Allow regions to adopt a policy of neutrality

A region, and possibly a nation, should have the right to declare total neutrality. This means that regions dedicated to invading other regions and throwing out its residents should be banned from entering these regions. This also means that those neutral regions cannot take part in the NS invasion game ever.
Neutral individual nations must not be ejected from their regions if their region is invaded.
This has to be the greatest political phrase ever uttered in the history of human civilization:

Would your delegate not be able to eject troublemakers then?
A password and/or a non-executive delegacy would suffice.

Regions can already declare their neutrality. All you need is an active executive founder present within the region and a non-executive delegate.

Also, this is not what the Security Council is for. Discussion over game mechanics belongs in the Gameplay Forum and new technical change suggestions belong in Technical.

Under that logic, TBR is nuetral :P
On the topic, nuetrality, raider, and defender are all mindsets not set by a button in the region controls, and only count as long as all parties involved respect the decision. The closest the game comes to representing these is tags for the region, the rest is decided by players. The ability to make a delegate nonexecutive and password are the only defenses you can have gamewise.

I thought that the "staying out of GP" would be implied in "neutrality", but I guess not.

Does it really make that much of a difference to you?? Sad.
What I wanted to do was have a proposal where regions can declare neutrality. I don't mean locking their region.
