The police, or The People's Civil Guard are an arm ofm the military of the People's Armed Militia depending on the area. They are more commonly under the PAM in rural areas. Mostly, they work in the community as a positive force. When the police are called to prevent or halt crime they have been described as heavy handed.

Kawaiian laws and customs are enforced by our Happiness Police, who consist mostly of teenage girls in modified "sailor suit" school uniforms and carry wooden mallets as symbols of their authority. Anyone found acting ecchi in our nation can be apprehended and denounced by a Happiness Police Officer, at which point they are required to stand Judgment, and, if found guilty, required to Repent their transgressions and submit to Penance to demonstrate their sincerity.

Repentance and submission to Penance are purely voluntary; our Happiness Police never punish anyone. However, if a criminal refuses to submit to Judgment, Repentance, or Penance, their case is turned over to our Lashkar-Tong "Shirt Ninjas", who deal with the transgressor out of the public eye so as not to interrupt the harmony in our society.

Greater Rhodes has two seperate police forces; the Gendarmerie Royale (also known as just the Gendarmerie) is the national/provincial police force and an arm of the Rhodian National Defence Forces. Major towns and cities have their own municipal police forces, however ranking of both are the same. The Gendarmerie, however, have power over special divisions in which municipal police do not have jurisdiction unless specifically approved by the Director of the Gendarmerie. These special divisions include The Royal Rhodian Guard, which are responsible for the safety of the Monarch, Prime Minister, and their extended family, including the security of the Royal Palace, Parliament, Supreme Court and other important government buildings, and the Rhodian Intelligence Bureau, which provides the government with both foreign and domestic intelligence mainly relating to, but not solely, national and global security and defence. The Gardes Suisses (Swiss Guard) are also a part of the Gendarmerie, and provide protection for Rhodian diplomats and ambassadors around the world.
Concerning equipment, all members of the federal Gendarmerie (including the Gardes Suisses) use the MP-443 Grach pistol or the MP5 sub-machine gun, except the MIB (the Rhodian Intelligence Bureau), whose operatives carry the much smaller Kel-Tec PF-9 pistol, usually with a silencer attached. Municipal and cantonal police, however, have more of a choice as to what firearms they can use. That being said, in both cases because of the low crime rate in Greater Rhodes lethal weapons are rarely used and law enforcement officials tend to gravitate more towards tasers and mace. Those in municipal and cantonal police forces are almost always equipped with a Rhodian rapier, given the popularity of civilians carrying swords at the ready. For uniforms, the Gendarmerie can usually be seen wearing their characteristic grey uniforms and green caps. All other police dress similarly in an either navy or black uniform

In the Empire we only have one police force. They are known as the Imperial Guard. They serve as the Emperor's secret service as well as the Empire's secret police. Image As you can see, they mean business. They are trained to kill should the suspect resist.

There are three police forces - the Swampforge Police Patrol Force (SPPF), the Swampforge Security Force (SSF) and 8th Brigade.

The SPPF deal with ordinary domestic crime. They are armed with assault rifles and pistols and anyone resisting arrest can be shot summarily. They often use heavy handed tactics to crush crime.

The SSF acts as the political police of Swampforge. All subversives, counter-revolutionaries and exploiters are tracked down by the SSF and brought to justice. They also act as an anti-riot force, in the rare occasions this is needed.

8th Brigade is similar to the SSF but acts as a police force against religion. It is well known for its extremely brutal methods.

Tranquilarae are the typical Augarian law enforcement troops: few in number, they simply patrol and coordinate certain elements of society: though all property is private, the state has a monopoly on one thing: force.

Tranquilarae are meant to respond to possible instances 'small crime'; theft, burglary, assault, etc. They are quite few in number, as they are not the true arm of law enforcement in Augarundus.

The actual tool utilized to uphold the law ("when things get tough"; i.e. extremely violent circumstances, such as rioting, gunshots, etc.) are the Augarian Defense Force Special Operations Infantry. Special Operations infantry are 'atypical specops': this does not mean they are "elite", or moreso than the average Augarian infantryman. Instead, they have a single intended purpose: whether that be, in warfare, infiltration of hostile facilities, or, in peacetime, upholding the law under violent circumstance, the ADFSOI (a.k.a ASOI) are meant to utilize extreme force in dissuading criminals from continuing their violent rampage.

Under most circumstances, that means shooting anything suspected of being a threat on sight. After the violence has 'died down', any survivors are typically tried for criminal offenses (under normal circumstance, when Tranquilarae would be utilized, they'd simply be restrained and tried, but ASOI are utilized when a true threat exists).

Re: New equipment issue vouchers available.


The Directorate Defense Force is approaching its fourth year of using the M-12 Modular Combat Rifle, and has announced that modified versions are being made available to police forces across the region. These rifles will remain chambered in the 6.8mm SPC round the military uses, for compatibility in times of crisis, and a modified M-12 SDMR (7.62x51/.308) will be made available for CRT teams. The rifle is nearly unchanged from the military variant, with one major change. The rifle is NOT compatible with the Battlefield Control System. However, engineers in Kaukolastan have perfected a system we plan to employ in future productions of the M-12. The BCS module is replaced with a digital media chip, which is tied to a small camera mounted on the rifle. When the rifle is removed from the vehicle rack, the camera activates, and sees what the operator sees. The media can be retrieved form the card by a supervisor, or, in future plans, will be transmitted to the departments central dispatch in real-time.

The new .40 caliber M-17 Combat Service Pistols are also being issued to all departments. These pistols are compatible with the military models in service. The weapon has a built-in laser aiming device, which is located at the end of the recoil spring, just under the muzzle. All metal parts of the weapon have been cryo-treated in production, and the frame is made form super-slick polymers, the same production techniques employed on the MCR

All departments are required to purchase the upgrade kit whichever shotgun the department employs. The upgrade kit adds the same camera system employed on the LE version of the MCR. Also, bare in mind that less than lethal taser shot gun rounds are now available.

The same engineering firm in Kaukolastan has begun distribution of the long awaited Shoulder-Mounted Digital Recording Device. Departments are required to submit request forms for these new shoulder mics as they are mandatory. Also mandatory are the new 800MHz radios being issued. Each radio will monitor the vital signs of the office and, if a sudden change in vital signs, such as rapid heart increase or decrease, or massive blood pressure loss, the automated system will alert the departments central dispatch and issue a citywide “signal 99” for that unit. If the unit in question fails to respond, that units last know position will be relayed to dispatch and responding officers via the GPS link built into the radio. I understand some officers are uncomfortable with the level of monitoring these new radios provide. Remember that these features are intended to save your life, not monitor your actions. Any officers found not complying with departmental policy will ne terminated.

Tactical Solutions, a major manufacture of law enforcement equipment has released a new expandable baton all officer are encourage to pick up. This new baton is closeable by twisting the shaft, and pushing downward, as opposed to striking the tip of the baton on a hard surface. Also, the same company produces a new line of handcuffs which are highly recommended. These cuffs have keyholes on both sides, and are double-locked by turning the key in the opposite direction, and also have a visual indicator to show double-locked status.

There has been no change in the standard issue taser. Though I know we are all eagerly awaiting the Tactical Solutions shock baton.

Excalbia has both a national police force - known as the Imperial Police - and various local and special police forces.

The Imperial Police, which fall under the Ministry of Justice, have four major divisions. The uniformed Imperial Protective Service provides security at government facilities and assists local law enforcement agencies in rural areas. The uniformed Imperial Highway Patrol maintains motor patrols of the nation's highways and expressways and investigates crimes occurring primarily on the highways. The Imperial Investigative Service handles major crimes, cross-regional and international crimes, counter-intelligence and terrorism investigations. The IIS also maintains the national fingerprint and DNA databases and provides forensic services for police agencies throughout the nation. Finally, the Imperial Tactical Police provides special weapons and tactics support for police agencies throughout Excalbia.

In addition to the Imperial Police, each city maintains its own police force. Many suburban districts and towns also maintain their own police force. In rural areas, there may be a baronial police force (usually if there is sufficient population and local tax revenue) or a constabulary. In Excalbia, a constabulary is a professionally-trained, part-time volunteer police force, similar in operation to that of a volunteer fire department.

While most urban police forces maintain their own detective bureaus, forensic experts and special tactical units, many suburban, township and baronial police forces rely on the Imperial Police to supply these services. Constabularies rely entirely on the Imperial Police for these services and for dealing with any serious or large-scale crimes.

Special police forces include university and college campus police forces, urban highway patrols and airport and seaport police.

But in all seriousness, the organization of Police in Saurisia is very fluid and the Police Wing is extremely well-funded, as it is seen as a key asset in curbing crime and keeping society safe.

There are the ordinary Police, used for ordinary Police duty and such like that. Please note this particular gentleman is Commander-In-Chief David Santorez, who wears a policeman-style uniform rather than the formal Grey one worn by other military officers.

There is the Riot Police, men, females, and males assigned to deal with, well, riots.

Then, there's the Special Counter Terrorism Directive (SCTD), a special police unit not only assigned with dealing with terrorists, but also gangs, drug cartels, smuggling rings, and roving bands of muggers and bandits. Because of the extreme danger of their job, they are given special armor designed to protect them from blaster bolts.

There's the Special Weapons Policing Unit (SWPU), the Saurisian equivalent of SWAT. These guys are trained for tough and dangerous situations like hostage takings and such, and are the most heavily armed and armored branch of the Police.

And finally, there's the Rapid Response Unit (RRU), urban policemen whose jobs are to quickly deal with situations ranging from bank robberies to ship hijackings. Their emphasis is on speedy interceptions to deal with a situation as soon as possible before it gets worse.

National Police Service (NPS)
In Makaar, day-to-day law enforcement is conducted by the National Police Service, a single body comprising more than twenty-four million police officers, or approximately one police officer for every 500 citizens. Its duties include patrol and deterrence of crime, the investigation of criminal activity and the arrest of suspected lawbreakers.

UNIFORM AND EQUIPMENT

Police uniform in Makaar reflects its generally cold climate. Black combat trousers and comfortable leather boots are standard issue. A stab vest is worn beneath a bright yellow, high-visibility overcoat, which is designed to make the officer stand out in crowds and be easily recognisable by ordinary civilians. The visibility of an officer makes crime far less likely in his area. The helmet, though hard enough to protect against blows to the head, is light enough that it is not an encumbrance when giving chase, and again, its distinctive shape makes officers easy to spot in a crowd.

Officers are equipped with CS spray, a baton, a set of rigid handcuffs, five sets of plastic flexicuffs, a whistle and an airhorn which are used to draw attention. Officers are in constant contact with their HQ via a radio link worn in their ear at all times; a radio on the front provides communication with other officers. Officers also carry a torch and a pair of latex gloves which are used in searches.

Officers carry cards with their identity, rank, service number and the location and contact details of their HQ, which they must present to any person they have detained or arrested. They can then be held to account for their actions in the detention or arrest later. In addition to this, all police officers also wear shoulder ID pads which list their HQ and service number.

Riot Police

The Riot Police uniform and equipment are similar to the Patrol Uniform, but include much more protection. The officer's arms, legs, and gloves are all padded to minimise the impact from blows by blunt objects. The stab vest is traded for a much more impact-resistant bulletproof vest to protect against small arms fire from within the crowd. The officer carries a reinforced shield made of bulletproof plastic and a longer baton, as well as wearing a bulletproof helmet which includes a visor to protect the face from attack. The high-visibility jacket is exchanged for for a jumpsuit, worn under all the gear, of flash-protection material which provides some protection from the heat of exploding molotov cocktails or other improvised devices as well as the initial burst of flame. The entire uniform is fire-retardant.

In some situations, riot police may also be issued with gas masks to allow them to operate when CS or other irritant gases have been fired.


POWERS
Under the Police Act 2004, police officers have the following powers:
  • Stop and Account - An officer may stop anyone in a public place by telling them "I have reason to suspect you of involvement in criminal activity and I am now detaining you." Once the officer has confirmed that he is detaining you, you must answer any question he asks requiring you to account for your behaviour or your possession of any item. The officer may not detain you for more than 10 minutes without arresting you. You do not have to give any personal details and the officer must provide you with his ID. No one may be detained in their domicile.
  • Stop and Search - You may consent to a search freely without being detained; however, if an officer has detained you, he may compel you to comply with a search of your person if he has reason to believe that you are carrying an offensive weapon. Before searching, the police officer must tell you that you are being detained for the purposes of a search. The police officer must also give you their ID; on the card he provides, he will write down the date, time and object of the search, and if items are confiscated but no arrests are made, he will write down the objects which have been confiscated. If a serious incident has taken place in the area, an officer does not have to have reasonable suspicion that you are carrying a weapon before searching you. Police may also obtain warrants to set up roadblocks and search all vehicles attempting to pass. The police may not require you to remove any item of clothing except an outer jacket or gloves during the search, and the search may only be made by an officer of the same sex.
  • Power of entry - The police may enter and search a property providing they have a warrant issued by a judge which explicitly lists the exact address of the property to be searched and the nature of any items to be seized. Warrants are issued only on the basis of probable cause for the search. Police officers may conduct searches without warrants if the owner of the property signs a waiver, but they may only force entry to a property if they have a warrant. An officer may force entry to a property without a warrant if he is attempting to enforce an arrest warrant, or to arrest someone who has fled to the property in order to avoid capture, or if he believes that life is in immediate danger. However, if he forces entry without a warrant, he may not seize any items he finds as they are inadmissible as evidence.
  • Power of arrest - The police may arrest you if they have an arrest warrant naming you. They may also arrest you without a warrant if you are in the act of committing certain offences, or if they have reason to suspect that you have committed or are about to commit certain offences (conspiracy).


VEHICLES
The Makaarian police employ a number of different vehicles in their line of duty. Though colour and markings vary, all cars are designed for high visibility. All cars are equipped with two-tone sirens and flashing blue lights.

The most common vehicles are listed here; the make and model involved as well as the purpose served may vary.

Patrol Car

These cars are the typical patrol cars of the National Police Service, and will usually be deployed to emergency calls. They are generally not capable of taking part in high-speed pursuits as the drivers of these cars will not generally be trained in such tactics. As standard, these cars carry two officers in the front and have space for detained or arrested individuals in the back.

Response Car

These cars contain larger engines and are used for ferrying greater numbers of police to an incident. They are normally deployed in response to emergency calls and their drivers are certified in safe speed driving.

Armed Response

These cars are operated by the Firearms Unit of the National Police Service and are designed for speedy response. They carry four officers at speed to the scene of an incident. Inside is a locked case which contains carbine PH-1 Phalanx assault rifles and Glock pistols.

General Purpose Carrier Van

These vans are designed to carry large numbers of police officers to large incidents. They are often used to carry large numbers of police officers to volatile situations, as shown by the metal grill over the front windscreen designed to protect officers inside from debris thrown by rioters and by the reinforced armour on the sides of the vehicle. Because of its rough nature, the van is also used to transport high-value or high-risk prisoners who might be attacked by an angry public if carried in an ordinary vehicle. It can also be used to transport large numbers of arrested people after a large-scale incident.

Riot Truck

The Riot Truck is deployed to large incidents and is designed to carry large numbers of riot police, as well as their equipment, and provide tactical support for them once on the scene. The truck includes two high-pressure water cannons; the truck carries its own water supply, but can be hooked up to a fire hydrant as well. It is also capable of launching CS gas grenades.


POLICE USE OF FIREARMS
In Makaar, police are not routinely armed, primarily as there is no use for it - crime is almost unheard of, and gun crime is even rarer. Firearms training is not, as such, part of the training for the ordinary police officer on the beat, though it is one of the optional modules he may take to expand his career.

After five years of service, police officers may apply to join the Armed Response Unit. This is a specialist force of police officers who are deployed in situations where suspects are, or may be, armed with firearms. In recent years they have also been deployed to possible bomb sites.

The phrase "Stop! Armed Police!" is used by police officers to give criminals the chance to surrender before they open fire. As a result of police dramas, the phrase has become engrained on the national consciousness.

When armed police officers are deployed in response to an incident where a suspect is believed to be armed, they will generally wear a uniform much like this.

In situations where a more permanent presence of armed police officers is required, rather than having them simply deployed in response to an incident, they will look more like their unarmed counterparts. These officers are part of Hambelgroun International Airport's security apparatus.




Department of Internal Security
The Department of Internal Security was given law enforcement powers when it was created after the 2006 coup d'état, when it took over from its predecessor, the Civilian Intelligence Agency. Its agents are involved in gathering intelligence on threats to the security and stability of the Makaarian state, which usually means tracking those suspected of espionage for foreign powers and those involved in transnational criminal organisations. Its agents have the power to arrest people for certain crimes, mostly connected with espionage or people trafficking, though with an arrest warrant a DIS agent may arrest a person for any crime.

Alongside counter-espionage, they work with police by collating and providing intelligence for police operations, especially against people-trafficking networks and violent extremist political groups.



Benefits Investigator's Office
The BIO is headed by a member of the civil service, the Benefits Investigator, and is operated to investigate benefits fraud, tax evasion and other fiscal crimes. Because of Makaar's 100% tax rate, the benefits and allocations system is extremely important in providing the people with needed goods, and the BIO is tasked with ensuring that nobody attempts to claim more than that to which they are entitled.

BIO agents may obtain warrants to access bank accounts, or to search the property of a suspected benefits fraudster. They collect evidence for prosecution, and have the power to arrest those they suspect of benefits fraud.

That being said, in both cases because of the low crime rate in Greater Rhodes lethal weapons are rarely used and law enforcement officials tend to gravitate more towards tasers and mace. Those in municipal and cantonal police forces are almost always equipped with a Rhodian rapier, given the popularity of civilians carrying swords at the ready. For uniforms, the Gendarmerie can usually be seen wearing their characteristic grey uniforms and green caps. All other police dress similarly in an either navy or black uniform

but its agenst teh law to not own a gun neway...they try taking my stuff n theyll be looking down teh barell of my AK-74 :twisted:

Armed members of the Domestic Security Corps are generally armed with the Morita MK1 autorifle/shotgun combination firearm, or with the smaller carbine variant, which lacks the underslung shotgun. The shotgun is usually loaded with either breaching slugs or riot control beanbags. Additionally, security personnel will be equipped with a sidearm of their choosing, at least two non-lethal weapons of their choosing, and either a pack of 10 ziptie-style wrist restraints made from a mix of carbon fiber and spider silk or two pairs of carbon fiber handcuffs.

The Peoples' Militia serve as both Army and Law Enforcement(the laws enacted by the General Assemblies).

There is no higher leadership,with strategic decisions taken by assemblies of members.

Tactical level decisions are taken by elected officers.
The force is authorized to use minimal force and only when there is no other option(which,unfortunately,when dealing with fanatical reactionaries such as hardline fascists and capitalists it is usually the rule).

They use special "harmless" neutralization weaponry mostly.

The above hardliners will usually be sent to re-education camps(NOT like soviet gulags,mind you,we want to re-educate them not starve them to death).

The ones that cannot be re-educated are exiled or,if deemed as dangerous even in case of exile,executed by quick and painless methods (mostly a shot in the head).

Exceptional individuals may be proposed by individuals and approved by elected by the Assemblies Evaluation Officials to serve(if willing) in elite units.

However,other than the above mentioned reactionaries,they are not needed much as with total social equality and personal and political freedom and promotion of community values by the whole society who will commit crimes?

We regret that there is still the need to use coercive force to protect the People and the Revolution-but we believe soon this need will cease as the numbers of reactionaries using and/or instigating violence to overthrow the new order are rapidly dwindling to the point of near extinction.

The Free People of Djarnis has a voluntary - but socially obligated - militia.

When a child reaches the age of fifteen, they are expected to have learned basic first aid, literacy, mathmatics and survival.

In their early twenties, most citizens undergo a basic military training of six months, including marksmanship, tactics and driving a vehicle. They then spend six months either training new recruits or patrolling the nation and its borders. A member of the militia is armed with a locally mass-produced modification of a M16A1(modifications include changing the caliber to 5.59, making the pipe in coldsteel, and a x3.4 NV scope.) The rifle is kept at the citizens home after service. Professionals are hired for nation-scale organization, long-term strategy, air force, training and general consistency purposes.

In their early thirties, most citizens undergo a basic peacemaking training of six months, including basic diplomacy, marksmanship, fire-fighting teqniques, close-combat, social studies and criminal law. They then spend 6 months either training new recruits or policing a given area of responsibility. A citizen serving in this way is typically organized into a local unit which is also serving in a fire/emergency unit. Typical infirmaries, police and fire headquarters have been combined into Peacekeeping Headquaters, in which local peacekeepers organize and equip themselves. A peacekeeper may arm himself as he wishes. Headquarters include tranquilizer guns (pistol-shaped), net guns (shotgun-shaped) and the same rifle used in the military. Within a peacekeeping citizens given area of responsibility, which is typically based outwards from his home, he is subject to the consequences, if any, of the law(s) being broken. In this way, peacekeepers are obligated to stopping criminal acts from happening, or by bringing a serious criminal to justice, and is likely to do so, as any crime commited is "personally" against the peacekeeper, as he will suffer any consequences.
Crime is generally frowned upon as the peacekeepers will face any punishment, and since only "serious wrongs" are considered "illegal" the peacekeepers can generally rely on the general citizens being happy to provide assistance.
The law can typically be summed up as "Don't fuck around!" Professionals are hired for nation-scale organization, long-term strategy, training and general consistency purposes.

In times of great crisis, such as famine, war, natural disasters and the like, everyone is expected to contribute to the effort of the peoples survival.

Djarnis has no prisons - only secure treatment facilities.

Roughly 80% of the population learn all the skills needed and serve almost without incident. Those who do not serve are typically those who, in one way or another are incapable. Some have other obligations. The rest - those who are capable, but do not serve - which is a very low amount, are not looked favoroubly upon in general.

Crime is low.
Spirits are high.

Aside from some other basic stuff this is about all we spend our taxes of 10% on.

Law enforcement is the responsibility of the local and prefecture government. We have a national-level law enforcement agency that is tied with our national security and intelligence agencies.
Depending on where, local or prefectural police may have uniforms, or they will work in their usual clothing. Vehicles used on the job are marked as police however, regardless of where they are.

Large, hi-tech and omnipresent would be the three words of choice for Marian Urban Security Force. In big cities, police coverage is dense enough so that in no place the first response would take more than a minute or two from distress call to arrive.

Marian policemen are heavily armed to instill fear and respect of law in citizens and visitors alike. Outsiders find the sight of USF troops with shotguns and SMGs on every corner a bit unnerving, but Marians are used to it, and the heavy armament is also a necessity, given the very liberal weapon laws of Terra Mariana, where every offender is probably armed. Nonetheless, violent crimes are actually somewhat rare, mainly because of the state-of-the-art surveillance systems and quick police reaction times.

Even though they may appear intimidating, Marian policemen are actually quite friendly and forthcoming, provided you don't give them any trouble. Like any good professional police force, they try to resolve things with words first - but a key difference from foreign police forces is that they never ask nicely twice. Hence, shouting profanities and resisting them if detained will earn you a generous beating with shock batons on the spot as the very minimum, most usually followed by another one in the precinct. Running from the cops or waving a weapon of any kind in their faces in Terra Mariana is just about the dumbest thing you as an offender can do - normally they will ask you to stop and surrender before pumping you full of lead if you don't, but more often than not they will just shoot first and ask questions later. And rest assured, Marian cops are quite good shots, so don't expect to get lucky. Also, keep in mind that if beatings aren't enough to make you behave, USF officers have plenty of other quite imaginative ways of persuading you - such as placing you in a cell with a few hardened criminals for the duration of the investigation and telling them you're gay and a pedophile. In most cases, this particular technique has convinced the miscreants to mend their ways very quickly.

In short, the way police will treat you as a detainee solely depends on your level of cooperation. Be polite and cooperative, and they might even vouch for you in court. Be a pain in their backside, and they will make sure your backside hurts by an order of magnitude more than theirs, figuratively and literally.

It's a military branch, and is equipped with rifles and submachine guns where normal forces would be equipped with just pistols.
It's an alternate posting under the National Service programme, as opposed to military service in the Youth Corps.
