Technically the Imperial Dominion does indeed have capital punishment. In practice, however, it's more of a highly encouraged suicide. Basically, high profile criminals that earn the death penalty are mostly high traitors or dark mages. Both of which are held in the Ebonmire Glade Correctional Facility. They are kept in horrid conditions and indirectly tortured until they want to willingly end their life. Once it has been determined that they are suicidal they are given a poisoned beverage (or a knife if the dark magic they practiced was related to poisons and toxins) and left to die.

Oddly enough, this torture also serves a dual purpose in being the main way to snap a dark mage back to their senses. It's not always possible, but the dark mages found to become sane and penitent are released and compensated. However, due to their crimes, they have to start their life with a new identity which is often on a Dominion World or Colony different than the one they came from.
