Only weapons designated as "safe to authorise to civilians" are legal for civilians.
These include the KRT-83 assault rifle, which shoots ridiculous rounds that can cause some damage to power armour, but is generally safe.
The KRT-83 fires 820 rounds per minute, well that's deadly enough.
It also has a muzzle velocity of 950m/s.
Well, to be even more specific, it is our standard issue rifle.
Another of these authorised weapons include the PK-79, a PMT version and improvement of the successful Kalashnikov series.

The various small arms of the Federation in chronological order:

Type 1 Hand Phaser - A small, highly concealable, thumb sized phaser pistol designed for low power use. Intended as a self-defence weapon, the Type 1 Hand Phaser features stun and incapacitation modes, neither of which are lethal except under long-durations. Incapacitation is capable of knocking a human of approximately 80 kilograms unconscious for a period of four or five minutes, while stun is capable of inducing spasms and immobilization to a similar target. Additional settings include disintegration, which induces vaporisation of a target, kill, which does what it says, and heat, which is a special mode designed for downed Starfleet crew to use in lieu of expendable heating elements such as lighters or matches.

Type 2 Hand Phaser - Analogous to a handgun, the Type 2 is the archetypical sidearm carried by Starfleet officers and enlisted. It features sixteen modes, most of which are shared with the Type 1, but it has a much larger capacitor allowing faster and more powerful follow-up shots. The most notable differences between the Type 2 include a larger variety of "utility" modes (it is capable of functioning as a heating element, welding/cutting torch, battery, etc.) thanks to its more powerful cells, the addition of a "wide" beam capability for covering large swathes of area, and the "stun" setting for the Type 2 is comparable to the "incapacitation" setting for the Type 1.

Type 3a Phaser Rifle - Not a rifle in the strictest sense, the term is retained for posterity sake. The Type 3a was the first modern, shoulder-fired phaser designed by Starfleet Bureau of Weapons (BuWeps) since the Type 1 of the 2250s. It features an electronic scanning scope similar to the Type 1 rifle for targeting, but incorporates more modern capacitors and internals allowing integration with the Galaxy-class starship and newer models of Starfleet vessels. The Type 3a features the primary modes of the hand phasers, excluding the "utility" functions, such as "stun", "kill", "vaporisation" etc., the wide beam feature of the Type 2, and an additional capability: pulsed firing. The Type 3a is capable of firing either phaser beams or bolts, the latter typically in short bursts, designed specifically to defeat body armour protections of Klingon infantry. The Type 3a features a carrying strap across the right side of the rifle, allowing it to be slung over the shoulder by soldiers.

Type 3b Phaser Rifle - An improvement over the Type 3a, the primary difference is the addition of a "phase modulator" for defeating Borg infantry. It retains all other functions of the Type 3a and has begun to supplant it. The phase modulation is automatic and handled by the Type 3b computer, meaning that the soldier requires no additional training to use the Type 3b, and additional phase frequencies can be updated through the use of a data terminal or PADD.

Type 4 Phaser Rifle - The Type 4 is the newest phaser rifle, incorporating all previous improvements over the Type 3b, as well as an additional set of capacitors which allows for a greater sustained fire capability in "wide beam" mode, specifically for close quarters battle. This contributes to the "double wide" look of the phaser, and gives it the ability to operate within dampening fields such as those encountered by the crew of DS9 and other border troops of the Federation. Developed in conjunction with Starfleet BuWeps to fulfill the same requirement as the experimental TR-116 assault rifle, the Type 4 proved its superiority over the latter system in weapons testing and was issued to Starfleet personnel in the very late 2370s. The Type 4 is often referred to as "regenerative", referring to the additional capacitor/accumulator bank, or a "compression" phaser rifle. It is not standard issue for Starfleet infantry, but is used by shipboard and station security (Shore Patrol).

Type 3c Phaser Rifle - Incorporates the "compression" capability of the Type 4 into a lengthened Type 3b, allowing operation even within a damping field, but the lack of requirement for sustained wide beam firing means that the additional capacitors are unnecessary. Standard issue for Starfleet marines and infantry.

Most non-combat soldiers employ the GMI Scavenger (GHA Nævetje), similar in function and appearance to the M16 Carbine (most use the long version, but short people and military police employ the short version). Combat soldiers use the GMI Covenant (GHA Trøste), which is similar to the M4 Carbine. Several elite infantry brigades and commando units employ the GMI Grave (GHA Øre), similar to the TAR-21.

Note that these are but small arms, and not the full list of arms used by Gutium.
