Census in Your Nation!

Postby TurtleShroom » Wed Mar 17, 2010 5:49 pm

Well, given that the United States Census is being distributed (just took it, had fun), I guess it's time to learn about your country and its methods of being Counted. Yes, I'm one of the few people in the country who still appreciate and willingly fill out the Census without paranoia.

Does your nation have a Census? How often is it taken? Is it an appointed committee, or a permanent bureaucracy? Does anyone head it (if that's notable)? Who appoints the Census Director, or is he/she elected? Where does the authorization for your census lie? Is it constitutional, by royal decree, by law, by military, by force, by threat, or is it voluntary, etc.? Is there a fine for not taking the census? How many people work in the Census? Are there personal enumerators, and do they carry tracking devices (such as GPS)?

Remember, your national page tells your population, so there must be some way of getting that number. Everyone has some sort of "census".

Also, please list what's on the actual formm, AKA the census questions.

Use the below form for describing your census, and please be specific: ;)
Code: Select all
Do you have a Census? -

Is it an appointed committee, or a permanent bureaucracy? Or, is it neither? -

Is there a head of your census committee, bureaucracy, or whatever? -

Who appoints him/her, or are they elected? -

Where does the authorization for a census lie? -

Is there a punishment for not taking the Census? -

How many people work in the Census? -

Are there enumerators? -

Do the enumerators actually visit houses? -

Do they carry a tracking device (such as GPS)? -

What's on your census form? - {be specific}

Has Census data ever been misued or abused? -

If so, how? -

If not, is that because your census is a statistics item only (like in RL)? -

Do your citizens have an opinion on the Census? -

If so, how many creatures enjoy it? -

I look forward to hearing from the novelty and dictorial nations the most. Hey Station Twelve, how do YOU conduct your census? (Must know...)

:D

Do you have a Census? - Yes, there is a national Temeevian census.

Is it an appointed committee, or a permanent bureaucracy? Or, is it neither? - The census exists as a national committee of bureaucrats appointed by the Grand Duke, and approved by Parliament and the Chairman. The Census Committee administrates over smaller, barony-based committees responsible for their regions.

Is there a head of your census committee, bureaucracy, or whatever? - The Committee itself has no leader, though it does appoint to the Chairman (and, ceremonially, to the Grand Duke)

Who appoints him/her, or are they elected? - The Grand Duke must officially appoint them, though the Chairman is largely responsible. Parliament must approve by a 2/3 majority.

Where does the authorization for a census lie? - Authorization? As in, is it constitutional, or authorized by an official entity? The Census occurs once every decade, as defined in the 1924 "Constitutional Clarification" document, which elaborated on the original constitution of the Temeevian republic (the Grand Federal Duchy), but did not modify the constitution.

Is there a punishment for not taking the Census? - Yes. Oftentimes, the Census Boards in various Baronies are brutal and perhaps criminal; they intimidate and threaten those who aren't on time. State police are brutal, and have been known for occasionally sending (usually one) agent to a late-return's apartment (if that person has no family). The agents have been sued for being 'violent' and 'aggressive' in their practices, and occasionally convicted.

How many people work in the Census? - Unlike many areas of government, the Census has not become bloated bureaucratically with employees. Much of it is computerized, and many of the employees are temporary.

Are there enumerators? - Yes, the Census information is compiled in Barony Political Libraries, and, from there, compiled in National Political Libraries (for the usage of the government; Census information is not open to civilians), which decide the voting power of each Barony.

Do the enumerators actually visit houses? - Generally not (actually never). The Census is physically mailed to homes, and a return is expected.

Do they carry a tracking device (such as GPS)? - No.

What's on your census form? - {be specific}
Ex:
Name: John Smith
Citizen of Temeev? Yes(duh)
Sex: Yes please I MEAN MALE
Age: 20
Ethnicity/Race: White Praetonian
Voting? Yes
Do you own an automobile? Yes
How many others have residence in this home? 2

(prints/finds 2 more forms on government website or local post office)

Name: PERSON 2
Citizen of Temeev? Yes(duh)
Sex: Yes please I MEAN MALE
Age: 20
Ethnicity/Race: White Praetonian
Voting? Yes
Do you own an automobile? Yes

Etc.

Has Census data ever been misued or abused? - Yes, very often.

If so, how? - Some questions- such as those regarding automobiles and ethnicity- are not necessary; the government simply enjoys compiling as much information as possible on its citizens (not necessarily for sinister purposes, but this is intrusive). Sometimes, citizens are targeted for political campaigns based on their voting age (the Progressive Party- socialists- aim at those aged from 30-65, who are most likely in Temeev to vote socialist. The Common Law/Objectivist Party - Objectivist in ideology- aims at the neo-capitalist youth between the ages of 20-30, voting age being 20+. The Orthodox Theocrats aim for ages 65+, who are most likely to vote for the Orthodox Jew Party). The Progressive Socialist Party, which has the best access to these documents, also has, at times (though not officially) intimidated native-born Temeevians (non-whites).

If not, is that because your census is a statistics item only (like in RL)? - N/A

Do your citizens have an opinion on the Census? - The neo-laissez faire youth of Temeev, out of protest for government involvement, sometimes refuse to return forms out of protest. Most older citizens (who are a shrinking majority) are indifferent.

If so, how many creatures enjoy it? - Very few citizens actually enjoy the census. The state doesn't even advertise it as a PR campaign; the shrinking socialist majority views it with utter indifference, as a fact of life.

Do you have a Census? - Yes, a continuous one.

Is it an appointed committee, or a permanent bureaucracy? Or, is it neither? - It's part of Mama's Memory.

Is there a head of your census committee, bureaucracy, or whatever? - Mama, of course.

Who appoints him/her, or are they elected? - ? [Mama adds: Do I put down "not applicable" here?]

Where does the authorization for a census lie? - Mama says she needs to keep records on all of us so she knows who is healthy and who is ill, who is overworked and who needs more work to do, who needs a mate and who has had offspring, and so on. [Mama adds: I can't help them if I don't know what they need.]

Is there a punishment for not taking the Census? - Why would we not tell Mama this stuff? {Mama adds: What, do you think my Children keep secrets from me?]

How many people work in the Census? - In theory, all of us.

Are there enumerators? - Mama.

Do the enumerators actually visit houses? - In a sense, Mama already lives there with us, so yes.

Do they carry a tracking device (such as GPS)? - Every Child's angel has the equivalent of a GPS in it, so Mama already knows their locations.

What's on your census form? - Almost every fact of a Child's life--whenever they earn or pay favors, whenever they visit a clinic for a checkup, whenever they attend school classes--is collected and filed in Mama's Memory. Mama keeps up-to-date files on our genetic code, our state of health, our education, our finances, who we have as friends, who we've mated with, whether we've had offspring and with whom and how many, and so on. [Mama adds: The more I know about my Children, the better I can help them.]

Has Census data ever been misused or abused? - The data is all publicly available. There are cases where it's been misused, but that's a serious crime and Mama punishes Children for doing that. [Mama adds: My Children don't have much of a sense of "privacy" as you xenos call it, but I'm not going to let their openness harm them.]

If so, how? - Some Children have been known to use the data to treat other Children unfairly, for example, by forming cliques or discriminating against other Children. [Mama adds: I've pretty much stamped out bigotry among my Children, but it seems people always want to exclude those who are "different" for some reason.]

If not, is that because your census is a statistics item only (like in RL)? - n/a [Mama adds: Although even statistics can be misused, you know.]

Do your citizens have an opinion on the Census? - Yes

If so, how many creatures enjoy it? - We all think it's a great idea. Mama uses it to help us find mates, to line up fun jobs for us to do, to make sure we all stay healthy and safe, and so on.

Census is handled by Department of Statistics every five years. It helps government to calculate the amount funding(education, healthcare, and other welfare) needed to each area.

Do you have a Census? - Yes.

Is it an appointed committee, or a permanent bureaucracy? Or, is it neither? - It's an institute funded by the Ministry of Education, with branches in each of the sixteen provinces of Platinea.

Is there a head of your census committee, bureaucracy, or whatever? - The Director of the National Institute of Statistics and Demographics (INED) is Professor Manuel O'Brien.

Who appoints him/her, or are they elected? - INED's director is hired through ordinary channels, like the director of any educational institution.

Where does the authorization for a census lie? - The census is taken every five years, in accordance with constitutional requirements for accurate information on the size and scope of the electorate.

Is there a punishment for not taking the Census? - Individuals who willfully submit false information or tamper with census data can be fined; however, there is no punishment for not taking the census.

How many people work in the Census? - 480 employees, nationwide, are employed on a permanent basis, tracking economic indicators and related data; up to 4000 samplers have been hired for any given census.

Are there enumerators? - No. The census is conducted by distributing surveys to all known housing establishments, then taking sampling data for comparison, and finally using sampling data to fill in for non-responding households. Both sampled data and sampling-adjusted raw data are published (with names and addresses censored out).

Do the enumerators actually visit houses? - As mentioned, there are no enumerators; census employees do, however, go to individual homes, apartments, etc., and to homeless shelters and other places where the homeless congregate, when sampling.

Do they carry a tracking device (such as GPS)? - Samplers do not carry tracking devices.

What's on your census form? - {be specific}: Name, age, ethnic background, citizenship status, religion, educational level and gender of head of household and dependents, employment of family members (name of company and title of job worked, average # of hours worked daily, average weekly income), other sources of income, average weekly expenses, housing type (if applicable).

Has Census data ever been misued or abused? - Yes.

If so, how? - In February 2002, an INED employee revealed that MPRA officials had intentionally fudged the 2001 census data to lower the reported rate of inflation; the scandal led to the resignation of INED director Graciela Edwin, who allegedly was bribed into permitting the alteration, and of Education Minister Rosa Gonzalez, along with the 2003 conviction of four MPRA figures for conspiracy to commit census tampering.

Do your citizens have an opinion on the Census? - Not really. Some, particularly the statistically-inclined, think highly of INED, but most generally think little of it. Response rates are moderately high; sampling data is highly regarded in the statistical community.

demographic data is monitored in real time obviating any need for periodic census taking other then irregular spot checks of demographic monitoring data.

Venetoland census

Postby Venetoland » Thu Mar 18, 2010 12:28 pm

Is conducted by the Census Bureau (permanent apparatus) every 3 years by people who travel door-to-door on a contract basis (i.e. they are not gov't employees).

Questions we ask
Name
Age
Marital Status
Occupation
Race/ethnicity
Education level
Income
Home Value
Stuff from my "parenting" threads(people are surprisingly forthcoming)

Though not asked in the OP (that I saw), we make honest attempt to count our homeless population.

TurtleShroom's Big Honking Census

Postby TurtleShroom » Thu Mar 18, 2010 1:00 pm

Do you have a Census? - Yes, and they have done so for years. In fact, Census records as old as the country have recently been found in the back of a TS warehouse.

Is it an appointed committee, or a permanent bureaucracy? Or, is it neither? - Permanent bureaucracy, and one of the largest at that. The Census is one of the largest employers in the government.

Is there a head of your census committee, bureaucracy, or whatever? - Yes, the Headmaster of the Census.

Who appoints him/her, or are they elected? - The Headmaster is appointed, oddly enough, by the Supreme Court of TurtleShroom (the secular one, not the alcholic or moral ones), and answers to the Congress.

Where does the authorization for a census lie? - The Census as it is today has no authorization in any form, outside of government decree to have one. The creatures of TurtleShroom have taken the Census for so many years that they typically choose to do it.

Is there a punishment for not taking the Census? - Yes, a jailtime of three weeks, but that hasn't been enforced in eighty years. Again, the Census is so old and so hard-ingrained into the people, that they really enjoy doing it.

Do the enumerators actually visit houses? - Yes. TurtleShroom's nationalized postal service is slower than most nation's... due to turtles. The Census is done almost entirely by enumerators. The private sector does not have the problems of the postal system.

Do they carry a tracking device (such as GPS)? - No. TS lacks any form of navigational system in space. Their privitized space program launched one satellite that could do so, but it was sent off into deep space for an FT nation at war.

What's on your census form? -

  • How many people in your household?
  • How many turtles?
  • How many mushrooms?
  • How many humans?

    For the Head of Household, these questions are alloted:

  • How many creatures live in your household?* - {military, prisoners, college students, banished peoples, and such are not counted}

  • Do you or a family member own a car? - {yes, no, rather not tell}
  • If yes, how often do you use it? -
  • Does the rush-hour toll system annoy you? - {yes or no}
  • If not, does it encourage public transit? - {yes or no}

  • If no, do you use TurtleShroom's railroads? - {yes or no, most every non-car owner answers yes}
  • How do you rate TurtleShroom's railroads? - {1-5, 5 highest, 1 lowest}

  • Do you, or a relative, own the house you live in? - {yes or no}
  • Has the owner paid off the mortgage? - {yes, no, rather not tell}
  • If you rent your house/pay rent, what is your opinion of your landlord? - {fine print says that no landlord will ever know, and that any landlord who persecutes the user based on Census data must give the house to him or her for free}

  • What would you classify your house as? {multiple choice: mobile home, trailer, apartment, one-family house, tenant, mansion, bunkhouse/condominium, my shell is my house, none/homeless, rather not tell}
  • How would you describe your house? - {multiple choice: Wretched, Decent, Adequte, Above Adequte Excellent, Fancy, Mansion}
  • Did the government build your house, or did you/the private sector? -
  • If government, does the house stink? - {yes, no, rather not tell}}

  • Was your enumerator polite? -
  • What was your enumerator's name? -
  • What species was your enumerator? -
  • Did your enumerator show respect to you and/or your property? - {yes or no}
  • If not, what did he or she do that was disrespectful? -
  • Do you feel that the Great Census should dicipline this enumerator? - {yes or no}

    For each creature:
  • What species are you? - {multiple choice: human, turtle, mushroom}
  • If human, what race? -
  • If turtle, what genus and species? -
  • What is your gender? - {male, female, or mushroom (technically, mushrooms don't have genders)}
  • Are you married? - {yes, no, mushroom}
  • Are you a citizen of TurtleShroom? - {yes, no, will be}
  • If not, list status. - {fine print under this question states that anyone who uses Census data to find illegals gets banished from the country and loses their own citizenship}
  • How old are you? - {enter it, or rather not tell}
  • What is your birthday and birth year - {enter it, or rather not tell}
  • What is your income? - {input or rather not tell}

  • Are you homosexual? - {multiple choice: yes, no, homophobic, closeted, rather not tell}
  • If yes, have you considered seeking out the numerous free therapies for homosexuality? - {yes, no, rather not tell}

  • Are you or your parents an immigrant? - {yes or no}
  • If yes, where did you come from? -
  • If yes, why did you leave your former country? -
  • If yes, why did you choose TurtleShroom? -
  • Did you apply for citizenship after the alloted year? - {yes or no}

  • Were you ever a slave? - {yes or no}
  • If yes, were you a slave under the regime of Nicksylvania? - {yes or no}
  • If other, list country of involuntary service. -
  • If yes, did you apply for citizenship after one month? - {yes or no}
  • Do you support TS' emancipation of any foreign slave in her borders? - {yes or no}

  • Were you ever an expatriate? - {yes or no}
  • If yes, we're glad you're back. Why did you leave? - {yes or no}
  • If it was a problem in TurtleShroom, what was it? -
  • Who do you blame for this problem? - {yes or no}

Do you have a Census? - Yes

Is it an appointed committee, or a permanent bureaucracy? Or, is it neither? - The Ministry of Information handles the Census

Where does the authorization for a census lie? - The Worker's Party of Tiesa

Is there a punishment for not taking the Census? - This depends on the situation. Often a person who does not fill out the census is listed as dead and his Tiesan ID Card is deactivated. If any sort of fraud is discovered, a person can be imprisoned for fraud.

How many people work in the Census? - A total of more than 100,000 people operate the census.

Are there enumerators? - Yes

Do the enumerators actually visit houses? - Yes

Do they carry a tracking device (such as GPS)? - Yes

What's on your census form? - (For Each Individual Person)
Name:
ID Number: (Given at Birth)
Age: (As of Due Date)
Date of Birth:
Gender:
Race:
Hair Colour:
Eye Colour:
Height:
Occupation:
Yearly Income:
Place of Birth:
Mother:
Father:

If not, is that because your census is a statistics item only (like in RL)? - N/A

Do your citizens have an opinion on the Census? - No, most Citizens see it simply as something they have to do.

If so, how many creatures enjoy it? - They don't really enjoy it, but they don't hate it...

Do you have a Census? - Yes, but it's an ad hoc affair, not a regular event.

Is it an appointed committee, or a permanent bureaucracy? Or, is it neither? - There is no fixed census "comittee", they are appointed on an as-needed basis.

Is there a head of your census committee, bureaucracy, or whatever? - As above, census takers are appointed as needed.

Who appoints him/her, or are they elected? - Census takers are appointed by the lord of the domain they are asked to enumerate; they usually gather a staff to help them depending on the size of the domain to be covered.

Where does the authorization for a census lie? - A lord of a domain may be required by his liege-lord to submit an enumeration of his domain if there is a question whether the lord is paying his liege the proper amount of tax.

Is there a punishment for not taking the Census? - Being counted in a census is by noble decree, punishment for ignoring it is very harsh.

How many people work in the Census? - A small domain may be covered by a single Census taker, a larger one may require an entire staff.

Are there enumerators? - All census workers serve as enumerators.

Do the enumerators actually visit houses? - No, usually the Census taker and his staff visit the various estates, villages, and other population centers within a lord's domain and have the population there summoned to attend and be registered.

Do they carry a tracking device (such as GPS)? - We don't know what such things are.

What's on your census form? - Basically, an accounting of households, including the number of military-age men. Slaves are not enumerated individually, but their total numbers are sometimes included.

Has Census data ever been misused or abused? - Yes

If so, how? - Some lords have been known to deliberately falsify or destroy census records in order to skip out on paying taxes. It usually goes poorly for them, though, if they're found out.

If not, is that because your census is a statistics item only (like in RL)? - n/a

Do your citizens have an opinion on the Census? - The lord of a domain usually doesn't care whether they do or not, so long as they obey the summons to be registered.

If so, how many creatures enjoy it? - It's generally regarded as a nuisance and probably bad news, because a census is often followed by an increase in taxes.

Do you have a Census? - Yes

Is it an appointed committee, or a permanent bureaucracy? Or, is it neither? - Uh, probably a permanent bureaucracy.

Is there a head of your census committee, bureaucracy, or whatever? - Yeah, I suppose.

Who appoints him/her, or are they elected? - The Parliament appoints them.

Where does the authorization for a census lie? - The Parliament decided they wanted to take one.

Is there a punishment for not taking the Census? - No.

How many people work in the Census? - Pretty many.

Are there enumerators? - No.

Do the enumerators actually visit houses? - n/a

Do they carry a tracking device (such as GPS)? - n/a

What's on your census form? - {be specific}
Please list the following information for this person in your household:
Date of Birth
Citizenship status
Language spoken at home
Highest level of education completed
Country of birth
Employment (public or private sector)
Occupation
Salary
Gender
Ethnicity
Marital status
Religion

Has Census data ever been misued or abused? - Not that we know of.

If so, how? - n/a

If not, is that because your census is a statistics item only (like in RL)? - I guess so. Some people talk once in a while about how the districts aren't exactly the same in population (they were designed to have equal populations), and make a fuss about redrawing the districts, but that hasn't happened yet.

Do your citizens have an opinion on the Census? - Yeah, they generally like it. Filling out forms is fun, talking about yourself is also fun.

If so, how many creatures enjoy it? - Most of them.

Do you have a Census? - Yes

Is it an appointed committee, or a permanent bureaucracy? Or, is it neither? - Neither. It's part of a bureaucracy that handles many other things as well (Technology & Data).

Is there a head of your census committee, bureaucracy, or whatever? - Shockwave is the head of Technology & Data, so he gets stuck overseeing the census. Usually he'll put some lower-ranked employee in charge of actually getting it done.

Who appoints him/her, or are they elected? - Shockwave was appointed by Megatron, and in turn, he appoints the aforementioned lower-ranked employee.

Where does the authorization for a census lie? - Megatron wants to know, and if anyone doesn't think that's authorization enough, they are free to meet the Fusion Cannon and discuss it.

Is there a punishment for not taking the Census? - No, because if there was, Decepticons would immediately make a game out of trying to avoid both the Census and the punishment. In other words, a punishment would produce the opposite of the desired effect.

How many people work in the Census? - Just a few, with a spike of well-paid temps around the time of an actual census. (They have to be paid well; otherwise they'll choose to do raiding instead of this gig.)

Are there enumerators? - Yes

Do the enumerators actually visit houses? - If someone doesn't upload their data in time, we'll usually send someone around to collect it.

Do they carry a tracking device (such as GPS)? - Oh heck no! Even a Decepticon on official business doesn't think it's bright to let everyone know where they are, and where that unattended Cube of Energon they saw on their rounds might have gotten to.

What's on your census form? - {be specific}

Name
Coder
Date of Activation
Alt-mode
Engine type
CPU type
RAM (in teraflops)
Education Level (Standard Install/Some Advanced Knowledge Packs/Most Advanced Packs/All Known Advanced Packs)
Area of Expertise for Advanced Knowledge Packs
Do you have a high level of non-knowledge-pack education? Y/N
If Y, in what area?
How do you procure most of your Energon?
Do you have any slaves? If so, how many?

Has Census data ever been misused or abused? - Yes

If so, how? - Infernal Autobots cracked the main database one year and used the data on our alt-modes and engine types as military intelligence. Since then, we have encrypted all Census data as Classified Military Information.

If not, is that because your census is a statistics item only (like in RL)? - N/A

Do your citizens have an opinion on the Census? - Yes

If so, how many creatures enjoy it? - "Enjoy" isn't the right word. They understand that domestic Energon production is done based on how many customers citizens Megatron Energon expects to need to make fuel for, so all will be glad to be counted.

Most, however, will lie about their technical specs and inflate their educational level. While some may think this is because of that Autobot database crack, it's really simply for personal safety against other Decepticons. It's considered smarter to say your alt-mode is a [ultra-modern stealth bomber type] with enough knowledge and RAM to figure out how to make an entire universe, than it is to admit that you're really "only" as smart as a Pentagon Supercomputer and that you turn into a Cessna.

(Of course, some DO have awesome alt-modes and huge loads of CPU/RAM, but there are far fewer of these people than the census data implies.)

Since the implementation of military-grade encryption, nobody outside the government has even seen the spec data in a personally-identifiable way, but the general belief is still that this info is best kept to oneself, just in case.

The government keeps these questions on the form anyway, because it knows that Decepticons would be bored with it if they didn't have something they could fudge on. The only data we really pay attention to is the actual count.

Do you have a Census? -
No, strict privacy laws make a census unconstitutional (even income tax is unconstitutional because the government has no business knowing of the financial situation of citizens and residents). Population data is extrapolated from the voters' registration, the issued school vouchers, the naturalizations and immigrations which occur and other data. Occasionally, small studies are conducted to confirm some parameters for extrapolation, but no nation-wide censi occur.
