There are arbitrary standards that have been developed over the time of the SC similar to the GA. I would not say that those standards are necessarily bad or limiting. Personally, I'm not a fan of repeals for the sake of resolution quality. Standards have changed. However, clearly people agree that this resolution is worthy of being repealed.
I would say that SC is GP biased because that's what it has developed into. I would argue also that Commend Kandarin is not very well written, but that would have no chance of being repealed because the SC is controlled by GPers and Kandy did a lot in GP among other things. The system is biased. Most SC authors are players who are primarily GPers nowadays. While that isn't ideal, the only real way is for other players to take the time to recognize other achievements as Cormac said.
