Students are expected to meet intermediate criteria however grammar is very difficult to teach.

All citizens are expected to know general sayings such as greetings, directions, and other basic forms of the language. Very few however are fluent enough to hold very long conversations.

It's available but not WIDELY available, we have plenty of English music and movies but most other media is in Russian.

English is not taught in public schools as a mandatory class, however it can be learned in an elective class. There are also entire learning centers dedicated solely to teaching Earthly languages. The most commonly found languages someone can take a class in aside from English are Japanese, Korean, French, Portuguese, Italian, and Icelandic.

:rofl: No. Since language classes are so widely available and many offer much more languages than what I listed above, not many people opt for English as they view it as a "dirty" language. Basically, people choose what language they'd like to learn depending on how attractive it sounds.
