Do your people like snow? Is it considered a novelty? Or do they hate it? Oklatah has a hot climate so its considered very rare and when it happens most people tend to hate it, except the kiddies of course. The only thing we like about snow is that it's white, its pure.
Have most of your people seen snow? Only about 10% of people see it, Mostly residents in mountainous areas of Oklatah.

If so, how often? On Erwlu, almost never. On Vaikka, occasionally. Both planets are pretty warm, so snow is a rarity for the most part.
Where? On Erwlu, only at the poles late during the long nights. On Vaikka, at sea level above 60* latitude, or on high mountains as low as 30* latitude.
Do your people like snow? Is it considered a novelty? Or do they hate it? Vrree tourists often visit snowy areas on other worlds because they consider snow and ice to be exotic. Because Vrree have fur, they don't mind the cold much, and none have ever had to deal with copious amounts of snow and ice in daily life.
Have most of your people seen snow? No. It almost never snows on Erwlu, and Vaikka is still mostly uninhabited, so most Vrree have never seen snow in person.

Culturally Parhe has an odd relation with snow. For most it isn't much of a novelty but just accepted, similar to rain, although less so. The original Balhae'in Culture and Parhic-Korean Culture that has evolved as the basis for modern day Parhic Culture as a whole originates from the north of Jyusin, the main island of the Palhan Archipelago, which is the min archipelago of Parhe, where snow has historically been common but at times a burden.

Kaitjan is a tropical/subtropical nation, and as a result snow is an unheard of occurence. Snowfall only occures in the south of the country in the mountains that are partially covered the year round.

Where?
The Brúudaar Mountains, the southern Kaitjanese territories that lie in the temperate zone.

As most of the population has never seen snow (except from the occasional picture card from some distant foreign country or some poster depicting the mountains) they treat snow as an incredibly exotic novelty.
