ANNOUNCEMENT FROM THE DEPARTMENT OF FOREIGN RELATIONS AND AFFAIRS
BACKGROUND
New Rhovanion is a constitutional republic, centered on the 1968 Constitution set forth during the years after the dictatorship of Polus Polizander. From 1968-1972, New Rhovanion has remained largely isolated from its neighbors. But in 1973, when Jacob Radmonovich was president, he opened several ports to trade with other nations across the globe. Since then New Rhovanion has joined many international organizations such as, the Pacific Islands Organization (now defunct) and the Democratic Movement. It is currently a member of the World Assembly. Our current president is George Nelson, vice president is Jeremiah Wells and secretary of foreign relations and affairs is Mary T. Carter.
DIPLOMATIC and CONSULAR IMMUNITY
New Rhovanion follows the USA policy for diplomatic immunity (http://en.wikipedia.org/wiki/Diplomatic_Immunity#Diplomatic_immunity_in_the_United_States) with the exception that any member of the administrative and technical staff of the embassy may be subpoenaed as witness in all MAJOR cases.
EXTRATERRITORIALITY
The designated land area of any embassy in New Rhovanion is subject under the administration and protection of the Department of Foreign Relations and Affairs. It is also considered as the territory of the embassy's nation but is not the sovereign territory of the said nation. Also, the laws of New Rhovanion will NO LONGER apply once entering the embassy's land area but of the embassy's nation. Any attempt at entering the area of the embassy must first be approved by BOTH the secretary of foreign relations and affairs and the ambassador or consul-general of that embassy. This practice may ONLY be overruled upon the authorisation of the legislative branch (both the Senate and House of Representatives), AND the executive branch AND the support of the judicial branch. Any means by all three branches to overrule this practice must also be done constitutionally and under the laws of New Rhovanion and the embassy's nation.
RHOVAN CITY, capital and largest city in New Rhovanion (caters to embassies and consulates) (as of now, only Rhovan City caters to diplomatic missions)
Possible locations for your embassy:
St. Rovan Ave. - the 2nd largest commerical strip in Rhovan City. Stores dot this long avenue while the St. Rovan Park, St. Rovan College and Michael, the Archangel Cathedral flank this avenue from all directions. It is a 1 hour drive from the Congressional Palace, 2 hours drive from Rhovan International Airport and 3 hours drive from the Department of Foreign Relations and Affairs and the Presidential Palace.
Valad St. - found in the eastern suburbs of Rhovan City, it is flanked by the Rhovan National Stadium to the east and the Loyola Beach to the south. It is 2 hours away from the Presidential Palace and Rhovan International Airport, 3 hours away from the Department of Foreign Relations and Affairs and 5 hours away from the Congressional Palace. Although quite far from the central business district, this area is very quiet and a very conducive place to establish an embassy.
RVA Twin Towers - located in the central business district of Rhovan City, it is the 15th and 16th highest buildings in this area and offers a very good view of the Rhovan City skyline. It is only 30 mins-2 hours away from the Congressional Palace, Presidential Palace, Rhovan International Airport and the Department of Foreign Relations and Affairs. Although, close to the hustle and bustle of the CBD of Rhovan City, it is high enough and far enough to escape the noise and traffic generated by that area. It has 24/7 security, 4x a day police patrol and a military base is only 70 miles or 1 hour and 30 mins. drive from these towers. It also has an undeground carpark with dividers to protect your nation's embassy's vehicles.
