There isn't a rule against poorly formatted and poorly written but otherwise legal proposals. Moreover, a quick skim of the proposal in question doesn't reveal anything illegal.

And Rule 4d states that proposals must be written from the perspective of the World Assembly. This one, despite its poorly written and poorly formatted form, does indeed appear to be written from the perspective of the WA.

Nope, that's been done before.

HOWEVER, it is illegal because you're not allowed to link to the forum in WA proposals.

Nope, that's been done before.

I believe it falls under Rule 4c, but TBH the SC rules aren't my specialty.
