This proposal is to "liberate" the region I reside in. However, my region does not have a password and, per the rules for when a liberation should be used, the proposal is not legal.

There aren't any rules on "when a liberation should be used". It's not illegal to try to Liberate a region that doesn't have a password.

The fact they were DEAT'd means they were running a significant amount of multies I would assume?

Players using multis to actively cheat, whether mass multis for raiding or defending a region; posting proposals; or repeat multis who've been banned once already; are held to a higher standard than the kids who just want to be Delegate in their own founded regions and didn't pay attention to the rules. The former get deleted, the latter just get banned.

Deliberate mass multi cheater repeaters ... well, we've got special tools for them too.
