The most dangerous city is probably one in Thiefland province (hence the name), maybe the largest city of Veratteria, population about 68,000. Daily life includes frequent bombings, acts of terror, shootings, and general violence between the two gangs that control the city: the Büsen and the Kriegsaft.

A better question would be what's the least dangerous city in San Andreas. Though, if I had to choose, South Los Santos (renamed from South Central Los Santos in the late 90's due to the negative connotation of the name, however 'South Central' is still commonly used to describe the area) including the neighborhoods of Davis, Strawberry, Rancho, Chamberlain Hills and Banning would have to be the most dangerous area in San Andreas.

"Everybody has heard of South Los Santos, mostly because it gets shouted out so much in gangster rap. An economically depressed, predominantly African-American area of the city, stigmatized in the media as a hotbed for drugs, crime and gangs, South Los Santos largely lives up to that reputation with long-term rival gangs Ballas and Families still warring over turf to this day. Pick the color of your outfit carefully before visiting."

The most dangerous city in Gandoor is Everville, Southside Yon. Although, considering Gandoor as a whole's virtual lack of crime, being in Everville just means you will be slightly more at risk for minor crimes like pickpocketing, rather than anything serious like gang warfare or murder or anything like that.

Gotta be Dansarkyss in Fristad. I mean, the city is fun central, but there are a lot of [mamono] prostitutes and S&M mistresses there. In fact, an urban myth says that the city is run by [mamono] brothels, and the mayor's wife is an S&M mamono.

Otherwise, there are no more other dangerous cities. In that case, the second-most dangerous city's gotta be Guldsten.

The city East Lake in the remote mountain province of York on the moon of Valencia III is the most dangerous city in the empire

GDP per capita; $457.89
Population: 10.6 million
Murders (Per 100,000 people): 26,000
Highest ever GDP per capita: $4,500
Lowest ever GDP per capita: .15¢
Number of criminals: 1.3 million
Poverty rate: 96%

East Lake is ravaged by daily attacks on police and justice officials. In one year 33 officers were killed along with 10 judges and thousands of witnesses and jury members. Around 50% of the cities Gdp is owned by the ELM or East Lake Mafia who has around 89,000 members in the city. East Lake is currently under Martial law as another war between the ELM and their arch rivals the Massif Familia Cartel is waging at least 3400 people have died already with no closure to the war seen on the horizon. The war between the two groups seems to have started over territory and sales of illegal substances.

The city of Dzjenik is the most violent city in Altarastan as it is the epicenter of a minor Shia insurgency where members of The Zulfiqar Beigade have waged a low intensity conflict in the region where Dzjenik is centered. Currently 239 people have died in the city as a result of conflict between Islamist forces and the Military/Local militias in 2014. However a current military push ink the region has left a total of 129 as of January 1st 2015.

Depends, The most 'dangerous' city is the recently occupied Belkium. It's well know for stabbings, murder, robbers, Criminals and a safe haven for those with a grudge against the government. Also it's a common Battleground between the Lingrian Military and the NLL (Nationalist League of Lingria), Which means the Police Force and Military is too busy protecting the place to deal with domestic issues

There is no such thing as a "dangerous city" in the People's Republic of Zhouran. With an extremely low unemployment rate, very effective public safety, and a very high standard of living, crime is very, very rare. If a crime does happen, it would most likely to be a white-collar crime.

Crime is almost non existant in the Portuguese Federation. The most dangerous city in continental Portugal is Monforte, which is close to an abandoned bio-research laboratory and sanatorium. The place was abandoned less than 100 years ago after a breakout of a very infectious disease. The place is still quarantined and isolated from the rest of the world.

The Portuguese Federation's most dangerous city, out of all space colonies, is Nova Leiria, where crime is more rampant than any other Portuguese colony, but still, the ever persistent police force got everything under controll.

Most cities across Laanvia are dangerous due to the ongoing political and religious tension, but if we were to talk statistics, Misuratah is the most dangerous due to the countless Militias, Islamic Militants and rebel armies that operate there (and nearly every other Laanvian City).

The most dangerous city in Free Syllvin is the capitol, Valandar Prime. However, the threat is not from criminals or natural forces, but the government. The social policies and police force keep criminals off the streets, but tourists, foreign diplomats, and even citizens must be extremely careful when out in the city. Due to a combination of governmental paranoia, Orwellian security measures, and law upon law upon law concerning technicalities about behavior, people can be detained and arrested for almost anything.

These arrests result in 76% of people in prisons never being seen before.

Pretty much any city with a human majority is deemed dangerous by Sidh standards, humans being confined to overcrowded ghettos, where the Imperial authorities largely leave them to their own devices.

Image

A typical human ghetto - ugly, unsanitary, dilapidated and infested with crime.

There are, however, a few ghettos that stand out as especially nasty even by Sidh standards.

Image

Sherabad - an all-human city on the desert world of Yid Casei, the only sizable Sidh population being the nearby Imperial garrison. Yid Casei is only nominally part of the Imperium, both Federation and Imperium laying claim on the planet, the world having changed hands over a dozen times in the last two decades, neither side deeming it worthwhile to dispatch a task force strong enough to take permanent hold of the world. To the galaxy's great powers, the only thing of interest on this arid, desolate rock are it's extensive phosphate and lithium ore deposits. Pirates, mercenaries, fugitive criminals and other unsavoury characters, however, value this planet for it's remoteness and a lack of any government authority presence.

Most settlements that aren't military bases, corporate mining stations or remote hydro-farms are crime-infested hellholes, the only semblance of law here being the rules of petty warlords, crime bosses and Sidh military commanders who only intervene when their own are injured or killed in a violent incident, their idea of law enforcement revolving around indiscriminately slaughtering people somehow relating to the incident. Of these settlements, Sherabad is by far the largest and by far the worst in terms of crime. The only advantage living here is the absence of oppressive Sidh authorities and severe restrictions on travel and residence, the present Sidhae only being interested in preserving their personal safety for long enough to be rotated away to a more pleasant place (which is pretty much anywhere else).

Image

Utopia - few places in the Imperium can compare in the irony of having such a name. Formerly a utopian community formed by a group of intellectuals and once known as the most progressive settlement in the Federation, it all changed when planet Shanidar fell to the Imperium during the Reconquest Wars. Being virtually unscathed by the invasion, Utopia was selected as the dumping ground of tens of thousands of human prisoners and refugees, completely upsetting the original demographic of philosophers, artists and intellectuals. Opposed to any idea of human intellectualism, the new occupation authorities initially planned to physically eradicate the original community, but then decided to make Utopia a place to deport criminal elements instead in order to avoid bad publicity. The place that once attracted free-thinkers and artists to exchange ideas now became a dumping ground for thieves, murderers, rapists and other lowlifes.

Today, the original inhabitants of Utopia are long dead, and the settlement, now a ghetto district of the adjacent Sidh city of Adal Ghaldor, retains only it's name as a final insult to it's past. Utopia ghetto is infamous for having the shortest average lifespan in the entire Imperium, at only 26.7 years. As if to further add injury to insult, many of Utopia's former landmarks have been intentionally repurposed over years to ends in stark contrast with their names - for example, Liberty Square now serves as the ghetto's slave market, a brothel providing child prostitutes among other things is located in the Palace of Virtue, Temperance Street has the largest concentration of bars and speakeasies in the ghetto, and the Garden of Peace now hosts a gladiatorial arena frequented by human and Sidh patrons alike. Gang warfare is endemic, and not a day passes when street sweepers would not have to gather and dispose of at least a few bodies of the last night's victims.

Image

Dol Kalrad - a district of the city of Azargoth on the primary world of Thalassa Prime, Dol Kalrad is the innermost ghetto in the Imperium, setting the terminal line around the core worlds inside of which any permanent human settlement is forbidden. Also being one of the largest ghettos in the Imperium, Dol Kalrad is home to over 120 million humans. It is also one of the few ghettos to be constructed by Sidhae rather than an area of a former human city set aside for the human populace. The history of human habitation here dates back to before the Age of War, Dol Kalrad originally being the district where humans doing business on Thalassa Prime traditionally resided without any negative connotation.

As is typical to Sidh cities, Dol Kalrad district also consists of massive arcology complexes that enable it to house the many millions of residents. Each complex, known as "hab block" or simply "block", is divided up by dozens of gangs competing for control over the entire block. Usually, a single gang only controls a single or a few "streets" (hallways). These minor gangs are tributaries to larger gangs that assert control over one or several floors of the block. On occasion, a gang grows powerful enough to drive out or subjugate all other gangs of it's home block, becoming it's sole controller. At this stage, the gang has control over enough population to rival a small state. Occasionally, a bloody "block war" will erupt, gangs from adjacent blocks trading sniper and heavy weapons fire and drone attacks as well as attempting to seize a foothold in the opponent's block, although these wars rarely result in any significant advances, as the Imperial authorities intervene whenever one gang is about to seize control over several blocks and grow too powerful to control - such an event would mean months of bloody urban combat for Urban Security to restore order, the alternative being the demolition of the rebellious hab blocks with nuclear demolition charges, killing the gangsters along with millions of innocent residents and potentially sparking a city-wide human uprising.

Due to Dol Kalrad being an integral part of a larger Sidh city, this ghetto cannot be fully segregated from the Sidh premises as is usually the practice elsewhere. Since Sidh authorities are the only ones with access to outside material supplies, Sidh maintenance crews are allowed to operate unimpeded within the hab blocks, and Imperial authorities maintain control of various crucial facilities like water treatment and climate control centers in mutual agreement with the gangs, keeping them in working order in exchange of the gangs staying out of these areas and keeping anti-Imperial activities in check. A Sidh visitor in Dol Kalrad can feel relatively safe, no gang being willing to earn the ire of Urban Security, since Imperial authorities have the power to cut utilities to the offending gang's block in a process known as "interdiction" in local slang, leaving it's inhabitants without water, power, sanitation or clean air. Human denziens, however, are at constant peril due to the incessant gang warfare, even those otherwise uninvolved with gangs having to pay tribute to them. Any who oppose the gangs tend to quickly meet a gruesome death - more often than not by "learning to fly", i.e., being thrown from the heights of the blocks which often tower several miles high. For this reason, while the living standard of Dol Khalrad's populace is markedly higher than in most other ghettos, it is still considered one of the most dangerous places to live in terms of safety.

Gojong is a usually referred to as a very safe nation. But one city in particular, Harbin, sticks out. The city is located in the northern region of the country and thus is very cold. Despite being well know for its annual Ice Festival, the city boasts the highest percentage of violent crime in the country.

Reno, Constantine (unofficial motto "Zero-to-Murder in a New York Minute") became a ghost town soon after the Secession War. Eventually, elements of organized crime moved in and took over. Reno is now governed by four Mafia families—the Espositos, Saluccis, Laganàs and Parrinos—with their rule contested by several minor street gangs. A Constabulary garrison on the outskirts serves to contain the near-constant turf battles and collect "taxes" from the Mob.
