It's decent as far as Commends go, but I tend to only vote for Commendations or Condemnations that show an extraordinary nation. This seems more like well-executed common courtesy. The fact that "NOTING that Lazzarania has used a message from his RMB in the SC forum where there is a proposal for his condemnation" is good, because I can't see any reason for a condemnation, but this is awfully skimpy.

Go read the rules and find out. I've no intent to help with this joke of proposal, especially after the conduct displayed by the target nation in the proposal to condemn said nation.

Description: ACKNOWLEDGING that Lazzarania no longer had the time to devote to the ongoing success of the region, so Lazzarania has chosen to close it down in an orderly fashion,

RECOGNIZING that all of the former residents fully understand it was Lazzarnia's decision entirely to make, and are now all happily settled elsewhere,

FURTHER acknowledging that Lazzarania has chosen to close down The Royal Alliance’s regional message board so the agitators have no way of taking his words out-of-context and using them in their peurile lies.

NOTING that Lazzarania has used a message to fight the injustice that is Lazzarania's condemnation,

UNDERSTANDING that Lazzarania is in fact the founder of The Royal Alliance and retains the ability and the right to remove residents and suppress entries in the regional message board,

FURTHER UNDERSTANDING that Lazzarania did not oppose any of the former residents moving to Conservadom and in fact gave the residents a multiple choice by alerting them to the existence of brilliant region called 10000 Islands, where the Founder was prepared to welcome RA members with open arms,

THANKFUL that Lazzarania took the option to ensure all residents were placed out of harm's way, rather than subjecting them to a region
with a Founder who would prove to be inactive due to personal reasons,

REMINDED that the nation of Lazzarania has had a history of benignity and care for all his residents, and was greatly admired for his strong leadership and no nonsense attitude towards all those who sought The Royal Alliance's destruction,

You can't refer to Lazz as a player. The red words do so, and it is possible I missed some. I just skimmed it. This has some grammar problems and is very unclear at times. I suggest rereading each line and stopping to think about what it says, if it is clear, and if it alone is a good reason to commend Lazz.

Regardless of any edits or fixes, I will be voting against this.

Nope, your proposal in-game resolution uses the word 'his' 3 times, and will definitely be deleted if it gets close to going to vote. The 'is a genius' thing is less clear but IMO definitely illegal though I'm not a mod. Plus there is still the random line break, incorrect punctuation at the end of the line, and confusing wording/grammar.
