In this restart of Haiz's popular "Hypothetical Responses of Nations" series, hypothetical scenarios are posed to your nation's government on the subject of diseases and disorders.

Simply respond to the information posed in each scenario. Add as much detail as you want, addressing what your nation's current government would do to address the situation

Scenarios are intentionally made to include as many nations and states as possible. For example, no diseases are mentioned specifically to account for some nations eradicating diseases prevalent in other areas of the world. Should you still find any response not applicable to your nation, feel free to skip the scenario or say "N/A".

Remember that responses can come from both official government authorities or delegated private authorities, depending on how the infrastructure of your nation is established.

The Queendom would remove the doctors and nurses from the epidemic area. If there was a nearby nation with the ability to treat the nurses, we would seek aid there until they recovered and were able to resume medical duty. Alternatively, they would be taken back to Haiz to receive treatment. If all of these options were impossible, the Queendom would treat them as infected natives of the country to which aid was being given.

The anarchist would be released from rehabilitation on condition that he attend designated medical care until his passing. Other restrictions placed on him would be appropraite for the specifics of his crime, such as a restriction against the purchase or possession of flammable materials.

Such a tourist apparently lied or otherwise concealed their health and has entered your nation while infected. The tourist would be isolated and could be required to disclose truthful information by court order about individuals he has been in contact with according to Haiz's Patient Zero protocols. Failure to disclose truthful information would be considered contempt of court. The Haizian medical authorities would then attempt to contain and control the disease while treating and isolating patients of the disease.

4. Misinformation amongst a significant group of your nation's populace has led to paranoia over a relatively small epidemic in one of the nations bordering your nation. This paranoia has included workers and students confining themselves to their homes, ostracism of people with benign diseases that have similar symptoms to the aforementioned pandemic, and a sharp spike in sales of whatever apocalypse gear is legal. The Queendom would attempt to launch an information campaign designed to reverse the misinformation. At the same time, more reasonable means of preventing the spread of the disease, such as encouraging the sanitation of public spaces and encouraging active hand-washing, would be spread via public service announcements to assure the public that the epidemic is being taken seriously, albeit in a reasonable way. The public health operations for existing benign diseases would continue.

Restrictions would likely be passed on nearby communities under emergency governmental powers that could include restrictions on movement, health inspections, motorway closures, and airport closures. Campaigns for sanitation and the stationing of resources around nearby communities would also begin in preparation for the emergence of the disease to areas outside of the city.

The entire nation would likely fall under possible health inspections and a thorough public awareness campaign would begin for signs of the disease. Public buildings and areas would likely be under surveillance by authorities for such individuals and emergency treatment centers would be organized with a minimum of resources in major cities and towns.

The Board of Medicine of Haiz Academy of Sciences would likely motion for a review of the diagnostic criteria while ordering a temporary hold on the medical procedure approval process in Haiz. The review of the criteria would include commentary from notable scientists, doctors, and other qualified individuals who could offer insights into the nature of the disorder. From this review, the disorder could be eliminated altogether, reclassified according to new diagnostic criteria, or allowed to exist as-is. Since the Haiz Academy of Sciences can update the diagnostic criteria at any time, not just at intervals when "volumes" are published, the process should be reasonably timely.

After the Board of Medicine has made its judgement of the critera and existence of the disorder, the approval process would resume for the medical treatment. Haiz has a long record of developing and implementing genetic treatments for disorders. While behavioural traits are given more skepticism in approval, they nonetheless will likely be approved if the treatment a) has a relatively higher sense of gain for the patient compared to its risks and b) does not substantially favor one otherwise healthy individual over another (an explicit prohibition of eugenics).

The procedure would automatically be reviewed every three years when a new volume of the Board of Medicine Review would be published, but could be reviewed more frequently if a question arose.

Personnel working overseas on aid missions, with registered national and international medical charities, are entitled to healthcare in the People's Nation of Alfegos - however, if the mission is not officially sponsored by the government (i.e. Military, or FU-AID sponsored), then medical evacuation costs are to be borne by the individual, their aid mission, or their insurer. Medical evacuation, as with all aid personnel, back to Fegosian territories from disaster areas require mandatory stopover for quarantine, decompression and debriefing. This will normally be in the Los'vi archipelago, where the main military/FHS run hospital's infectious disease ward is perfectly suited for the treatment of contagious patients. Quarantine is based on contact with infected persons, development of illness, and type of illness. For low risk personnel, this will occur with freedom of travel around Los'vi Il'os - for high risk personnel, this will see confinement to a holding wing in the hospital for a short period.

Up to 160 personnel can be handled by the Los'vi facilities. If more personnel were ill, or feared contagious, then other options may be explored, including taking over other wards within the hospital,
use of the fortified military district, or use of other islands in the archipelago for low risk quarantine subjects.

In this instance, protocol would be followed, and a Fegosian Air Force mission sent (with military medical personnel) to medically evacuate personnel in an appropriate manner, in order of priority. The sentencing is dependent on the nature of the man's crimes. It is very rare for a man to be committed to life imprisonment, particularly in secure institutions, as it would recognise that the criminal had no chance of rehabilitation, AND would be made a martyr if executed.

Compassionate release is only ever given if the criminal has some chance of rehabilitation brought on by the realisation of his mortality, and is no longer a danger to society. As a figurehead of the anarchist movement, his release is more likely to be a threat to society than his death in prison. Similarly, his unwillingness to repent, combined with the severity of his original crime, would seal his fate of death in prison. He did not show compassion, and never has, for the deaths and maiming inflicted in his crime (as would be implied under Fegosian criminal code), and so the state will not show him compassion.

In such an instance, all sentinel positions (GPs, A&Es, Ambulance Crews) would be aware of likely presentations, and report them immediately using a basic flow chart to follow as their response.

On finding a case, the following will happen:
1 - The HPB will be notified immediately, so that action can be taken.
2 - All exposed persons and contacts of the person will be traced and brought in for testing immediately. This may involve monitoring, or advice to report to A&E if they have any symptoms develop. Compulsory testing and confinment will only occur in rare instances.

Incredibly unlikely, given that this sort of thing rarely happens (if ever) in the real world. If so though, the following would be enforced by the FHS HPB in conjunction with Civil Defence and the other emergency services:

1 - Curfew enacted, and all public gathering places closed until further notice. Key public infrastructure decontaminated and utilised as overflow for medical triage and treatment, or for improvised mortuaries.
2 - Roadblocks enforced around the city, alongside closure of air, water and rail transport routes to the city. Cessation of public transport.
3 - Delivery of water and food packages from civil defence disaster stores if necessary.

4 - Hospital empirical treatment of cases started based on presence of sepsis or LRTI. Based upon the profile of the infection (ie Bacterial), empirical antibiotic treatment to be started immediately based on disease severity. If not, empirical antiviral treatments to be started if deemed non-futile. Supportive therapy to be initiated otherwise.
5 - Laboratory anaylsis of samples collected from the acutely unwell with spiking fevers to be initated as a priority, with PCR tests (results in approximately 30 minutes in the acute setting for known organisms), blood, urine and sputum cultures (1 - 7 days), and thin/thick film microscopy. Unknown organisms to be investigated as based on symptoms, using histology and cytology disciplines to guide detection.
6 - Serum collection to be started, with the aim of isolating antibodies for amplification, and for treatment of the unwell.
7 - Staffing and supplies to be supplied from outside exclusion zone as necessary.

8 - All national sentinel posts (GPs and A&Es) to be vigilant for likely infection factors.

Likely result is dependent on disease. Deaths expected from the initial cadre of presenting patients, and in vulnerable populations. Overall, incident may last at most for 3 months. Perpetrators unlikely to live to see the end of their work.

This would be a matter for the FHS's Ethical and Licencing Committee (ELC) to decide. In this instance, it would be viewed through the lens of the "Four Biomedical Ethical Principles":

- Benevolence - Is it going to help? Yes.
- Non-Maleficience - Is it intended to harms persons? No
- Autonomy - Does the patient have choice? NO. However, did they have the ability to consent in the first place?
- Justice - Is the outcome of this treatment just for all involved? Will its cost affect the care of others? MAYBE.

So these are the two sticking points. However, some things are to note:
- If the behavioural disorder is genetic, then there is a clear diagnostic criterian (behavioural change + gene change), so there is hardly any question of the behaviour being "socially deviant".
- Is the treatment successful? If it has been successfully put through the trials process, and found to work with no significant side-effects, then crack on.
- How expensive is it? If so, is it truly of benefit in the wider scheme of things?

On these points, the therapy would be allowed to go through to limited trial. As normal, education on the procedure would be provided, and a final decision of funding treatment on FHS budget made on trial results.

Sidh immune systems are engineered to be very robust, very few pathogens being able to cause anything more than a mild illness in a Sidh, most of the existing ones being bioweapons deliberately engineered to defeat Sidh immune systems. They can deal comfortably even with exotic diseases with no previous exposure. So a Sidh doctor catching an exotic plague seems rather unlikely.

Even more unlikely is the fact that Sidh doctors would go out beyond Imperial borders to treat anyone for a plague - there's little point for such charity/PR campains, seeing how our only neighbors in the known Galaxy also happen to be our sworn enemies. The only interest a Sidh doctor might have in such expedition is to obtain a sample of the causative organism for the bioweapons program.

In the unlikely event that Sidh doctors have gone on such expedition and become infected, the government still has no need to bother with them. Since they most likely have travelled to the location with a well-equipped starship outfitted for medical research or at least with a state-of-the-art medbay, the doctors can be quarantined and treated aboard the ship without any danger to the public.

If an anarchist was caught for a campaign of arson by Imperial authorities, he most definitely wouldn't have lived to the age of 87, unless he already was well over 80. It's even less likely that anyone would care about his medical status in the labour camp, provided he was imprisoned rather than executed in some gruesome and painful manner.

Quarantine all exposed personnel, seal off infected areas and throw in a labour camp those idiots who fucked up and let an infected visitor through. If some bug is potent enough to cause a serious illness in a Sidh, then it definitely requires very serious measures to be taken.

Again, Sidhae are equipped with immune systems capable of handling most diseases with ease, and there's just no way in hell a biological hazard can travel light-years across space that separate the Imperium from it's nearest neighbors, especially seeing how there's very little traffic between Imperium and neighboring nations due to the constant state of war.

If all else fails, sanitize the city with orbital bombardment until nothing but vitrified slag remains. Cities can be rebuilt and repopulated, and millions may die here, but a bioweapon that's dangerous enough to possibly cause a nationwide epidemic among Sidhae of all people is a very good reason to sacrifice the population of a single city.

And obviously, find out whatever scumbag did this and make sure he dies the most horrendous possible death as soon as possible.

So whatever this condition be, curing it by gene therapy or any other means would not just be approved but expected in Sidh society. In Sidh eyes, it would be unethical not to.

The disease would have to be virulent, dangerous to Tyrandel, and located in a region close enough to us for us to have a geopolitical interest. Otherwise we would not have bothered trying to cure it. More extreme actions than merely sending in medics would be required. First, we would organize a campaign of isolation and treatment of individuals judged high value, including our nationals and major leaders. Should a treatment be properly developed, it would then be administered throughout the nation.

Because the government had failed its purpose in protecting the people, our forces would not leave the nation and would instead claim it as a vassal. Certainly native administrators would remain in place if they did not resist, but they are obviously too incompetent to handle a crisis and cannot be trusted to govern themselves. Therefore our own Governors would be put in place.

If the targeted behavior is indeed found to impair individuals or negatively impact intelligence, judgement made by a panel of psychologists and sociologists, approve issuing of the gene therapy. If the targeted behavior is found to not impair individuals or to be manageable with simpler methods, deny issuing of the gene therapy but keep records of it for potential later usage.

Since his disease was not in the currently-active immunity patch, it then rampages through Mine #950 where he ends up, strickening all of its 2,000 head of human livestock with the disease. The mine is sealed off, trapping all of its slaves underground so they can't spread it further, as the Bureau of Biological Research rushes to analyze the disease's DNA and produce an emergency DNA patch for all of our slaves.

N/A; we don't have genes. Also, the initial code (written prior to the individual's sapience) is created in accordance with the Minimum Specifications for Code Intended to be Sapient. This means that any "socially deviant" behavior must come about later, after sapience is attained. Because of this, any code-based alteration of such behavior would be in the form of a coding patch.

Another thing that's important to note is that there is no need to work "a very long time" to get the basic idea of how to alter a particular behavior. Decepticon minds are made of Code. As long as the person is willing to be patched, even complex patches can be made in short order just by putting more coding experts on the project. Of course, the more coders are needed, the more expensive the patch will be - but a customer can get even the most extensive recode completed in a maximum of 10 days. Usually, it takes mere hours to make a custom patch.

We have no stigma against having patches made to alter our own behavior, emotions, and thought processes, as long as those patches are willingly applied. In fact, people regularly buy such patches to help them in their raiding, conniving, or even with legitimate business dealings. Patches to decrease obnoxious behavior already exist as well, and they aren't the slightest bit controversial since they aren't mandatory. (Only patches that fix technical glitches and/or actual, severe insanity are mandatory.)

As for "socially deviant" behavior...(emphasis on deviant) it's hard to think of something that'd qualify as that in our society that doesn't also significantly impair the individual. The general rule applies: If the government is bothered enough to care about it, it's also pissed enough to kill you for it. The government does not care about minor weirdness or the ick factor. It cares about whether you're against it, the Leader, the Nation, the People, or the Decepticon Way in general. If you fall into any of those categories, you and a slag pit will be meeting each other in short order.

If it came to something like that, the country is probably fucked - it's only a small country. Obviously residents of the city would be told to avoid leaving their homes until any potential carriers of the disease are found and quarantined and health authorities are confident they have found the source (and brought whoever did it to justice).

Finally, we'd tell these activists to take a running jump. If you've done something worthy of being locked up for life, you're staying there. Neither the therapy nor the research nor diagnosing is regulated directly by law. If no constitutional violations are taking place, the research and implementation of the research's results will be sanctioned, but any such genetic treatment for behavioural changes will be conditional on consent. Anyone wishing to undergo the procedure will have the right to do so voluntarily. However, given the scope of change and the longterm implications, any sanction of such a procedure will also be conditional on presenting a serious, reliable, and provable study about it, it's potential application, and the potential benefits and harms, and the safety of its use. A minimal condition is that it's reasonably safe for the treated person and won't result in some permanent harm. Whether or not the elimination of said behavioural disorder is considered permanent harm is left to the decision of the person undergoing the procedure, but gaining the approval of one's physician and an independent psychologist before the procedure will most likely be involved in any such cases. Regardless, this new treatment will essentially go through the same safety precautions any other therapy has to go through.

As much effort would be put into studying the disease as possible, having medical professionals and top officials from the CDCN analyze the virus. If one of the professionals contacts the disease, they will be put in immediate emergency stasis, and would remain that way for about a month. If they still have the disease after these procedures, they will transferred to the Sleeper Archives and be worked on by the droids. This is of course assuming that the disease could get through our Bio-Nanorators.

We would do whatever would make the public happy. We are a democracy after all. However, we would monitor his activities very closely, and if he tried anything while out of prison, it would be time for him to meet a beam of superheated plasma.

(But really now, we should probably fire the guy who's job it was to monitor the Bio-Nanorators at this point.)

The Panaitan government would never have sent out doctors/nurses to infected areas; assuming they somehow were sent and encountered the above scenario, they would immediately be collected by special aircrafts, sent back to Panait, and quarantined in a reasonably isolated hospital.

The only legal way for this person to be released will be parole, no matter what the current conditions of this person are; it is practically impossible, too, given this person's past crimes (series of arsons). Therefore, the activists' demand will be ignored.

All direct flights (if any) from our nation to any airports of all infected regions will be suspended indefinitely. All tourists from the infected regions, who travelled to our country via transit, will be placed in a special isolated Observation Room for the average latency period the disease has, or until a report of the negative result of the disease on the tourist is available, before the tourist is allowed entry to our nation. All passengers sitting in the row before and after the tourist, and those on the same row as the tourist will be subject to a compulsory medical health check (about 1.5 hours) before they are allowed entry.

Panait shares no borders with any nation; assuming she does, in such a scenario, the officials will never allow any such bills to pass (assuming the government knows of the misinformation). If a significant group campaigns for government action based on their misinformation, or normal lifestyles are disturbed as a result of this misinformation (for example, workers and students confining themselves to their homes), then the government would cancel all radio, television and other media programs except news, and constantly replay a clip explaining the real nature of the epidemic, while all Internet services will be suspended and all websites will be redirected to a state website explaining the real nature of the epidemic (and the usual internet connection fees abolished and paid by the government). Meanwhile, all policemen will knock, door-to-door, and hand out information pamphlets to all civilians they encounter, both on the streets and in the houses. These measures will be active in all areas with confirmed hysterical responses to this epidemic based on their misinformation. This will last until the policemen can confirm their misinformation is rectified.

Partial mobilization will be ordered. Roadblocks will be initiated at all exits of this city, while the countryside will be patrolled by both policemen and military at high frequencies. All non-essential doctors and nurses (including those in any form of not-working) will be summoned to the city and attempt to analyze the nature of this disease and research a cure, all the while helping with keeping the civilians in. Life necessities will continue to be supplied via airlifts. If the disease managed to spread, then all uninfected medical personnel and government officials in higher positions will immediately be moved to a fallback nuclear bunker, where the aforementioned medical personnel will continue to research the cure. God bless all those that would be denied entry into the bunker.

The diagnostic criteria will require a bill to determine its legality; meanwhile the treatment itself will be registered on the list of known medical procedures in the Health and Medical Bureau, then like all other medical procedures, require a written consent of the patient (unless in the case of an emergency, but it's out of the scope of this post) to be implemented.
