Because four different authors decided they would like to try to repeal it. There's no rule against multiple, simultaneous attempts at a common resolution - as long as they're legal they're fine.

Yes, but I was referring to their proposed idea of splitting The Invaders into two different regions. Why would we do that? It would be a hassle to actually do, and the two new regions would just work together as a single region anyways.
