OPEN ANNOUNCEMENT

Dear Sirs, Madams,

The Grand Duchy of Van Luxemburg is a nation that tries to uphold it’s diplomatic contacts, and indeed encourages the establishment of foreign embassies in it’s capital city, Luxembourg. As one may know, Luxembourg is the city of palaces and villas, and therefore, the Ministry of Foreign Affairs has acquired quite a few prestigious properties that will serve as embassies for foreign nations.

We take the utmost of care in providing you the best embassy building possible, and we, as the Ministry of Foreign Affairs, will always stand by your side to fulfil the embassy and the ambassadors’ needs. While we hope that embassies can operate independently after a few months, the first months after arrival in Van Luxemburg you will be completely assisted by the Ministry of Foreign Affairs, if requested, to ensure the integration in Van Luxemburger society will go smoothly.

In Van Luxemburg, embassy security will mostly be the task of the security forces present in Luxembourg. This means that we would like to keep the amount of foreign armed troops low. We ask you to understand that the Van Luxemburger security forces will provide more than sufficient security: this security level can even be upscaled, if necessary.

Please note that Van Luxemburg is an exceptional nation in terms of cars: This is why the controls and checks on automobiles and other road-going vehicles will be very strict, mainly due to the high speeds that are often achieved on the nations’ network of Autobahns. We urge you to make use of the annual FTS vehicle inspections, to make sure your vehicle is in tiptop condition. We would also like to ask you to at least be familiar with Van Luxemburger traffic laws and customs: they might differ from your own nation.

We encourage cultural events taking place in our nation, and Van Luxemburg (and it’s industry) is always interested in engaging in trade talks. We ask you to contact the Ministry of Foreign Affairs if you want to start these talks, or want to organise a cultural event.

If you ever need something: do not hesitate to contact the Ministry of Foreign Affairs, at 11 188 32761, before dialling 6 to contact the Foreign Embassy desk. Or, one could pay a visit to the Diplomatic Services building, on the Rue Charles Corbeau.

[1] Please fill in the relations you desire with the Grand Duchy of Van Luxemburg: Close, Friendly, Neutral, Cold, Hostile.
[2] If you are sending a Military Attaché, please include rank.
[3] The maximum amount of staff is 200.
[4] The maximum amount of guards allowed is 15, and will only be allowed to carry pistols and/or ceremonial weapons. Security is the task of the Luxembourg Kommunalpolizei, the Marechaussee and the IVD.
[5] If your embassy requires extra security measures (extra guarding troops) this can be arranged. Please fill in 'Yes' or 'No'.
[6] A maximum of 2 air vehicles (be they helicopters or aircraft) is enforced. All air vehicles will need to be stored at Luxembourg-Findel Intl. Airport, 30 km from the city center. Storing helicopters at the embassy is not possible due to flight regulations in Luxembourg.
[7] There is no maximum for motor vehicles on diplomatic plates, but there is a limit to the amount of parking space available: a maximum of 30 parking spots can be given out at one time. Other vehicles will need to be stored at local car parks. Please note that armed vehicles are not allowed: armoured vehicles are. We also wish to point out that hybrid-powered vehicles are not favoured by the Van Luxemburger population, and the Luxembourg Kommunalpolizei already recorded several acts of vandalism against these vehicles. Stretched limousines may pose a problem in some of the narrow and busy city streets of Luxembourg. If you require or wish to buy local vehicles, please leave this field blank (or state so), as the Ministry of Foreign Affairs then will make an offer for you.

We hope this form will help you out in filing your embassy in Van Luxemburg.
Please bear in mind the following:

- Van Luxemburger Police will not pull over vehicles with diplomatic license plates. Only in case of serious violations, the police will try to stop you in a polite manner. Fines will be sent to the embassy, and will need to be paid within 2 months.
- Van Luxemburg cannot and will not force diplomats out of the nation. The Ministry of Foreign Affairs reserves the right to request for removal from Van Luxemburg at your Government.
- Several rare or unknown vehicles don’t have a road allowance from the FTS. They will need to go through an extensive testing programme before allowance, total costs 1500 USD for every unknown model (never been on VL roads before), or 100 USD for every known model (Been on VL roads before). These costs will be covered by the Van Luxemburger Ministry of Foreign Affairs.
- Security of the embassy is the task of the Van Luxemburger Government. Law Enforcement Agencies (Police, Marechaussee, IVD) will guard the embassy. The amount of guards is defined by the National Defence Condition of both Van Luxemburg and the Government owning the embassy.
- Guards at the Embassy only play a ceremonial and a slight guarding role. It is illegal to have automatic firearms, Rocket propelled grenades, Mines, bombs, boobytraps, or any other heavy weaponry on the embassy lot.
- Diplomats will have diplomatic immunity. This can only be voided by an agreement between Van Luxemburg and the nation in question.
- Van Luxemburg encourages state visits and cultural events from your nation. Therefore, Van Luxemburg wishes to pay up to $2 million for a Cultural Event taking place at the embassy grounds or another location within the nation, and up to $50 million for a state visit.
- As stated before, the Luxembourg police has already recorded several acts of vandalism against hybrid-powered vehicles, thus we do not recommend them to be taken into town (and advise you to not take them to Van Luxemburg in the first place)
- Stretch Limousines may pose a problem in some of the narrow and crowded city streets of Luxembourg.

If these specifications are supplied your application will be accepted automatically. You have been given Rue Georg Walter 156. All amenities have been prepared for your arrival. Included with this message are diplomatic passes that allow you to access Luxembourg-Findel International Airport (which is in use as the main diplomatic and governmental airport in Van Luxemburg), the diplomatic lounges of all governmental ministries and miscellaneous buildings (e.g. the National Assembly). They also allow you access to the Diplomatic Services building, with all it's assorted possibilities.

Also included are enough PaD (Pay and Drive) tollcards for your diplomatic vehicles, to allow them acces to the Van Luxemburger Autobahns, and parking stickers to grant them special parking privileges. We require that you place this sticker and this tollcard on the windshield, just above the rear view mirror. If the vehicle has no rear view mirror or hasn't got a rear view mirror placed in the windshield, we require you to place the sticker in a centered position in the uppermost region of the windshield.

Your helicopter and private jet will be placed at Luxembourg-Findel International Airport. There is a possibility to land your helicopter on the embassy grounds, but since we currently restrict flying over Luxembourg, we prefer the helicopter to be based on Luxembourg-Findel and landing requests for the embassy to be filed at the Findel ATC.

We wish to remind you that stretched vehicles (e.g. a particularly long limousine) is not very practical in the small and crowded city streets of Luxembourg: if your vehicle is rather long, we would advise you to send a shorter vehicle.

We would recommend you to utilise diplomatic license plates for all vehicles used by Astholmian diplomats. If normal license plates are to be used, the diplomatic immunity of the vehicle will be voided, because law enforcement officers will be unable to distinguish it from 'normal' civilian automobiles. Also, our programme places no limit on the amount of vehicles used by the embassy, but can only provide 30 parking places on the embassy grounds. Other vehicles should be parked in public car parks. On the Rue Conrad III, excess cars can be parked on the right side of the road, or in the local underground parking garage, Michel Perreault.

Sadly, we cannot meet a special requirement set forward by your personnel. A test track, regardless of type, is too large to be built in the gardens of your embassy complex. Several of our employees have also questioned the necessity of a test track for an embassy. Regardless of this, the nearest track can be found in Esch-sur-Alzette, an hour's drive away from Luxembourg. Here, the VLT Motorsport Park is open to the public on weekends, for a price of ƒ5 per car.

We are afraid that the Minister of Economic Affairs is rather busy these days. We can offer a delegation of the ministry to be at your disposal once per month, but bear in mind that Van Luxemburg is a free market economy and that the ministry has little influence on the motoring industry and interregional trade itself.

Since you have requested extra security, an armed Diplomatic Police (Diplomatesche Polizei) unit will be on standby at all times. They will be guarding the embassy from a mobile police post to be set up around the main entrance. All papers of individuals entering the embassy will be checked and their presence registered, except for the embassy personnel. If necessary, the Marechaussee has reserved a Courtemanche armoured car, in case of unrest.

Thank you for setting up our embassy. We appreciate your help.
Currently we only have 1 vehicle, a 2009 VLT L4 Turbo saloon, which is unregistered for now, since it is unused.
We would recommend you to utilise diplomatic license plates for all vehicles used by Astholmian diplomats. If normal license plates are to be used, the diplomatic immunity of the vehicle will be voided, because law enforcement officers will be unable to distinguish it from 'normal' civilian automobiles.


If we had British licence plates on our vehicles, the law enforcement officers would not see them as foreign-registered vehicles?

Please can we see what your diplomatic number plates look like?

Dear Sir/Madam,

With 'unable to distinguish them from 'normal' civilian vehicles', we mean that your diplomats could just as well be regular British tourists on a vacation in the Grand Duchy. These tourists can be pulled over for regular checks and this is done on a regular basis by units of the Autobahnpolizei.
If your diplomats enjoy diplomatic immunity, which they do in Van Luxemburg, we would not be allowed to pull them over for random checks. However, if your diplomats use regular license plates, we cannot distinguish the diplomats from the tourists or expats. This would make it impossible to enforce the diplomatic immunity on your vehicles. Therefore, it should have specific diplomatic license plates, from the People's Republic of Astholm.

Van Luxemburger Diplomatic license plates are only to be used by employees of the Van Luxemburger Diplomatic Service, under responsibility of the Grand Duchy's Ministry of Foreign Affairs. These license plates are not available to foreign diplomats.

Islamic Northumbira would be be very interested in having a embassy in your grand duchy. Also, we would like to know is your country has a muslim minority, as the sending of ayatollahs on diplomatic missions is common in our diplomatic relations. Dear Sir,

In case you want to file an application for an embassy, please fill out the required form.

The Grand Duchy does have a small Muslim minority (0.1% of the national population, equalling 528,000 people), but we feel that it is unnecessary to send Ayatollahs, as we do prefer Muslim with a Van Luxemburger background. Besides, we cannot allow the Islamic Northumbiran Ayatollahs to work in the Grand Duchy without assuming the Van Luxemburger nationality first. This means that they must be fluent in Vun Lëtzebuerger and at least one other national langugage, and complete a full citizen test. They are also obliged to speak Vun Lëtzebuerger during religious services.

Your application has been accepted. You have been given Boulevard Senneville 445. All amenities have been prepared for your arrival. Included with this message are diplomatic passes that allow you to access Luxembourg-Findel International Airport (which is in use as the main diplomatic and governmental airport in Van Luxemburg), the diplomatic lounges of all governmental ministries and miscellaneous buildings (e.g. the National Assembly). They also allow you access to the Diplomatic Services building, with all it's assorted possibilities.

Also included are enough PaD (Pay and Drive) tollcards for your diplomatic vehicles, to allow them acces to the Van Luxemburger Autobahns, and parking stickers to grant them special parking privileges. We require that you place this sticker and this tollcard on the windshield, just above the rear view mirror. If the vehicle has no rear view mirror or hasn't got a rear view mirror placed in the windshield, we require you to place the sticker in a centered position in the uppermost region of the windshield.

Furthermore, several books and brochures will await you to make you familiar with the Grand Duchy: They include 'A tourist guide to the Van Luxemburger Autobahn', 'Van Luxemburg; A Brief Overview', a phone book of the Luxembourg Canton, and enough brochures to local touristic destinations. If you require more of these, a simple order with the Ministry of Foreign Affairs shall suffice. You can also use these brochures and books to hand out and/or sell to your nationals staying in Van Luxemburg, be it for touristic, business or residential affairs.

As per special request, the embassy will receive the Zeitong Mateneen 6 days per week, as well as Den Lëtzebuerger 7 days per week. The Luxembourg Deeglech will also be delivered 6 days per week, providing extra news coverage of the Luxembourg region.
