Waterford is a different sort of dangerous for the city government is incredibly corrupt and well-organized crime syndicates practically rule. Attempts to clean house within Waterford failed miserably as the gangs and corrupt bureaucrats are unwilling to give up their power. If anyone living or even visiting the city is deemed a threat to the mob bosses and city officials, he/she is immediately eliminated by ruthless, efficient hitsaurs. Recently, there have been a number of officials elected to power who are seeking to clean up the corruption in the city but it remains to be seen if they will succeed or not and how would they be able to deal with the gangs if they did.
