Government and Political Structure

Country Official Name: The Sultanate of Qatarab

Common Names: Qatarab

Government Type: Constitutional Elected Monarchy

Capital City: Al-Badria

Administrative Divisions: Territories,States

Founded: April 23,1880 then again in December 12,2009

Cliff's Notes Version: The government of Qatarab is led by the Prime Minister who handles all things external of a nation. The Sultan is in charge of the nation internally and is also the head of the parliament of the nation. This means that the Prime Minister is above the Sultan of the nation in power. Only thing that balances such is the power given to the Sultan to be Commander-In-Chief while a "Vizier" handles the Sultans job. The Prime Minister becomes the Sultan's advisor during this time of war. The Sultan also has power over the Judicial branch of the nation though only cases involving government officials and military officers may be tried in the Sultan's court.

The Sultanate of Qatarab is actually much more complex then its official national title says. It is a Sultanate but its a Constitutional Elective Monarchy. The Sultan is voted into position every 6 years. They are 6 parties within Qatarab and a 7th party slot open, which is to keep the current sultan, incase the population chooses not to vote on any of the 6 parties. The 6 parties are the Democratic Initiative Party(DIP),Communist Reforms Party(CRP),People's Rights Party(PRP), Fascist Domination Party(FDP), Secular Initiatives and Reforms Party(SIRP) and Ottoman Revival Party(ORP). The 7th Party is known as Court of the Sultanate(COST) which is simply to keep the current sultan for another term.

The Sultan, upon becoming sultan during elections, does no longer represent his party upon the 3rd year of his term. This allows him to work outside of the limits set by a parties ideology. Of course to prevent a tyranny the Court of the Sultanate is also a assembly of 2 representatives of each of the parties plus two from the Sultan. This means that there are 14 votes within the Court of the Sultanate plus the vote of the Sultan. The main goal of the Court of the Sultanate is to come together every 3rd year of a Sultan's term and discuss a new set of limits to be placed on what the Sultan can or cannot do after leaving his party.

The DIP is a widely supported party in Qatarab but not strongly supported. Certain setbacks have caused the DIP to lose its strongest supporters. The DIP aims to bring a more free nation to the Qatarabi's but recently the switch from Religous to Secular ideologies have caused a shift in support. The DIP has been attempting to fix this ideology switch to get back its supporters but after the first switch, few are willing to return to this party. They've been able to have 2 Sultans elected.

The CRP is widely known but only a minority supports them. Only time the CRP was able to gain large supporters was during the rise of the fascists of the nation of Le Marseille. This was one of the reasons that had led to the Le Marseille Civil War. The CRP collapsed completely upon Qatarab being fully absorbed by Le Marseille but revived when the civil war had started. They had been the leading party with the most fighting supporters during the civil war. Unfortunately a shift in Communist Ideologies from a more Liberal Communism to a Near-Radical Communism caused a drop in supporters. No Sultans were elected from this party.

The PRP is the biggest party in Qatarab. They are partnered with ORP which has boosted their supporters massively. The boost was because of the parties pledge to assist in a reform that included Religous reforms and a modernization of the nation. Partnering with the ORP required a pledge to industrialize the nation and increase the military budget. They have been able to get 3 Sultans into power.

The FDP has always been on the lowest end of any pyramid. They've been persecuted and been outlawed many times because of their political ideologies. Currently they are still despised and their members are few but the increase in political freedom in Qatarab has allowed the FDP to re-establish it's foundations as an right-wing "extremist" party. Of course their ideology of waging war and committing violence to preserve the nation's "identity" does not appeal to many except the extremely nationalistic but isolationistic people. They've never had a sultan elected and will most likely never have one in power lest anarchy ensues in Qatarab and no resistance is put up against the FDP,which is very unlikely.

The SIRP party is no different or odd party. This party simply tries to work with other parties to bring Qatarab into a more totally secular nation. They wish to remove more mosques and end religious educations in schools. They also wish to change the government of Qatarab to a more secular type and also make the nation a full blown Federal Capitalistic Republic. Unfortunately for them, the fact that they want to remove Religion so much makes them terribly unpopular to the population of Qatarab. Only a few of the younger generations seem to sway towards them but even they can not power this party. They've had no sultans in power due to their relatively recent beginning.

The ORP is the complete opposite of the SIRP. They wish to revive the religious aspect of the nation. Even though Qatarab is already religious they wish to increase the power of religion in Qatarab and to achieve this they wish to set up many more mosques and offer alot of support to all the people of Qatarab. They have very high support from the entire population and because of this they make a powerful ally for any party who can successfully persuade them to ally with the party. Of course this is quite hard as the ORP has certain conditions it requests to be an ally of any party. Many of these are plans to increase the religious reach of Qatarab.

Finally there is the COST. This is not officially a party but simply the ruling group of the nation. They are not a group of people though but simply the Sultan and his chosen executives. The COST has no pre-set ideologies or plans but they are made every half term to choose a new set of plans for the Sultan. Two members from each party come together with the Sultan and two of his own members, This means that a total of 15 people. The Sultan that discusses his new ideas and these are then voted on by the 15 members(which include the Sultan). Usually this means the Sultan already has 3 votes for his ideas(Him and his two members),so this leaves 12 people to vote. Usually the party the Sultan came from also votes for him so that makes it 5 votes and leaves 7 votes. This would mean that at least 6 members would have to vote against his idea to start a new one. After votings are done the Sultan will make the plans part of the COST. If the plans are denied then the members implant their requested changes and the Sultan and his supporters(the members who voted for him) go over the changes and present counter changes.

The Prime Minister is chosen in a slightly different way. Each party has a certain percentage of seats in the Parliament and these seat holders are called "Diwans"[De-Wons]. When they are called by this title with their name it becomes Diwaniya and then their name(ex. "Diwaniya Ashraf). These Diwans then vote on which candidates get nominated. These candidates are then voted on by the "Hakims"[Ha-Kims] who are the technically the Chief Judges(there are 11). These chief judges are from the different parties of the parliament whose parties have at least 35% support from the population.(COST does not supply these Hakims as they stay for the total term of a sultan). After the nominees are all interviewed they get voted on and the winner becomes the Prime Minister of the nation. Usually the Prime Minister is always in good relations with the Sultan.

The Sultan's Guard are a small force of security officials who protect the sultan and his family. They are the ones who guard the palace interior while the rest of the building is protected by the Janissaries Corp. The Sultan's Guard wear ceremonial black and red robes with a large green crescent in the center of the front of the robe. They carry ceremonial scimitars which can be used in combat though. They also equip G36Cs and FN Five-Sevens. These weapons are all visible on them. They also wear a Kevlar vest beneath their robes.

The Janissaries Corp consists of the elites from every branch of the armed forces. Some are trained directly to be Janissaries and others must earn it by showing extraordinary skills in their own branch. The Janissaries are also used as shock troopers because of their skills and strength. Every Janissary is a type of commando and they have at least intermediate skills in every weapon category. It is of utmost important for a Janissary to be skilled using blades as they are more likely to enter melee combat then ranged. Their weapons vary by mission and choice.

The Qatarab army is the basic regular army of Qatarab. Recruitment ages start from the age of 16 where they must take a test to show they are capable of being a soldier. The Qatarab Army uses the FN FAL as a standard weapon within its ranks. Every soldier is trained in the basics of melee combat with hands and blades. Each troops is also given a USP.45 as a side-arm.

The Qatarab Air Force is medium sized. It consists of not so modern planes but still has planes that can put up against any modern fighter. The usual standard fighters are the Mig-29 and the Mig-31. There are also many other types of fighters and bombers but the largest number of fighters are the two listed.

The Qatarab navy is heavily invested in by the national government. Having such a large coastline and consisting of two colonies,a navy is a must for Qatarab. There are many ships and different classes within the Qatarab Navy. Submarines are widely used with destroyers and aircraft carriers. The Navy also provides a small group of specialists who provide the necessary engineering tools required to set up an efficiently working colony.

Al-Adham Badr is the National Guard of the nation. They not only provide national defense but also provide policing support in areas without an established police department and provide security to all other government ministries. They also provide security to military establishments throughout Qatarab. Al-Adham Badr used to be the army which fought during the Le Marseille Civil War and were kept to keep the nation stable. They use the G3 as a standard weapon and carry glock 22s as a side-arm. Becoming part of Al-Adham Badr is much simpler than becoming part of the regular military but it is a harder job as it requires security and escort services.

The Sipahi are the armored branch of the Qatarab Army. They specialize in anything that requires the use of any armored vehicle. Training is done in all sorts of climate and terrain. The Sipahi are generally known as an elite force as they are the heavy weaponry of the infantry in times of war. Most Sipahi units use the T-90 though others have the Leopard 2 as their main battle tank.

The Hashishins are a secretive force within the armed forces of Qatarab. Rarely are they seen by anyone in public and few military officials will recognize them. Every Hashishin is never recorded as being part of the military but of a wealthy but secretive corporation. Few members have clearance to communicate directly with the Hasishins. When its necessary to communicate, the military must indirectly speak with them either using codes or couriers. The Hashishins are experts at assassinations and sabotage. They are a dangerous force to deal with as they are extremely stealthy and are not all of Qatarab birth. Anyone who shows promise as a child is taken while the parents are paid a sum to keep quiet. The child is trained then returned to his parents for the remainder of time till they get called into action. Every Hashishin has a normal career and gets a normal education. This is a precaution to keep the force as secretive as possible.
