants to commend hydra? ....I don't know how to feel about this but it feels wrong. Like dipping a chocolate chip cookie in tooth paste instead of milk.

I did say it was a good thing that he posted here before submitting. Admittedly I was a little brusque but I was short on time.

Hydra have done absolutely nothing of note to be even worthy of consideration (for either a condemnation or commendation) by the Security Council. One day, perhaps.
