Marijuana is an illegal drug, and is only ever legal for medicinal purposes, and even then is it tightly dispensed.

You first must obtain a permit from the government, but you must have a horrible or extremely painful disease or condition, and it is definitively proven that marijuana will help ease your suffering. But you can have no more than 20 grams in a two week period.

If, however, a citizen is caught growing, selling, or using marijuana without a permit, and is cultivating it for the purpose of recreational use, they can face up to 20 years imprisonment on the first offence, and on the second offence, death.

Recreationally, those selling it must register with the government. A special 31% sales tax (atop the regular sales tax) applies to marijuana, along with other legalized recreational drugs. Legal.

Weak Marijuana : Often to be found in markets at the same stall as other herbs and is a common cooking ingredient. Even sold in the supermarket chains (usually between the rosemary and thyme). Often used for hemp products that are easily accessible.

Medium Marijuana: Sold like cigarettes (pre rolled in packets) or loose. (Taxed).

Skunk, strong Marijuana: Sold in the pub model in licenced premises (consumed on site). (Taxed and regulated)

How do people look at it? 

Weak and medium type consumption is not viewed in anyway, it's just a thing people do. Over used of strong types is viewed much like alcoholism.

Strong must be consumed on premises and the outlet owner is responsible for some part for the behaviour of thier customers, much like bars.

Cannabis is perfectly legal in Ru for anyone over 18, though its sale is regulated due to its mood and mind altering properties.

The plant is actually a major part of Ru's culture stretching back to the very most ancient part of our history. Growing naturally in much of the Greenwood and on the southern borders of the Misty Valley, the plant was considered important to the religious practices of the pagan polythestic dragon worshiping faiths of the Empire's ancient east. It was strongly associated with Rellonix, the Immortal Great Fire Dragon, and Natholo/Nathala, The Immortal Great Earth Dragon, and was a gift to mortal men from one, either, or both of them. (according to the ancient mythologies the two feud fiercely over who was responsible for the gift) Cannabis was thus an important part of religious rituals that honored these deities.

Theologians believe that Cannabis was only associated with The Faith after it swept over the East and adopted many of the customs of the old dragon worshipers. Since Cael was a cheerful god of revelry it is not surprising that Caelians would claim the plant as His own.
