A resolution to express shock and dismay at a nation or region.

Description: The Security Council:

Acknowledging that The Black Hawks have previously been condemned by this Security Council through resolution SC#52, but further noting that The Black Hawks have perpetrated many crimes against interregional peace and goodwill since passage of SC#52, and SC#52 does not comprehensively address the historical significance of The Black Hawks' offenses;

Recognizing, much to the shock and dismay of this Security Council, that The Black Hawks have a history spanning more than a decade, are ranked among the oldest raider regions in the world, and are among the even fewer number of raider regions that have remained in continuous operation for such a long period of time;

Noting with alarm that The Black Hawks are considered by many regions and nations to be a respectable raider region, due to being of a higher caliber in leadership and technique than many other notorious raider regions that have risen and fallen over the years, despite their long history of arbitrarily invading other regions and engaging in extreme and destructive tactics;

Recalling the following reprehensible offenses against interregional peace and goodwill The Black Hawks have committed over the course of their long history:

  • Invasions and long-term occupations that are always disruptive and frequently destructive in intent and execution, and which are often accomplished by gaining the trust of native nations and evading the detection of defender nations through deception and stealth, including the following invasions and many others: Vlaanderen, Islam, Yorkshire, Capitalist Paradise, Catholic, Eastern Islands of Dharma, Hippiedom, Hell, South Pacific, Warhammer 40000, Furry Federation, Canada, Coalition of Catholic States, Equestria, Middle Earth, Latinoamerica, Shadow Proclamation, Antarctica, and The North American Union;
  • Numerous invasions involving forcible border closure and exile of native nations, giving The Black Hawks an odious history of provoking liberation resolutions passed by this Security Council, including liberation resolutions passed to end border closure in the following regions: Catholic (SC#80), Hippiedom (SC#99), and South Pacific (SC#108);
  • Support for the 2013 coup d'etat perpetrated against The South Pacific by the rogue Delegate Milograd, including in-depth assistance by Mallorea and Riva in the purging of thousands of innocent native nations from the region;
  • Successful infiltration of Osiris from 2011-2013 by Lemon Love, a nation administered by a puppet regime under the control of Jakker, for the purpose of committing acts of espionage and subversion against Osiris and, in 2013, an unsuccessful attempt at perpetrating a coup d'etat against Osiris;
  • To commemorate the tenth anniversary of The Black Hawks in 2015, creation of RaiderCon, which has become an annual event to unite the raider world in celebration of acts of wanton invasion against innocent regions and their native nations, and to induct infamous raider nations into a so-called Raider Hall of Fame to celebrate their acts of aggression and subversion against other regions' self-determination;

Suggestions are welcome. Specifically, I'm focusing on post-2011 occupations in the first bullet point clause, but I'm just about certain I don't even have a comprehensive list of those despite having done quite a bit of research. If anyone remembers occupations I'm missing, do let me know.

The Legion both raids and defends regions, under various circumstances, according to Osiris' regional interests. In this case, Osiris has no particular attachment to Laissez Faireholm that would outweigh the interest of cooperation with The Black Hawks. TBH has been friendly with Osiris since 2014, so the Legion is happy to join their raid in Laissez Faireholm. Their infiltration efforts in Osiris occurred years ago and under very different circumstances (i.e., Osiris was very defender-leaning at the time, with a succession of four Delegates from the UDL over the course of two years).

This condemnation proposal isn't being made on behalf of Osiris; it's a personal endeavor undertaken not because I personally find TBH reprehensible, but because I want to see their condemnation replaced with a better quality condemnation. That requires speaking in RP language of how awful they are from an RP perspective.

If you're referring to the raid where Avir was point, that was a DEN raid with TBH support. An important difference.

Given the comments in the thread for my repeal draft, I have decided to work on this draft as a stand-alone draft rather than a replacement for SC#52. I believe The Black Hawks' uniquely long and active history of raiding merits two condemnations.

Not sure if you want to include more regions here but we've also hit Japan, Sapphire, and the Proletariat Coalition, all towards the end of my tenure there. You could also include the runs to stomp out delegacy streaks, including the operations in Texas, Smallballia, and countless others that I can't remember.

Is this a condemnation or a commendation? With language like..

.. It's hard to tell. This badge of (dis)honor has whipped cream and cherries on top of it. Repealing the first one is one thing, but this one can barely avoid gushing over TBH's accomplishments. The language isn't really condemnatory at all.

And Lemuria, Ohio, and FurNation as well. We have basically been responsible for knocking off nearly all the major delegate streaks in recent history.

The Vlaanderen raid was TBR. Unless you don't mean the December 2011 raid that pulled myself and Ravania into defending, but a different, less significant one...

I think you might need to repeal SC#52 before you can attempt to submit this so you're not duplicating.

Neither. I've been busy in real life lately and only have time for my regional government responsibilities in Osiris, so I haven't been doing any work on this. When I do, I'll be taking that as well as other suggestions into account.
