How can migration be made illegal? I suppose if they crossed someone's property without permission, even then usufract generally applies if there isn't any threat of theft or damage. The concept of illegal migration doesn't really exist in the Republics, the Celestial Union is somewhat unorthodox, in that it doesn't claim any land for it's own, just the property of it's citizens as sovereign, so provided they are given the permission to enter onto Celestial Property, then they have legally immigrated, otherwise they are trespassing and can be legally detained until such a time that they can be set free, which applies to everyone else as well.
