To some, Victorious Decepticons may seem quite anarchic, since there are none of the regular laws of most societies (except the one against dissent/treason).

TurtleShroom's stand is blurry. You see, there are two Chancellors who have absolute veto/override/changing power on all branches of government, but they are bound to the Constitution and its protection of liberties (and Prohibition). Also, they can't override the HMT. Chancellors can't amend the Constitution, and they can't alter it (unless in DEFCON 0). Only the People and Congress can submit amendments, the former by referendum/petetion, the latter by a majority vote (and THEN off to the people). Any amendment or Constitutional segment can be repealed, except Prohibition, which gives numerous hurdles to repeal.

Yet, TurtleShroom has a democratically elected Congress consisting of five hundred unicameral cronies, democratically elected Justices, referendums when need-be, and they can vote where their tax Skillets go. Remember that, according to the NS Issues, people can directly approach the Chancellors and even hide under their desks. Furthermore, questioning the government and taxes is not only allowed, it is encouraged. Freedom of religion (or lack thereof) is allowed, unless the "faith" is Satanic, Pastafarian, or a "parody religion".

The Chancellors prefer to let the rest of government do its job on its own, only stepping in when a NS Issue arrives and demands their decision, or if military action or diplomacy is needed.

You seem to know next to nothing about what Fascism (Spelled FaSCism, not FACISM) is. It is not even close to the most authoritarian form of government possible.

A more correct term would be "Orwellian," as in INGSOC/Oceania from 1984.

The GWO is autocratic like hell, but never believe for a second that the Grand Commander runs everything on his own. He actually has large think tanks and legions of advisors, along with lower-level management personnel, to help him run the government. While he has the final say in anything and his word is law (unless it violates the Artiche Protocols), it is very possible to achieve considerable power via meritocratic means.

Democracy was proven by GWO researchers to cause bloc voting (i.e. very easy-to-manipulate sheep populace), sloth, greed (eventually, everything just becomes a bid for re-election), and division (as seen in the Neon Province Experiment, where upset Communist GWO voters taking part in the experiment took up arms because their candidate lost to a Fascist).

Anarchy is the very definition of a failed state.

You also should never claim that an autocratic government cannot lead a free nation. It's very possible for a dictator to do almost nothing to interfere in the lives of his people, thus leaving them free by all definitions. In fact, the GWO typically doesn't interfere with people unless they get involved with the government or politics somehow.

No, he is an Anarchy, he is just an example of how it can go wrong. I do not think that there are laws in his nation about anything, but the upper classes made up their own rules or cultural norms which they force each other and the poor to follow.
